HELD TUESDAY EVENING, FEBRUARY 2, 1943
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Maurer and President
Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held January 19, 1943, and the adjourned regular
meeting held. January 25, 1943, were approved as transcribed.
2. At this time, Councilman Maurer moved the Council proceed under "Reports of Com-
mittees". The motion was seconded by Councilman Jones and unanimously carried.
REPORTS OF COMMITTEES:
From the City Manager, recommending that Fire Chief Thomas M. Lane represent the
City of Alameda at the Conference of the Southern California Fire Chiefs, to be held in
Los Angeles on February 11, 1943, and that a sum not to exceed $35. be appropriated for
his expenses.
Councilman Maurer moved the recommendation of the City Manager be adopted; that Fire
Chief Lane be authorized to attend the above mentioned conference and that an amount
not to exceed $35. be appropriated for his expenses. The motion was seconded by Coun-
cilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen
Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None.
NEW BUSINESS:
4. Councilman Maurer stated there is to be a meeting of the City Managers' Division
of the League of California Cities, to be held in Los Angeles, February 20 to 22, 1943,
inclusive, and he believed it would be appropriate at this time for the newly appointed
City Manager, Don C. McMillan , to attend this meeting and represent the City. He there-
fore presented a motion that Mr. McMillan be authorized to attend the above meeting and
that a sum not to exceed $65. be allowed for his expenses. The motion was seconded by
Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen
Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None.
RESOLUTIONS:
5. The following resolution was introduced by Councilman Branscheid, who moved its
adoption:
"Resolution No. 2830
Designating Polling Places and Appointing Election
Officers for General Municipal Election."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and
President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
6. The following resolution was introduced by Councilman Branscheid, who moved its
adoption:
"Resolution No. 2831
Prescribing Titles and Statements of Proposals
for Adoption of Proposed Charter Amendments."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and
President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
7. At this time, Councilman Maurer moved the Council now refer back to "Opening of
Bids". The motion was seconded by Councilman Branscheid and unanimously carried.
OPENING OF BIDS:
e. Bid for operating concession at Washington and Lincoln Parks for the period from
January 1, 1943, to December 31, 1943, in the amount of $750., was presented from
Louis A. Alexander. This bid was accompanied by a Bank of America Money Order in the
amount of 75.00.
After the matter had been referred to the City Manager and City Attorney for recommen-
dation, Councilman Branscheid moved the concession privileges under this Bid be awarded
to Louis A. Alexander for the amount of $750. The motion was seconded by Councilman
Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None.

9. Auditor's Balance Sheet - Month ending January 31, 1943.
BILLS:
10. An itemized List of Claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments, 60.50; Initiative Relief Fund, 55.50.
Councilman Maurer moved the bills and claims against the City in the amounts listed
and itemized in the List of Claims filed with the City Clerk on February 2, 1943,
and presented to the Council at this meeting, be allowed and paid. The motion was
seconded. by Councilman Howe and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None.
Absent: None.
ADJOURNMENT:
11. Councilman Branscheid moved the Council adjourn to assemble in adjourned regular
session to be held Tuesday evening, February 9, 1943, at 7:30 p. m. The motion was
seconded by Councilman Howe and unanimously carried.
