HELD TUESDAY EVENINC1 JANUARY 19, ------- 1943
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Jones, Maurer and. President Godfrey,
(4), were noted present. Absent: Councilman Howe, (1).
MINUTES:
1. The minutes of the regular meeting held January 5, 1943, and the adjourned regular
meeting held January 12, 1943, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2. A communication was presented from Mary Stein, requesting the pro rata refund of
the license fee of $500. paid for permit to practise palmistry in the City of Alameda
for the period ending June 30, 1943, such pro rata refund of fee to be paid in propor-
tion that the period of time between the effective date of Ordinance No. 819, New Series,
which nullifies the present license regulation for practising palmistry, etcetera, bears
to the period for which such license was originally issued.
As Ordinance No. 819, New Series, which became effective January 15, 1943, provides for
the refund of portions of such license fees, Councilman Branscheid moved that this re-
quest be granted and a warrant of the City be prepared and passed by the Council. The
motion was seconded by Councilman Jones and on roll call carried by the following vote.
Ayes: Councilmen Branscheid Jones, Maurer and President Godfrey, (4). Noes: None.
Absent: Councilman Howe, (1).
3. A communication was presented from Henny John, requesting the pro rata refund of

4. From Dr. Donald D. Lum, President of the Board of Education, extending an invita-
tion to preview the several defense programs now being carried on by the Alameda
School Department.
This communication was appreciatively acknowledged and ordered filed.
5. From the City Attorney, recommending he be authorized to file an answer in that
certain action entitled, "UNITED STATES OF AMERICA, Plaintiff, vs. Certain Parcels of
Land in the City of Alameda, County of Alameda, State of California, RESIDENTIAL
DEVELOPMENT COMPANY OF SAN FRANCISCO, et al., Defendants, No. 22301-S."
Councilman Maurer moved the City Attorney be authorized to file an answer in the above
entitled action. The motion was seconded by Councilman Branscheid and unanimously
carried.

6. From the Building Inspector, recommending that the building permit fee of $103.50
be returned to Newman-Carlsen & Franz, Contractors, as the building for which this
permit was obtained is considered the property of the United. States Government.
There being no objections, this matter was referred to the City Attorney for further
investigation before definite action be taken on this recommendation.
RESOLUTIONS:
7. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2826
Authorizing Execution of Contract with Alameda
City Garbage Association for the Collection and
Removal of Refuse and Garbage."
The motion to adopt said resolution was seconded by Councilman Branscheid and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Jones, Maurer and
President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1). Thereupon the
Mayor declared said resolution duly adopted and passed.
FILING:
8. Financial Statement - Goodell, Byers & Henry - City of Alameda, as at
December 31, 1942.
9. Form of Contract with Alameda City Garbage Association.
BILLS:
10. An itemized List of Claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments, $8,013.50; Defense Department, $2,513.45; Police Department, $846.37;
Civil Service Department, $4.00; Pound. Department, $47.45; Fire Department, $1,299.25;
Street Department, $197.78; Health Department, $252.52; Recreation Department,
$75.13; Park Department, $491.77; Golf Course Department, $430.75; Store Depart-
ment, $337.68; Social Service Department, $158.04; Initiative Relief Fund, $30.00;
Street Improvement Fund, $1,264.33; East Bay Municipal Utility District Fund, $7,209.89.
Councilman Maurer moved the bills and claims against the City in the amounts listed and
itemized in the List of Claims filed with the City Clerk on January 19, 1943, and pre-
sented to the Council at this meeting, be allowed and paid. The motion was seconded
by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen
Branscheid, Jones, Maurer and President Godfrey, (4). Noes: None. Absent: Council-
man Howe, (1).
ADJOURNMENT:
11. Councilman Maurer moved the Council adjourn at 8:12i p. m. to assemble in adjourned
regular session on Monday evening, January 25, 1943, at 7:30 p. m. The motion was
seconded by Councilman Branscheid and unanimously carried.
