HELD TUESDAY EVENING, FEBRUARY 16, 1943
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Maurer and President
Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held. February 2, 1943, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2. From the Secretary of the Senate of the State of California, enclosing a Resolu-
tion requesting information from the various counties and cities of the State, relative
to unnecessary expenditures and what functions can be eliminated for the duration of
the war.
There being no objections, the Resolution was ordered filed.

3. From the City Attorney, recommending that the sum of $299. be returned to the
firm of Larsen and Larsen, Contractors, which was paid to the Building Inspector for
a building permit in connection with certain construction on shipyard premises operated
by the Bethlehem-Alameda Shipyard, Inc. Also, that the sum of $110. be refunded to
John F. Tulloch, Contractor, which amount was paid to the Building Inspector for a
building permit for completion of a plate shop on the property of Bethlehem-Alameda
Shipyard, Inc.
It has been determined that these structures are the property of the United States
Government and are therefore exempt from building permit fees. There being no objec-
tions, the matter was referred to "New Business."
ORDINANCES FOR INTRODUCTION:
4. Councilman Howe introduced the following ordinance, after which it was laid over
under,provision of law and the Charter:
"Ordinance No.

An Ordinance Authorizing Execution of an Agreement
Between the City of Alameda, United Engineering
Company, Ltd., and the United States of America."
NEW BUSINESS:
5. Councilman Jones moved the sum of $299. be refunded to Larsen and Larsen, Contrac-
tors, this amount being the fee paid to the Building Inspector for building permit in
connection with certain construction at Bethlehem-Alameda Shipyard, Inc. The motion
was seconded by Councilman Howe and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5) . Noes: None.
Absent: None.
6. Councilman Howe moved the sum of $110. be refunded to John F. Tulloch, Contractor,
this amount being the fee paid to the Building Inspector for building permit in connec-
tion with certain construction at Bethlehem-Alameda Shipyard, Inc. The motion was
seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Howe, Jones, Maurer and. President Godfrey, (5). Noes: None.
Absent: None.
RESOLUTIONS:
7. The following resolution was introduced by Councilman Branscheid, who moved its
adoption:
"Resolution No. 2832
Appointing Robert A. Worden as Local Property Officer."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, JoneS, Maurer and
President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
8. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2833
Submitting to the Voters of the City of Alameda an Ordinance
Entitled: "An Ordinance Amending Section 5 of Ordinance No.
276, New Series, 'An Ordinance Providing for a Relief, Health,
Life Insurance and. Pension Fund for Members of the Fire and
Police Departments of the City of Alameda; Also for the Ad-
ministration of Said. Fund'", to be Voted upon at the General
Municipal Election to be held in Said City on Tuesday, March
9, 1943; Prescribing the Statement of the Proposition for the
Adoption of Said Ordinance as the Same Shall Appear on the
Ballot; Directing the City Clerk to Print Said Ordinance and
Mail Copies Thereof to the Voters; Prescribing the Form of
Argument in Favor of Said Proposed. Ordinance and Directing
the Printing and Mailing Thereof."
The motion to adopt said resolution was seconded by Councilman Branscheid and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer
and. President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
9. The following resolution was introduced by Councilman Branscheid, who moved its
adoption:
"Resolution No. 2834
Prescribing the Form of and Directing Printing and
Mailing of Arguments in Favor of Proposed Charter
Amendments."
The motion to adopt said resolution was seconded by Councilman Jones, and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and
President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2835
Creating Position of Assistant to the Chief Medical
Officer of the Alameda Office of Civilian Defense."
The motion to adopt said resolution was seconded by Councilman Jones and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and
President Godfrey, (5) . Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.

Form of Agreement - Between United Engineering Company, Ltd., United
States of America and City of Alameda.
BILLS:
12. An itemized List of Claims against the City of Alameda and the several departments
thereof in the total amounts as follows, together with two additional warrants authorized
by the Council, for the refund of building permit fees, payable to Larsen and Larsen,
and John F. Tulloch, Contractos, were presented to the City Council: General Departments,
$8,997.19; Defense Department, $891.11. Police Department, $1,428.24; Civil Service
Department, $37.81; Pound Department, 155.29; Fire Department, $911.69; Street De-
partment, $576.15; Health Department, 337.51; Recreation Department, 41;54.49; Park
Department, $302.17 Golf Course Department, $417.81; Store Department, $582.41;
Social Service Department, 108.30; Initiative Relief Fund, $25.00; Street Improve-
ment Fund, $2,060.82.
Councilman Jones moved the bills and claims against the City, and the two additional
warrants authorized by the Council, in the amounts listed and itemized in the List of
Claims filed with the City Clerk on February 16, 1943, and presented to the Council
at this meeting, be allowed and paid. The motion was seconded by Councilman Branscheid
and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Maurer and President Godfrey, (5) . Noes: None. Absent: None.

13. At this time, Mr. E. R. Bolander addressed the Council, requesting the City of
Alameda to cooperate with other cities in the area to petition the Key System,to issue
"trip books" instead of the monthly commutation books, as those persons getting rides
in private automobiles forfeit their ticket on buses or trains.
Mr. Bolander spoke on other phases of transportation, as did Mr. Frank Gottstein.
Mr. Bolander's suggestions were referred to the City Manager for investigation.
ADJOURNMENT:
14. There being no further business to come before the meeting, the Council
adjourned to assemble in regular session on. Tuesday evening, March 2, 1943, at
8:00 p. m.
