HELD TUESDAY EVENING, OOTOBER_18th 1938
The meeting convened at 8 o'clock p.m. with President Weichhart presiding.
The roll was called, and Councilmen Godfrey, Maurer and President Weichhart, (3),
were noted present. Absent: Councilmen Carrington and Morris, (2).
MINUTES:
1. Minutes of the regular meeting of October 4th, 1938, and of the adjourned regular
meeting of October 5th, 1938, were approved as transcribed.
WRITTEN COMMUNICATIONS:
v 2. A communication was presented from the Home Owners Protective Association in reference
to the acquisition by gift of the partially completed wharf at the Alameda Mole, to be
used for fishing purposes. A letter on the same subject was also received from the
Alameda Rod and Gun Club. After Mr. Agnew, Attorney for the Association, had addressed
the Council, the communications were referred to the City Manager, the City Attorney and
the City Engineer for study and report to the Council.
3. From the Alameda Better Housing Campaign Committee, in reference to modernization,
build-up and beautification campaign, and requesting a donation of $500.00 from the City
advertising fund to help defray its expenses. The communication was referred to "New
Business".
v 4. From Heafey-Moore Co., requesting an extension of sixty days for completing the im-
provements of Broadway, they having been delayed in starting the work by the installtion
of electrical equipment. Councilman Maurer moved that the request be granted, seconded
by Councilman Godfrey and on roll call carried by the following vote: Ayes: Councilmen
Godfrey, Maurer and President Weichhart, (3). Noes: None. Absent: Councilman Carrington
and Morris, (2).
5. From the Alameda Charter of Commerce, requesting that the City Council employ any
necessary legal and engineering talent to represent the City before the Railroad Com-
mission at the hearing on the abandonment of ferry service. The communication was
referred to the Committee ofthe Whole.
6. From Mrs. J. G. Hart, calling attention to the condition of the vacant lot on Cen-
tral Avenue near the Post Office. The communication was referred to the City Manager.
v/7. From Dr. Frank Kinslow, requesting the removal, as a fire hazard, of two inciner-
ators in the rear of 1419-21 Park Street. After the City Manager had informed the
Council that the Fire Chief was investigating the condition existing in this location,
the communication was referred to the City Manager.

8. From the County Board of Supervisors, acknowledging receipt of Resolution No. 2291
of the City Council, in reference to the replacement of the Fruitvale Avenue Bridge,
and informing the Council that the communication had been referred to the District
Attorney and when a report was received from his office, a copy would be forwarded to
the Council. The communication was ordered filed.
9. From B. W. Hewett, protesting the rezoning of a lot 40 by 80 feet located on the
western line of High Street 94 feet north of Central Avenue. Also a letter from the Park
Street Merchants Association on the same subject. The communicationswere referred to
"Reports of Committees".
, 10. At this time Councilman Godfrey moved that the regular order of business be suspended
and the Council proceed with "Opening of Bids," seconded by Councilman Maurer and unani-
mously carried.
OPENING OF BIDS:
/11. The following bids were opened for street lighting standards:
From Taper Tube Pole Co., accompanied by certified check in sum of
$300.00 $2759.89
From The Union Metal Company, accompanied by certified check in sum
of $360.00 2842.80
From General Electric Supply Corporation NO BID
The following bid was opened for lumber:
From Loop Lumber & Mill Company, accompanied by certified check in
the sum of $250.00 submitting
as their bid the price list of the East Bay Lumbermen.,effective
October 18, 1938.
The bids were referred to the City Manager and the City Attorney, the awards to be taken
up under "New Business".
12. At this time, Councilman Godfrey moved that the Council return to the regular order
of business, seconded by Councilman Maurer and unanimously carried.
WRITTEN COMMUNICATIONS:
V13. From the Shoreline Planning Association of California at Los Angeles, in reference
to Proposition No. 10 on the November 8th, 1938, election ballot, relating to drilling
for oil on tidelands. The communication was ordered filed.
/14. From the President of the Golden Gate International Exposition, addressed to the
Mayor, informing him that he had been appointed a member of the 1939 World's Fair Advisory
Commission and requesting that he appoint a Citizens Committee to be in charge of local
participation. The Mayor informed the Council that he would accept the appointment and
appoint the Citizens Committee, as requested.
HEARINGS:
15. Hearing on the abatement proceedings against property at 1530 Lincoln Avenue and
1732 Buena Vista Avenue, which had been postponed from previous meetings, was, on motion
of Councilman Maurer, seconded by Councilman Godfrey, postponed to the meeting of November
15, 1938, and unanimously carried.
REPORTS OF COMMITTEES:
'16. From Mayor Henry A. Weichhart, nominating Mr. W. J. Branscheid for the office of
member of the Public Utilities Board for a term expiring on June 30, 1939. The nomina-
tion was referred to "Resolutions".
47. From the City Manager submitting a summary of activities of the City of Alameda for
the month of September 1938. The communication was ordered filed.
18. From the City Planning Board, recomnending the reclassification of property located
on the northwest corner of Buena Vista Avenue and St. Charles Street from Residential
District, Class I, to Business District, Class V, for the purpose of constructing a
gasoline service station. Councilman Godfrey moved that the recommendation be adopted,
seconded by Councilman Maurer and on roll call carried by the following vote: .Ayes:
Councilmen Godfrey, Maurer and President Weichhart, (3). Noes: None. Absent: Councilmen
Carrington and Morris, (2).
19. From the City Planning Board, recommending thereclassification of property known as
1715 Central Avenue from Residential District, Class I, to Residential District, Class
1 3/4, for the purpose of remodeling into apartments. Councilman Maurer moved that the
recommendation of the Planning Board be adopted, seconded by Councilman Godfrey, and on
roll call carried by the following vote: Ayes: Councilmen Godfrey, Maurer andPresident
Weichhart, (3). Noes: None. Absent: Councilmen Carrington and Morris, (2).
'20. From the City Planning Board, recommending the reclassification of property known
as 917 Santa Clara Avenue, from Residential District, Class I, to Residential District,
Class II, for the purpose of constructing bungalow group apartments. Councilman Godfrey
moved that the recommendation be adopted, seconded by Councilman Maurer and on roll call
carried by the following vote: Ayes: Councilmen Godfrey, Maurer and President Weichhart,
(3). Noes: None. Absent: Councilmen Carrington and Morris, (2).
v21. From the City Planning Board, in reference to the Council's resolution of intention
adopted October 4, 1938, to reclassify on its own motion the lot 40 x 80 feet on the
west line of High Street 94 feet north of Central Avenue, from Residential District,
Class I, to Business District, Class III, for the purpose of constructing retail stores,
and recommending that the property be reclassified. After Mrs. Ann B. McKee, owner of
the property, had addressed the Council in behalf of the reclassification and submitted
an outline of the building to be constructed, Mr. B. W. Hewett also addressed the Council
in opposition. Mr. Henry H. Meyers, member of the Planning Board, addressed the Council
in reference to the Planning Board's attitude toward this reclassification and its
investigation of the locality. Councilman Godfrey moved that the recommendation of the
Planning Board be approved and that the property be reclassified, seconded by Councilman
Maurer and on roll call carried by the following vote: Ayes: Councilmen Godfrey, Maurer
and President Weichhart, (3). Noes: None. Absent: Councilmen Carrington and Morris,(2).
4'2. From the Chief of Police, Vern Smith, thanking the Council for allowing him the
time and expenses to attend the annual convention of the State Peace Officers' Associ-
ation at San Diego on October 6, 7 and 8, and expressing his pleasure at the State-wide
recognition accorded the Alameda Department. The communication was ordered filed.

