The meeting convened at 8 O'clock P.M. with President Weichhart presiding.
The roll was called, and. Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting of May 17th, 1938, and of L he adjourned regular
meeting of May 24th, 1938, were approved as transcribed.
WRITTEN COMMUNICATIONS:
12. A communication was presented from Ernst & Ernst, Accountants and Auditors, request-
ing an opportunity to submit a proposal for accounting and auditing work for the City
of Alameda, and requesting permission to make a survey of the accounts and records of
the City. Councilman Morris moved that Ernst & Ernst be given permission to file their
proposal and that other accountants be also requested to submit proposals for the City
auditing work, seconded by Coumilman Carrington and on roll call carried by the following
vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).
Noes: None. Absent: None.
I3. From the League of California Municipalities in reference to the payment of Federal
income taxes by municipal employees. As all members of the Council had received copies
of the communication, the reading was dispensed with and the commurication ordered filed.
/4. From the League for Local Liquor Control, in reference to a proposed Constitutional
Amendment amending the Constitutional regulation concerning liquor enforcement. Counil-
man Godfrey moved that the reading be dispensed with, seconded by Councilman Carrington
and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey,
Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. The communica-
tion was filed.
y5. From the East Bay Division of the League of California Municipalities, extending
a invitation to the regular quarterly meeting, to be held on Friday evening, June 10,
1938, at 7 o'clock, in Hotel Whitecotton, Berkeley. The communication was ordered
filed.
/6. From Paul Dunlap of Diamond Springs, California, enclosing copy of editorial from
the "pacific Rural Press", in reference to rights of way. The communication was ordered
filed.
/7. From Mrs. Ida Bell, in reference to licensing dogs. The communication was ordered
filed.
/8. From George Windsor, Donald and Edgar Cohen, requesting the Council to rezone on
its own initiative the property to be known as the "North Fernside Tract". The com-
municition was referred to "Resolutions".
ORAL COMMUNICATIONS:
v9. Councilman Morris read a statement concerning the report of Lester S. Ready on
the merchandising program of the Bureau of Electricity, and informed the Council he
intended to introduce a resolution recommending that the Utility Board liquidate and
abandon the utility bureau's major merchandising program. Councilman Carrington recom-
mended a meeting of the Committee of the Whole to discuss the pension plan and Mr.
Ready's report, stating that at the time the report was originally before the Council
he had not had an opportunity to study it and was not in a position to question Mr.
Ready, which he was now prepared to do. The Mayor also expressed the desire to
question Mr. Ready on his report, and the City Manager was requested to arrange a
meeting with Mr. Ready and the Council sitting as Committee of the Whole. Council-
Morris stated that, in view of this meeting, he would not present his resolution.
10. Mr. Reardon requested to know if the public and the press would be admitted to
the Committee of the Whole meeting, and he was informed that it would be a closed
meeting.
ORTS OF COMMITTEES:
41. A report from the Mayor, the City Manager and the Auditor, that they had counted
the money and securities in the City Treasury on May 18, 1938, and found that the
amount in the custody of the City Treasurer was in accord with the Auditor's books. The
report was ordered filed.
12. From the City Planning Board, recommending the rezoning of the northeast corner
of Clinton Avenue and Union Street, from Residential District, Class I, to Residen-
tial District, Class II, which matter had been referred to the Board after the Council
had passed a resolution of intention to reclassify this property on its own motion
at its adjourned regular meeting of May 10th, 1938. No one appearing in opposition
to the rezoning, Councilman Morris moved that the recommendation of the Planning
Board be adopted, seconded by Councilman Carrington and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
13. From the Mayor, nominating George W. Hickman for the office of member of the Social
Service Board, for a term expiring on June 30, 1941. Councilman Carrington moved that
the nomination be accepted, seconded by Councilman Maurer and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weich-
hart, (5). Noes: None. Absent: None.
14. From the Mayor, nominating R. A. Wondolleck for the office of member of the Civil
Service Board, for a term expiring on June 30, 1943. Councilman Maurer moved that the
nomination be accepted, seconded by Councilman Carrington and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weich-
hart, (5). Noes: None. Absent: None.
/15. From the Mayor, nominating Harold B. Fisher for the office of member of the City
Planning Board for a term expiring on June 30, 1943. Councilman Carrington moved thrt
the nomination be accepted, seconded by Councilman Godfrey, and on roll call carried by
the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
16. From the Mayor, nominating Dr. Donald D. Lum for the office of member of the Board
of Education, for a term expiring on June 30, 1943. Councilman Maurer moved that the
nomination be accepted, seconded by Councilman Carrington, and on roll call carried by
the following vote; Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
47. From the Mayor, nominating Charles W. Griffin for the office of member ofthe Library
Board for a term expiring on June 30, 1943. Councilman Morris moved that the nomination
be accepted, seconded by Councilman Carrington and on roll call carried by the following
vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).
Noes: None. Absent: None.
18. From the Mayor, nominating Mrs. Ruth Mathebat for the office of member of the
Social Service Board, for a term expiring June 30, 1941. Councilman Maurer moved that
the nomination be accepted, seconded by Councilman Carrington and on roll call carried
by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
/19. From the City Planning Board, again requesting the Council to use every effort to
find means to engage the services of a competent Planning Engineer to make a complete
survey of the City for the purpose of adopting a new zoning plan and zoning ordinance.
Councilman Godfrey moved that the communication be referred to the Committee of the
Whole to be considered with previous correspondense, seconded by Councilman Morris and
on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer,
Morris and President Weichhart, (5). Noes: None. Absent: None.
20. From the City Planning Board, informing the Council that it had approved a tentative
map which accompanied their communication filed by George Windsor and Edgar and Donald
Cohen, the map to be substituted for a preliminary map of the "North Fernside Tract",
submitted to the Council at its regular meeting of May 17th, 1938. The communication
was ordered filed.
21. From the City Planning Board, giving a list of various locations proposed for the
relocation of the clock formerly installed in the City Hall tower, and suggesting that
the City Manager consult an architect concerning a suitable design for a clock tower,
and have an investigation made of the mechanism of the clock. The recommendation was
referred to the City Manager.
22. At this time Councilman Morris asked and was granted permission to retire.
/23. From the City Planning Board, recommending to the Council that all parking be
prohibited on Park Avenue between Santa Clara and Central Avenues. Councilman Godfrey
moved that the recommendation be referred to the City Manager and the Chief of Police
for study and report, seconded by Councilman Maurer and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Godfrey, 1 irer, and President
Weichhart, (4). Noes: None. Absent: Councilman Morris, ).
124. From the City Planning Board, recommending that the property known as 1336 High
Street, be reclassified from Residential District, Class I, to Residential District,
Class 1 3/4, for the purpose of remodeling into four apartments. Councilman Carrington
moved that the recommendation be adepted, seconded by Councilman Maurer and on roll
Call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer,
and President Weichhart, (5). Noes: None. Absent: Councilman Morris, (1).
/25. From the City PlanningBoard, recom_ending the reclassification of property known
as 1715 Walnut Street,from Residential District, Class I, to Residential District,
Class 1 3/4, for the purpose of remodeling into three apartments. Councilman Maurer
moved that the recommendation be adopted, seconded by Councilman Godfrey and on roll
call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer,
and President Weichhart, l5). Noes: None. Absent: Councilman Morris, (1).
26. From Jordan & Ticoulet, informing the Council that they had made an examination
of records and accounts for the month of April 1938 of the Bureau of Electricity
as required by the City Charter, the balances verified with the accounts of the
City Treasurer, and the eport by the Bureau dated April 30, 1938 and submitted to the
Council and City Auditor is in agreement with the books of account of the Bureau.

