1938-05-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF T Ifl CITY OF ALAMEDA HELD TUESDAY EVENING, MAY 17th . . . . . . .1938 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting of May 3rd, of the adjourned regular meeting of May 10th and of the adjourned regular meeting of May 12th, 1938, were approved as transcribed. WRITTEN COMMUNICATIONS: , 2. A communication was presented from W. R. Haizlip, explaining it was not his in- tention to be personal when he addressed the Council at its regular meeting on May 3rd, 1938, and referred to the effect high taxes would have on the City. The commu- nication was ordered filed. L COLITUNICATIONS: 3. Mr. Calcutt addressed the Council advocating passage of an ordinance requiring distributors of handbills to obtain a permit. Mr. Chadwick and Mr. Gottstein also addressed the Council on this subject, and the matter was referred to the Committee of the Whole for consideration. HEARINGS: 4. Closing of portion of Walnut Street; closing of portion of Willow Street and Atlantic Avenue: Councilman Godfrey moved, seconded by Councilman Morris and unanimous- ly carried, that the regular order of business be suspended and the Council refer to "Resolutions". RESOLUTIONS: 5. Councilman Morris introduced and moved the adoption of "Resolution No. 2246 Amending and Readopting Resolution No. 2242", Councilman Carrington seconded the motion and on roll call carried by .the followj_ng vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and. President Welchhart, (5). Noes: None. Absent: None. 6, Councilman Morris introduced and moved the adoption of "Resolution No. 2247 Ordering the Closing of that Portion of Walnut Street from the-NortherlyLine of Clement Avenue to the Northerly Termination of Said Walnut Street in the City of Alameda", Councilman Maurer seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 7. Councilman Maurer introduced and moved the adoption of "Resolution No. 2248 Ordering the Closing of that Portion of Willow Street from the Northerly Line of Clement Avenue to the Northerly Termination of Said Willow Street and that Portion of Atlantic Avenue from the Westerly Line of Willow Street to the Easterly Line of Stanford Street Produced Northerly, in the City of Alameda", Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. a% Councilman Morris moved that the Council resume the regular order of business, seconded by Councilman Carrington and unanimously carried. OPENING OF BIDS: 9. The following bids for construction of galvanized chain-link fence and gates at McKinley Park were opened: Anchor Post Fence Company $1256.00 Accompanied by certified check in amount of $130.00 Standard Fence Company ...... ..... . . . . . . . . 1058.70 Accompanied by certified check in amount of '',,110.00 The California Wire Cloth Corporation 1059.00 Aonn-nnanied by certified check in amount of 1120.00 Councilman Morris moved that the bids be referred to the City Manager and the City Attorney for their recommendation, seconded by Councilman Godfrey and unanimously carried. The City Manager and City Attorney recommended that the award be made to the Wickwire Spencer Steel Company, the low bidder. Councilman Morris moved that the recommendation of the City Manager and the City Attorney be adopted and the contract be awarded to the Wickwire Spencer Steel Company at the amount of its bid of $947.00, and that the certified checks be returned to the unsuccessful bidders, seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey,MaurT Morris, and President Weichhart (5). Noes: None. Absent: None. REPORTS OF COMMITTEES: 10. From the City Manager, submitting a summary of the City's activities for the month of April, 1938. The report was ordered filed. v11. From Jordan & Ticoulet, Special Accountants, reporting examination had been made of the records and accounts of the Bureau of Electricity for the month of March 1938; that a detailed audit of the cash receipts and cash expenditures was made and the balance verified and reconciled with the accounts of the City Treasurer; the report as prepared by the Bureau dated March 31,1938 and submitted to the Council and City Auditor is in agreement with the books of account of the Bureau and that the books have been kept upon the basis prescribed by the regulations prepared by the California Railroad Commission. The communication was ordered filed. ,12. From the City Planning Board, recommending that the Council reclassify property known as 1520 Santa Clara Avenue from Residential District, Class I, to Residential District, Class 1 3/4, for the purpose of remodeling into flats. Councilman Morris moved that the recommendation be adopted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart,5). Noes: None. Absent: None. 13. From the City Planning Board, recommending the reclassification of property known as 1819 Central Avenue, from Residential District, Class I, to Residential District, Class I 3/4, for the purpose of remodeling into apartments. Councilman Maurer moved that the recommendation be adopted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and. President Weichhart, (5). Noes: None. Absent: None. ORDINA.NCES INTRODUCED: 14. The following ordinances were introduced and laid over under provision of the Charter: Councilman Carrington introduced "Ordinance No. New Series RECLASSIFYING PROPERTY (Property Known as 1520 Santa Clara Avenue)". Councilman Carrington introduced "Ordinance No. New Series RECLASSIFYING PROPERTY (Property Known as 1819 Central Avenue)t. Councilman Carrington introduced "Ordinance No. New Series Authorizing the Appropriation and Expenditure of Public Moneys for Advertising Purposes", Councilman Maurer introduced "Ordinance No. New Series An Ordinance Establishing and Regulating the Civil Service System of the City of Alameda". FILING: 15. Radio Station Construction Permit Federal Communications Commission. 16. Final Draft of Proposed Civil Service Ordinance of the City of Alameda, from the Civil Service Board. BILLS: 17. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $1851.86; Police Department, $92.77; Pound Department, $8.00; Fire De- partment, $338.21; Street Department, $90.18* Health Department, $183.05; Park Depart- ment, $592.72; Golf Course Department, $1011.62; Store Department, $231.04; Social Service Department, 129.04; Initiative Relief Fund, $149.50; Street Improvement Fund, $888.68; School General Fund, $1664.61 and East Bay Municipal Utility District Payments Fund, $2498.95. Councilman Maurer moved, seconded by Councilman Godfrey, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on May 17th, 1938, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and. President Weichhart, (5). Noes: None. Absent: None. 18. Councilman Maurer moved that the Council adjourn to meet in adjourned regular session on Tuesday evening, May 24, 1938, at 8 o'clock P.M., seconded by Councilman Morris and carried unanimously.
