HELD TUESDAY EVENING, NOVEMBER 15th . . 1938
The meeting convened at 8 o'clock P.E. with President Weichhart presiding.
The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting of November lst,1938, were approved as trans-
cribed.
WRITTEN COM.EUNICATIONS:
2. From the State of California Veterans' Welfare Board, requesting cancallation of
certain taxes on property owned by the Board in this City. The communication was refer-
red to the City Attorney.
/3• From Louis Servente, protesting the appointment of non resident members to positions
in the Police and Fire Departments; also referring to the granting of franchises. After
the reading of the communication, Councilman Godfrey moved that the Council go on record
as com:-Iending action of the City Manager and the Civil Service Board in conducting the
examinations and making the appointments, seconded by Councilman Morris and on roll call
carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5). Noes: None. Absent: None.
./4. From A. C. Faris, Secretary of the East Bay Division of League of California Mun-
icipalities, extending an invitation to the League meeting to be held at Martinez on
Friday, December 2nd, 1938. The City Manager was requested to ascertain which officers
of the City would attend the meeting and inform the Secretary.
/5. From the Fernside Home Owners Association, requesting that certain property locat-
ed at the northwest corner of High Street and Fernside Boulevard and at the northeast
corner of Versailles Avenue and Fernside Boulevard now zoned as Class TII be rezoned
and placed in Zone 1. The communication was referred to the City Planning Board.
(6. From the Horsefly Club, requesting that the newly constructed football field at
McKinley Park be named "Latham Field" in honor of the memory of Councilman Alfred
Latham. The Mayor requested that the press give publicity to the communication and
extended an invitation to the citizens to express their recommendations for the name
of this field. The communication was referred to the Committee of the Whole.
1. From Congressman Albert E. Carter, referring to Resolution No. 2291 recently
forwarded him regarding the responsibility for the maintenance and construction of the
Fruitvale Avenue Bridge, accompanied by a letter from Brigadier General M. C. Tyler,
Acting Chief of Engineers, U. S. War Department. The communication was referred to the
Interurban Transportation Committee.
ORAL C MilaJNICATIONS :
8. Frank Gottstein addressed the Council in reference to the hearing before the
representative of the Railroad Commission in reference to the application of the South-
ern Pacific Golden Gate Ferries, Ltd. for permission to discontinue its ferry service.
9. Mr. Clinton Price expressed his thanks to the Council and the City Manager for
their cooperation in endeavoring to exercise a better control of traffic on Versailles
Avenue.
HEAINGS:
10. The recommendation of the Building Inspector for the abatement of the building at
1732 Buena Vista Avenue came up for hearing and the City Manager informed the Council
that the Building Inspector had requested dismissal of the proceedings in view of the
fact that the owner had complied with the recommendations for the repair of the building.
Councilman Maurer moved that the proceedings be dismissed, seconded by Councilman
Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and. President Weichhart, (5). Noes: None. Absent: None.
.11. In reference to the hearing for the abatement of a building at 1530 Lincoln Avenue,
in the rear of the premises, the Building Inspector informed the Council that it was
claimed that the property had been rented but that the improvements he had recommended
be made in the building had not been made, and that he considered the place a fire
hazard. Councillaan Morris moved that the hearing be extended until the second meeting
in December and that the Building Inspector continue his efforts to have the building
repaired, seconded by Councilman Maurer and on roll call carried by the following vote:

REPORTS OF COMMITTEES:
v13. From the City Planning Board, recommending the reclassification of property known as
1804 Santa Clara Avenue, from Residential District, Class I, to Residential District, Class
1 3/4, for the purpose of remodeling into two apartments. Councilman Maurer moved that
the recommendation be adopted, seconded by Councilman Carrington and on roll call carried
by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
/14. From the City Manager, accompanied by a certificate of acceptance from the City
Engineer for the improvement of Broadway from the northerly line of Otis Drive t othe southa2
ly line of Encinal Avenue, and recommending that the work performed by Heafey-Moore Co.
under its contract be accepted. Councilman Morris moved that the recommendation of the
City Manager be adopted, seconded by Councilman Maurer and on roll call carried by the
following vote: Ayes: Councilmen Carrinnton, Godfrey, Maurer, Morris andPresidelt Weichhart,
(5). Noes: None. Absent: None.
v15. From Jordan & Ticoulet, informing the Council that the detailed audit and examination
of the cash, records and accounts of the Bureau of Electricity for the month of Septerrber
1938 had been made and all the Charter requirements had been complied with. The communica-
tion was ordered filed.

and it was then laid over as per provision of the law and the charter.
NEW BUSINESS:
17. Councilman Carrington addressed the Council in reference to the sequence in which
the lights appeared on the street traffic signals on Park Street, and was informed by the
City Manager that he believed the lighting system was uniform in all such signals in
surrounding cities, but that he would investigate and report.
RESOLUTIONS:
18. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2310
Approving Bond of Pacific Gas and Electric Company Executed
in Consideration of the Grant by the City of Alameda of
Franchise for the Transmission and Distribution of Gas under

20. Councilman Morris introduced and moved the adoption of
"Resolution No. 2312
Expressing Sympathy for the Death of William J. Hamilton",
Councilman Carrington seconded the motion, and on roll call carried by the following
vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weidhhart, (5).

23. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General De-

Department, $15.24; Fire Departaient, $593.43; Street Department, $461.13; Health Depart-
ment, $192.31; Recreation Department, $132.48; Park Department, $1161.49; Golf Course

Councilman Godfrey moved, seconded by Councilman Morris, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on November 15th, 1938, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the followin_ vote: Ayes: Council-
men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.

24. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, December 6th, 1938, at 8 o'clock P.M.