UNFINISHED BUSINESS:
28. A recommendation was received from the City Manager that a contract for the im-
provement of Broadway from Otis Drive to Encinal Avenue, bids for which were opened at
the adjourned regular meeting of the Council held May 24th, 1938, be awarded to Heafey-'
Moore Co., the low bidder, in the amount of $27,238.27. Councilman Maurer moved that
the recommendation of the City Manager be adopted and that the contract be awarded to
Heafey-Moore Co., at the price bid, and that the certified checks be returned to the
unsuccessful bidders, seconded by Councilman Godfrey, and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart,
(4). Noes: None. Absent: Councilman Morris, (1).
v/29. Councilman Godfrey addressed the Council, urging that early action be taken in
reaching a decision on the pension plan, and read to the Council a suggestion for a
modification of the plan he had previously presented, and the plan which had been
submitted by representatives of the employees, and making a motion that the matter
be considered as early as possible at a Committee of the Whole meting, seconded by
Councilman Maurer and unanimously carried.

30. Councilman Maurer introduced and moved the adoption of

Councilman Godfrey moved, seconded by Councilman Maurer, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on June 7th, 1938, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the following vote: Ayes: Council-
men Carrington, Godfrey, Maurer andPresident Weichhart, (4). Noes: None. Absent: Council-

41. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2263

43. There being no further business to transact, the Council adjourned to meet in
regular session on June 21st, 1938, at 8 o'clock P.M.
