HELD TUESDAY EVENING, MARCH 7th, 1939
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The roll was called, and Councilmen Godfrey, Maurer, Yorrls and President Weich-
hart, (4), were noted present. Absent: Councilman Carrington,(1).
MINUTES:
The minutes of the regular meeting of February 21st,1939, were approved as trans-
cribed.
WRITTEN COMMUNICATIONS:
/1. From Alameda Commuters' Golf Tournament Committee, urging that the Council
advance the expenses of a representative to participate in the National Public Links
Golf Championship to be played in Baltimore, Maryland. The communications was
referred to the Committee of the Whole for the purpose of inviting representatives
of the organization to meet with the Committee in the near future, in order to
discuss the proposal. Also a. communication from the Alameda Golf Club, regarding
the same matter, which was likewise referred to the Committee of the Whole for
discussion.
72. From Postmaster Ford. E. Samuel, notifying the Council that the First Assistant
Postmaster General had authorized him, beginning March lst,1939, to serve Government
Island through the Alameda Post Office. , The communication was
ordered filed, and it was requested that the Postmaster and Chamber of Commerce be
notified of the gratitude of the Council for their efforts in bringing about this
arrangement.
/3. From A. R. Groenink, Chairman 1939 Regional Sea Scout Regatta, requesting the use
of the Council Chambers on the evening of March 13, 1939, for a meeting of the Committee
of Sea Scouters from Northern California. Councilman Maurer moved that the request
be granted, seconded by Councilman Morris and unanimously carried.
/4. From the Alameda Chamber of Commerce, requesting the appropriation of additional
finances with which to carry on an advertising campaign for the City of Alameda. Council-
man Morris moved that the request be denied, seconded by Councilman Godtey, and on roll
call carried by the following vote: Ayes: Councilmen Godfrey, Maurer, Morris and Pres-
ident Weichhart, (4). Noes: None. Absent: Councilman Carrington,(1).
/54 From W. C. Donnelly, requesting that the Council enter into a contract with him
permitting salvaging of golf balls dropped into water hazards of the Municipal Golf
Course. The communication was referred to the Golf Commission for recommendation.
/6. From C. C. Howard, in reference to leasing to him waterfront property owned by
the City. After Mr. Howard had addressed the Council and outlined several propositions
for leasing such property, he was invited to meet with the Committee of the Whole on
Thursday evening, March 16, 1939, at 7:30 o'clock to discuss his proposals.
/7, From Jordan & Ticoulet, notifying the Council of the recent death of Mr. Edward
B. Jordan and the association with the firm of Mr. P. E. Goodell, Certified Public
Accountant. The communication was referred to the City Attorney for his opinion as
to whether it would be necessary to draw a new contract with the accountants.
ORAL COMMUNICATIONS:
78. Councilman Morris requested the City Manager to investigate low flying and noisy
aeroplanes which have disturbed him and other citizens. The City Manager promised to
report the matter to the Department of Commerce which has jurisdiction.
REPORTS OF COMMITTEES:
/9. From the City Manager, on the cost of operation of ferry service between Alameda
Mole and San Francisco. The report was ordered filed.
/10. From the Interurban Transportation Committee, informing the Council that the
City of Oakland and the Canty of Alameda had agreed to advance not to exceed $1500
each to defray part of the cost of a survey to determine the cost and possibility
of the construction of a tube to parallel the present Polley Tube, and requesting
that the City appropriate a sum of not to exceed $1500 to take care of one-third
of the cost of investigation. After Er. Gottstein, Mr. Ferretti, Mr. Howard and
others, including the members of the Council, had discussed the proposal, the commun-
ication was referred to "Resolutions".
RESOLUTIONS:
11. Councilman Morris introduced and moved the adoption of
"Resolution No. 2336
Transferring Funds from the Contingent Fund",
Councilman Maurer seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Carrington,(1).
12. Councilman Godfrey introduced and moved the adoption of
"Resolution No. 2337
Designating the Portions of McKinley Park Used as Athletic
Field as "Thompson Field",
Councilman Maurer seconded the motion, and on roll call carried by the following vote:
Ayes-: Councilmen Godfrey Maurer, Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Carrington,(lj.
13. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2338
Designating Certain Lands in the City of Alameda as
"Longfellow Park",
Councilman Morris seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Godfrey Maurer, Morris and. President Weichhart, (4). Noes: None. Absent:
Councilman Carrington,(1 .
14. Councilman Godfrey introduced and moved the adoption of
"Resolution No. 2339
Authprizing Performance and Completion of a Project for the
Improvement of Otis Drive in the City of Alameda and Directing
the City Clerk to Advertise for Sealed Bids",
Councilman Maurer eeconded the motion, and on roll call carried by the following vote:
Ayes': Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Carrington, (1).
15. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2340
Authorizing Preliminary Engineering Investigation and
Estimate for Construction of Subaqueous Tunnel between
the City of Alameda and the City of Oakland and Appropriating
1,500.00 for Such Purpose",
Councilman Godfrey seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Carrington,(1).
16. Councilman Godfrey moved that a copy of the resolution naming the athletic field at
McKinley Park be sent to Dr. George C. Thompson, seconded by Councilman Morris and unan-
imously carried.

21. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Department, $1358.72; Civil Service Department, $6.70; Police Department, $231.35;
Pound Departrient, $16.48; Fire Department, $114.17; Street Department, $271.96;
Health Department, $99.62; Recreation Department, $25.15; Park Department, $419.28;
Golf Course Department, $426.79; Store Department, $190.20; Social Service Department,
$212.90; Initiative Relief Fund, $34.00; Street Improvement Fund, $37.01; East Bay
Municipal Utility District, Payment Fund, $2500.33.
Councilman Maurer moved, seconded by Councilman Morris, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on March 7, 1939, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the following vote: Ayes:
Councilmen Godfrey, Maurer, orris and President Weichhart, (4). Noes: None. Absent:
Councilman Carrington,(1).
22. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, March 21, 1939, at 8 o'clock P.M.