NEW BUSINESS:
The Oity Manager recommended that the contract for furnishing street lighting stand-
ards be awarded to the Taper Tube Pole Company, the low bidder. Councilman Maurer moved
that the Taper Tube Pole Company be awarded the contract for furnishing street lighting
standards, at a total cost of $2759.89, and that the certified check be returned to the
unsuccessful bidder, seconded by Councilman Godfrey and on roll call carried by the follow-
ing vote: Ayes: Councilmen Godfrey, Maurer and President Weichhart, (3). Noes: None. Absent:
Councilmen Carrington and Morris,(2).
25. The City Manager recommended that contract for lumber be awarded to Loop Lumber &
Mill Company. Councilman Godfrey moved that Loop Lumber & Mill Company be awarded the
contract forfUrnishing lumber at the unit prices submitted, seconded by Councilman Maurer,
and on roll call carried by the following vote: Ayes: Councilmen Godfrey, Maurer and
President Weichhart, (3). Noes: None. Absent: Councilmen Carrington and Morris,(2).
26. Councilman Maurer moved that the City of Alameda, under the direction of the City
Manager, and in collaboration with the Alameda Chamber of Commerce, forthwith undertake and
carry to completion a project to induce the property owners and citizens of Alameda, general
ly, to modernize, build up, clean up and beautify their properties, homes and places of
business so as to render the City a healthier, safer and more desirable place to live in
and to induce as great a number of persons as possible, from the influx of people who will
come to this region following the completion of the Alameda Naval Air Base and the opening
of the Golden Gate Exposition, to establish their homes and places of business within the
City; that such project be worked out in conjunction with the regular city program of
advertising and publicity and the expenditure of a sum not in excess of 1500.00 for such
project be and is hereby authorized, seconded by Councilman Godfrey and on roll call
carried by the following vote: Ayes: Councilmen Godfrey, Maurer and President Weichhart,(3)
Noes: None. Absent: Councilmen Carrington and Morris,(2).
7. Councilman Godfrey moved that the City Clerk be appointed to act as City Manager pro
tem, during the City Manager's absence on vacation, seconded by Councilman Maurer and on
roll call carried by the following vote: Ayes: Councilmen Godfrey, Maurer and President
Weichhart, (3). Noes: None. Absent: Councilmen Carrington and Morris,(2).
RESOLUTIONS:
28. Councilman Maurer introduced and moved the adoption of

33. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments, $4129.96; Police Department, $166.52; Pound Department, $18.74; Fire
Department, 266.69; Street Department $141.09; Health Department, $108.85; Recreation
Department, 108.89; Park Department, $1487.79; Golf Course Department, $677.87; Store
Department, q185.19; Social Service Department, $76.70; Initiative Relief Fund, 102.00;
Gas Tax Fund, $230.00 and Street Improvement Fund, $68.61.
Councilman Maurer moved, seconded by Councilman Godfrey, that the claims and bills against
the City in the amounts as listed and itemized in the List of Claims filed with the City
Clerk on October 18th, 1938, and presented to the Council at this meeting be allowed and
paid. On roll call this motion carried by the following vote: Ayes: Councilmen Godfrey,
Maurer and President Weichhart, (3). Noes: None. Absent: Councilmen Carrington and
Morris,(2).
34. Councilman Godfrey moved that the Council adjourn to meet in adjourned regular
session on Tuesday evening, October 25th, 1938, at 8 o'clock P.M., seconded by
Councilman Maurer and on roll call carried br the following vote: Ayes: Councilmen
Godfrey, Maurer and President Weichhart, (3). Noes: None. Absent: Councilmen Carring-
ton and Morris,(2).
35. There being no further business to transact, the Council adjourned.
