hELD WEDNESDAY EVEING, NOVELBER 4, - 1942
The meeting convened at 8:00 p. m. with President Godfrey presidin.
ROLL CALL:
The roll was culled and Councilmen Branscheid, Howe, Jones, Maurer and President
Uo'a'rey, (5), were noted present. Absent: Lone.
miNUTES:
1. The minutes of the regular meeting held October 20, 1942, were approved as trans-
cribed.
REPORTS OF COMMITTEES:
From the City Manager, requesting permission to represent the City of Alameda at
a meeting of the War Legislation Committee of the League of California Cities, of
which he is a member, to be held in Los Angeles on November 13 and 14, 1942, and that
a sum not to exceed 00. be appropriated to cover his expenses.
Councilman Maurer mwed permission be granted the City Manager to attend the above
specified meeting and that .1i:50. be appropriated for his expenses. The motion was
seconded by Councilman Jones and on roll. call carried by the following vote. Ayes:
Councilmen Branched, Howe, Jones, Maurer and President Godfrey, (5). Noes: None.
Absent: None.
3. From the City Planning Board, again recommending to the Council that petition for
reclassification, filed by the Cohen Estate Company, of which Mr. E. S. Agnew, realtor,
is its representative in this matter, be denied. The petition pertains to Lots '88 and
29 in Tract 526, situated on the south line of Windsor Drive, west of High Street.
Mr. E. S. Agnew addressed the Council in further explanation of the proposed re-zoning.
Mr. Thomas J. Klink, Sr., 11r, and JVIrs. Frank D. Smith, Mr. M. Thiele, Mr. Roberts,
Mr. Clarence Feno and Lt.. Kenneth G. Robertson addressed the Council in opposition to
the re-zoning.
After prolonged discussion and serious consideration of the matter by the Council, in-
dividually and as a body, Councilman Jones moved the recommendation of the Planning
Board be upheld and tae petition to reclassify the property in question be denied.
Councilman Jones stated he was making this motio n. of denial not because of the protests
presented o the numerous individuals at this meetirg bat to uphold the Planning Board's
decision after it had given further consideration to the matter and that the attitude
of the protestants at this meeting had greatly aroused his indignation. The motion was
seconded by Councilman Howe and carried unanimously.
4. At this time, Mr. Frank Osborne addressed the Council regarding the discoloration
of paint on many. of the houses in the Fernside District and inTlired if anything could
be done about this matter.
Jr, Osborne was informed this condition is the result 02 gas rising from sewage in San
Leandro Bay, the remedy for which is incorporated in a clan now under consideration by
a Committee of East Bay City Engineers and which plan has been abandoned until after
the war.
From the City Planning Board, recemending the reclassification of property belong-
ing to Robert D. Colburn, known as 1611 Santa Clara. Avenue, from the "S" Two-to-Four
Family Dwelling District, to the "C" Multiple Dwelling District,
Councilman Branscheid moved the recommendation of the Planning Board be adopted and the
matter referred to "Ordinances for Introduction" The motion was seconded by Councilman
Howe and carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Maurer and President Godfrey, (5). hoes: hone. Absent: None.

from the "13" Two-to-Four Family Dwelling District to the "C" Multiple Dwelling District,
Councilman Maurer moved the recommendation of the City Planning Board be adopted and the
ro.atter referred to "Ordinances for Introduction". The motion was seconded by Councilman
Branscheid and carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Maurer. and President G odfrey, (5) . Noes: None. Absent: hone.

NEW BUSINESS:
9. Councilman Maurer moved that D. Bruce Greenwade, Secretary of the Civil Service
Board, be allowed 915. per month for use of his personal automobile while on City busi-
ness. The motion was seconded by Councilman Jones and on roll call carried by t he fol-
lowing vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey,
(5) . Noes: None. Absent: hone.

BILLS:
17. An itemized List of Claims against the City of Alameda and the several departnents
thereof in the total amounts as follows, was presented to the City Council: Social
Service Department, 00.00; Initiative Relief Fund, 65.00; Civilian Defense
Department, ,50.00.
Councilman Maurer moved the bills and claims a&ainst the City in the amounts listed
and itemized in the List of Claims filed with the City Clerk on November 4, 1942,
and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Jones and on roll call carried by the following vote. Ayes:
