HELD TUESDAY EVENING, MARCH 21st 1939
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The roll was called, and Councilmen Carrington.,_ Maurer, Morris and President Weich-
hart,(4), were noted present. Absent: Councilman Godfrey,(1).
MINUTES:
The minutes of the regular meeting of March 7th, 19 3 9, were approved as transcribed.
WRITTEN COMMUNICATIONS:
1. A communication was received from Dr. George C. Thompson, Principal of Alameda High
School, expressing appreciation to the Council for. naming the Athletic Field at McKinley
Park, "Thompson Field ". The communication was ordered filed.
2. From Harry Bartell, requesting an extension of time of six months from March 23,1939
within which to commence the.construction of improvements on the property on the west
side of Broadway south of San Jose Avenue, which had been rezoned for apartment construc-
tion. The communication was referred to "New Business ".
3. From the Alameda Municipal Transportation League, enclosing resolution requesting
the Council to defer action on granting any franchises , or matters pertaining to new
transportation until the League shall have an opportunity to ascertain the wishes of its
members. The communication was ordered filed.
4. From Montgomery Flynn, accompanied by a petition of Frank T. and Mattie M. Correia,
for the closing of a portion of Park Avenue. The communication was referred to Resolu-
tions.
/5. From Maurice Hascal of Los Angeles, requesting a gratuitous license to peddle
razor blades, etc. for reason of his holding a disability discharge from the United
States_ Army. The communication was referred to the City Manager.
✓6. From the Secretary of the East Bay Regional Park District, requesting the City
Council join with that body and with other East Bay cities, in protesting the removal
of the C.C.C. Camp from Tilden Park. Councilman Carrington moved that a letter of pro-
test be prepared and forwarded to the proper authorities, seconded by Councilman Morris
and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer,
Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1).
.7. From tte Rotary Club of Alameda, requesting permission to install a combination
fireplace and barbecue pit on the grounds. at Lincoln_ Park in the rear of the ball field
bleachers. After the City Manager had recoimnended, that the permission be granted,
Councilman Morris moved that the recomniendation be adopted and that the Rotary Club
of Alameda be granted permission to make the installation, seconded by Councilman
Carrington, and on roll call carried by the following vote: Ayes: Councilmen Carrington,
Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1).
'8. A petition was presented, signed by 2288 residents of the City, requesting immediate
action be taken to secure for the West End district of Alameda, adequate motor bus
transportation direct to San Francisco via the Posey Tube and San Francisco- Oakland Bay
Bridge. After the Mayor had expressed his opinion that reason existed for more adequate
transportation for the western part of Alameda, the petition was referred to the City
Manager and the City Attorney, for investigation and report.
ORAL COMMUNICATION:
9. Mr. Reece addressed the Council in reference to the proposed activities of the
Alameda Municipal Transportation League.
10. Mr. Gottstein addressed the Council in reference to transportation by ferries and
otherwise.
11. Mr. C. C. Howard presented to the Council plans for development of a parcel of land
in the West end of Alameda, at pining the Southern Pacific car shops, which he proposed
to lease from the City.
OPENING OF BIDS:
12. Councilman Maurer moved that all bids for the improvement of Otis Drive
ed and be returned to the bidders without opening, seconded by Councilman Ca
and on roll call carried by the following vote: Ayes: Councilmen Carrington
Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,
REPORTS OF COMMITTEES:
13. From the City Planning Board, recommending that a temporary revocable permit be
granted to L. C. Walker to operate a dining room open to the public at 2167 Alameda
Avenue. Councilman Carrington moved that the recommendation be adopted, and the permit
be granted, seconded by Councilman Morris and on roll call carried by the following
vote: Ayes: Councilmen Carrington, Maurer, Morris __and _President_Weichhart, (4). Noes:
None. Absent: Councilman Godfrey, (1).

14. From the City Planning Board, recommending that a temporary revocable permit be
granted to Rod and Dorothy Leidy to conduct a commercial sports center, including riding
academy, stables, athletic pavilion, beach houseletc., on property situated on the west-
ern extremity of Bay Farm Island owned by the petitioners, the property being formerly
known as the Mecartney Estate. Councilman Maurer moved that the recommendation be adopted
and the permit granted, seconded by Councilman Morris and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4).
Noes: None. Absent: Councilman Godfrey,(1).
15. From the City Manager, submitting a summary of activities of the City for the month
of February 1939. The report was ordered filed.
16. From the Building Inspector, informing the Council that the owner of a barn located
in the rear of 1530 Lincoln Avenue against which abatement proceedings had been commenced,
had boarded up the doors and windows making the place secure from trespass, and recommend-
ing that said action be dropped. Councilman Carrington moved that the recommendation
of the Building Inspector be adopted, seconded by Councilman Maurer and on roll call carted
by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart,
(4). Noes: None. Absent: Councilman Godfrey,(1).
NEW BUSINESS:
t 17. The request of Harry Bartell for extension of time in which to make improvements
in the property on Broadway south of San Jose Avenue was presented for consideration.
Councilman Maurer moved that the time to commence proceedings be extended for a period
of six months from March 23, 1939, seconded by Councilman Carrington and on roll call
carried by the following vote: Ayes: Councilmen Carrington, Maurer,Morris and President
Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1).
17i. The Council proceeded to canvass the vote of General Mun.Election held March 14,1939.
RESOLUTIONS:
18. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2341

The motion was seconded by Councilman Carrington and on roll call carried by the following
vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes:

19. Councilman Carrington introduced and moved the adoption of
"Resolution No. 2342
Declaring Result of General Municipal Election Held
in the City of Alameda on March 14, 1939",
The motion was seconded by Councilman Maurer and on roll call carried by the following
vote: Ayes: Councilmen Carrington Maurer, Morris and President Weichhart, (4). Noes:
None. Absent: Councilman Godfrey, 1).
20. Councilman Maurer introduced and moved the adoption of
"Resolution No. 2343
Resolution of Intention to Close that Portion of
Park Avenue lying South of Southerly Line of Roosevelt
Drive"
The motion was seconded by Councilman Carrington, and on roll call carried by the follow-
ing vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes:
None. Absent: Councilman Godfrey,(1).

22. Resolution of Oakland City Council re survey for proposed subaqueous tube paralleling
Posey Tube.

BILLS:
24. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Department, $7672.70; Civil Service Department, $432.79; Police Department, $388.86;
Pound Department, $24.38; Fire Department, $1572.22; Street Department, $508.69; Health
Department, $288.76; Recreation Department, $93.39; Park Department, $854.40; Golf
Course Department, $918.86; -eStore Department, $148.15; Social Service Department,
$86.01; Initiative Relief Fund, $152.00, Street Improvement Fund, $62.40 and Gas Tax
No. 1 Fund, $2145.08.
Councilman Maurer moved, seconded by Councilman Carrin,;ton that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on March 21, 1939, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the following vote: Ayes:
Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Godfrey,(1).
25. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, April 4, 1939, at 8 otclock P.M.
