HETD TUESDAY EVENING, OCTOBER 6, - - 1942
The meeting convened at 8:00 p, m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Maurer and President.
Godfrey, (5) were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held September 15, 1942, and the adjourned
regular meeting held September 17, 1942, were approved as transcribed.
WRITTEN COMMUNICATIONS:

P. From Mr. Arthur P. Pollard, requesting a permit to move three houseboats or arks
now located on the bank of the Alameda Estuary, immediately adjoining the W. F. Stone
&
on Shipyard, to a lot situated on the west side of Everett Street , approximately
155 feet north of landing Avenue.
Councilman Tones moved that permit to move the above mentioned arks be granted, subject
to compliance with all City ordinances. The motion was seconded by Councilman Brans-
cheid and unanimously carried.

3. From Longfellow Parent-Teachers Association, requesting that an elevated wooden
sidewalk be constructed from the corner of Pacific Avenue and Fifth Street to the Navy
Housing Project property, primarily for the use of school children. This request was
accompanied b\» a petition signed by 120 persons.
There being no objections, the matter was referred
ORAL COMMUNICATIONS:
The City Manager stated that the Key System has agreed to the plan as submitted by
the City at its hearing before the Railroad Commission held in the Council Chambers of
the City all in the City of Alameda on October 2, 1942, whereby the "T" and "W" lines
will remain as they now operate with the exception that the loop on. the "W." line at the
east end of town will be eliminated.
The Key sstem has so notified the Railroad Commission of its decision and the formal
order to that effect will be published within the next few days.

Councilman Maurer moved the recommendation of the City Manager be adopted; that the
Chief of Police be authorized to attend the above mentioned convention and a sum of 00.

. From the City Planning Board, referring to the informal presentation by Lt. L. J.
Kriz, at its regular meeting held September 30, 1942, of the matter of moving three arks
now located on property immediately adjoining W. F. Stone Son Shipyard, to a certain
lot situated on the west side of Everett Street between Harrison and Blanding Avenues,
which is in the Heavy Industrial District.
It was the Planning Board's recommendation that the request of the owner of the property
to which the arks are proposed to be moved, Mr. Arthur P. Pollard, and Lt. Kriz, be
granted if the matter is in conformity with the ideas of the City Council.
Councilman Maurer moved it be recommended to the Planning Board that the Use Permit to
move these three houseboats to the industrial area be granted by that Board provided
the permit has a definite expiration date not to extend beyond the duration of the
present national emergency. Councilman Branscheid seconded the motion and it was
unanimously carried.
7. From the City Planning Board, recommending that petition . filed by Mr. Alfred C.
Silva and presented to the Board at its regular meeting held September 30, 1942, for
the reclassification of property known as 1618 Fernside Boulevard from the "A-1" One-
family Dwelling District, to the "G" Light industrial District, be denied.
Councilman Eranscheid moved the recommendation of the City Planning Board be adopted
and that petition for the reclassification of property known as 1618 Fernside Boulevard,
be denied. The motion was seconded by Councilman Howe w d unanimously carried.
At this time r. I. S. lenerd addressed the Council and requested that an investigation
be made as to the possibility of having the existing buildings on the tideland of this
property with the attendant equipment removed as the residents in the vicinity are pro-
testing against their existence in the area.

said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Branscheid, who moved its
adoption:

The motion to adopt said resolution was seconded, by Councilman Maurer and on roll call

President Godfrey, (5) . Noes: one Absent: None. Thereupon the Mayor declared
paid resolution duly adopted and paased.
14. The following resolution.. was introduced. by Councilman. Howe, who moved its adoption:

The motion to adopt said resolution was seconded by Councilman Jones and. on roll call

The motion to adopt said resolution was seconded by Councilman Howe and on roll call

President Godfrey, (5). Hoes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
16. At this point, Mr. C. C. Howard addressed the Council with reference to salaries
of City employees, as did also Mr. Frank Gottstein.
17. The following resolution was introduced by Councilman Maurer, who moved its
adoption:

and President Godfrey, (5). Noes: one Absent: None. Thereupon the Mayor declared

26. An itemized List of Claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: Defense
Department, :50.00; Initiative Relief Fund, T95.00.
Councilman Maurer moved the bills and claims against the City in the amounts listed and
itemized in the List of Claims filed with the City Clerk on October 6, 1942, and pre-
sented to the Council at this meeting, be allowed and paid. The motion was seconded by
Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen
Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: Hone.
