HELD TUESDAY EVENING, FEBRUARY 7th . . . . 1939
The meeting convened at 8:05 o'clock P.M- with President Weichhart presiding.
The roll was called, and Councilmen Carrington, Maurer, Morris and President Weich-
hart, (4), were noted present. Absent: Councilman Godfrey, (1).
The minutes of the regular meeting of January 7, of the adjourned reguIr meetings
of January 13, 24, 25 and 30, 1939, were approved as transcribed.

/j• From the Alameda Improvement Club, recommending that the recreation park on Linden
Street between Lincoln and Hai -ht Avenues, be given the name of "Longfellow Park". The
communication was referred to the Committee of the Whole.
/2. Councilman Carrington moved that all letters pertaining to transportationbe
referred to the Committee of the Whole, seconded by Councilman Morris and unanitously
carried.
3. A copy of a letter on transportation was received from F. E. Darch, addressed to
the Southern Pacific Company, and referred to the Committee of the Whole.
4. From the County Clerk, acknowledging receipt of a resolution of the City Council
in referince to the adoption of safety regulations for traffic in Posey Tube, and in-
forming the Council that the resolution had been referred to the County Surveyor for
investigation. Receipt was also acknowledged of Resolution No. 2325 entitled, "Re-
questing Restoration of Passenger Ferry Service between the Cities of Alameda and San
Francisco", and informing the Council that while it had sincere sympathy with Alameda's
traffic situation, it had no jurisdiction over the ruestion. The communication was
ordered filed.
/5. From Barrett Camp No. 29, United Spanish War Veterans, extending an invitation to
the Council to attend the annual observation of the birthdays Of Presidents Washington,
Lincoln and McKinley, on Tuesday evening, February 21, 1939. The Mayor urged that as
my members as possible attend. The communication was ordered filed.
/ 6. From Grace L. Higgins, Secretary of East Bay Division, League of California Mun-
icipalities, giving notice of a meeting to be held Friday evening, February 24, 1939,
at San Leandro. The Mayor requested the City Manager to ascertain how many represent-
atives of the City would attend, and notify the Secretary.
/7. From John G. Dorward, in reference to transportation, and enclosing copy of letter
addressed to Mr. L. B. McDonald, General Manager of the Southern Pacific Company on
the same subject. The communication was referred to the Committee of the Whole.
ss. From Fernside Home Owners' Association, commending the Council on its efforts to
improve transportation facilities, and expressing its opposition to the resumption of
passenger ferry service. The communication was referred to the Committee of the Whole.
/9. From Capt. James C. Gunn, requestlng that the Council adopt an ordinance regula-
ting the keeping of dogs in the City. The communication was referred to the Committee
of the Whole.
10. From D. D. Barker and eleven other business men, requesting that the question of
the granting of additional land on Government Island to the United States Government
be placed on the ballot at the forthcoming election. The communication was referred
to "New Busineas".
,11. From Fernside lio:ee Owners Association, requesting that the Council take proceed-
ings to rezone on its own initiative lots 286 to 490 inclusive in Block "Z", and
lots 247 to 253 inclusive in Block "A", Fernside Tract, and place them in Zone lt.
After the City Attorney had expressed doubt that such action would be legal, the
communication was ordered held for further action.

12. Mr. Frank Gottstein and others addressed the Council in reference to transporta-
tion.
/13. Councilman 17.orris moved, seconded by Councilman Carrington, that in future all
references to transportation be put in writing and addressed to the Council or the
City Manager. On roll call the motion was carried by the following vote: Ayes:
Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Godfrey, (1).
WIARTeGS:
14. The matter of abatement proceedings at 1530 Lincoln Avenue was presented. After
the City Attorney had advised the Council conccring this proceeding and in the absence
of the Building Insnector, the action was defenred until the next regular meeting of
the Council.
REPORTS OF CM.-MITTEES:
15. From the City Eanager, requesting permission to attend the mid-year annual confer-
ence of the City ',:anagers' Section of the League of California Municipalities to be
held in Bakersfield February 10 and 11, 1939. Councilman Morris moved that permission
be granted, seconded. b Councilman Carrington and on roll call carried by the following
vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes;
None. Absent: Councilman Godfrey, (1).
''16. From the City I,:anager, submitting a summary of activities of the City for the
month of December 1938. The reading of the summary was deferred until the next regular
meeting.
v17. From the City Planning Board, approving the City Council's resolution and recommend-
ing that certain property in Tract 526 be reclassified from Residential District, Class
to Class I; that certain lots now classified in Business District, Class III, be
placed into Residential District, Classes 1-7,-T and. I; also certain lots in 7(rnside Tract
be reclassified from Residential District, Class II to Class I. Councilman Morris
moved that the recommendation of the City Planning :Board be adopted, seconded by
Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen
Crrington, Maurer,Morris and. President Weichhart, (4). Noes: None. Absent: Councilman
Godfrey, (1).
/18. From the City Planninp: Board recommending the reclassification of property known
as 1234 Versailles Avenue from Residential District, Class I, to Residential District,
Class 1 3/4, for the purpose of constructing flats. Councilman Carrington' filoved that
the recommendation be adopted, seconded by Councilman Maurer, and on roll call carrtd
by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President
Weichhant, (4). Noes: None. Absent: Councilman Gofrey, (1).
19. From the City Planning Board, recommending that a temporary revocable permit
previously granted to Bean & Cavanaugh be transferred to Frank Dietz, to use a lot
now owned b;- Mr. Dietz at Buena Vista Avenue Park Street for a used car lot. Council-
man Carrington moved that the recommendation be adopted, seconded by Councilman Maurer
and on roll call carried by the following vote: Ayes: Councilmen Carrington, T:aurer,
Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1).
/20• From the City Planning Board, accompanied by a letter from Mrs. Elizabeth H.
Miller, offering for sale to the City for a playground property belonging to her
mother at Grand Street and Buena Vista Avenue. The communication was referred to the
Committee of the Whole.
/21. From the City Planning Board, recommending that H. J. Bargabus be granted per-
mission to use the premises at 3227 Liberty Avenue for a home occupation, consisting
of maintaining an office to interview salesmen and keep records, etc. Councilman
Maurer moved that the recommencation be adopted, seconded by Councilman Carring-
ton, and on roll call carried by the following vote: Ayes: Councilman Carrington,

NEW BUSINESS:
(25. The question of placing on the ballot on March 14, 1939 election of the proposi-
tion of a gift or attempted sale of land on Government Island to the United States
Government: After Councilman Morris had spoken at length on the subject and the
other Councilmen had expressed their views, and the Council had been addressed by
Mr. Gottstein, Mr. Hutchinson and others, Councilman Maurer moved that action on the
question be deferred until an adjourned regular meeting on February 14, 1939, at
8 o'clock P.M., seconded by Councilman Carrington and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart,
(4). Noes: None. Absent: Councilman Godfrey, (1).
/26. Councilman Morris addressed the Council in reference to an amendment of the
Charter to permit the consolidation of general municipal elections with general
State elections, and was informed by the City Attorney that time did not permit
to present the amendment to the voters at the general municipal election to be held
March 14, 1939.

be allowed and paid. On roll call this motion carried by the following vote: Ayes:

37. There being no further business to transact, the Council adjourned to meet in
