1939-04-04 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, APRIL 4th 1939 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called and Councilmen Carrington, Maurer, Morris and President Weichhart were noted present. Absent: Councilman Godfrey. MINUTES: The minutes of the regular meeting of March 21, 1939, were approved as trans- cribed. WRITTEN CONEUNICATIONS : '1. A communication was presented from the Alameda Municipal Transportation League, including a resolution requesting that the Council have the City Attorney furnish certain information concerning railroad franchises; the status of the Southern Pacific Company's title to land and improvements at the Alameda Mole; the control of operation of competitive lines, should a municipal bus line be installed; and whether under the charter the City could enter into a contract to furnish transportation facilities. The communication was referred to the City Attorney. v2. From the Secretary of the East Bay Division of League of California Municipalities, extending an invitation to the quarterly meeting of the League to be held at Antioch, Friday evening, April 28, 1939. The communication was referred to the City Manager with the request that he inform the Secretary of the number who will be present from this City. , 3. From Faulkner, Oakes & Faulkner, Certified Public Accountants of Los Angeles, requesting permission to submit a proposal for furnishing auditing services to the City. The communication was referred to the Committee of the Whole. v4. From the California Sewage Works Association, extending an invitation to the Eleventh Annual Spring Conference of the Association to be held in Visalia on April 14 - 15, 1939. The communication was referred to the Mayor. ORAL COMMUNICATIONS: 5. Vir. C. C. Howard addressed the Council in reference to a proposal submitted to lease land belonging to the City in the western part of Alameda and was informed that it was expected a meeting of the Committee of the Whole would be held to discuss his proposal, along with other matters. REPORTS OF COMMITTEES: 76. From the City Planning Board, recommending a temporary revocable permit be granted to Mrs. Virginia Borghun to conduct a Rest Home at 1312 Broadway. Councilman Morris moved that the recommendation be adopted and that the permit be granted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1). 47. From the City Planning Board, recommending reclassification from Business District, Class III, to Residential District, Class 1- of Lots 486, 487, 488, 489 and 490 in Block "Z" of the Fernside Tract. Councilman Maurer moved that the recommenda- tion be adopted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Mortis and President Weichhart,(4). Noes: None. Absent: Councilman Godfrey,(1). 8. From M. J. Klein, President of the Alameda Golf Commission, outlining the present system of recovering abandoned golf balls on the Alameda Municipal Golf Course under the supervision of Earl Fry, pointing out that the results under the present system are more advantageous to the patrons of the golf course than would be the case under private contract. Councilman Maurer moved that the system now in force be continued and the request of W. C. Donnelly for a contract covering the reclamation of abandoned golf balls be denied, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart,(4). Noes: None. Absent: Councilman Godfrey,(1). ix9. From S. Leonard Rea, Secretary of the Alameda Civil Service Board, requesting per- mission to absent himself from the City for a period of one month from April 3, 1939. Councilman Carrington moved that the permission be granted, seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey,(1). /10. From Kenneth C. Smith, Trustee of the Board of Education, submitting his resignation as a member of the Board to take effect at once. Mr. Smith said he was acting on the advice of his physician. Councilman Morris moved that the resignation be accepted with regret, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, 1). ORDINANCES INTRODUCED: 11. Councilman Maurer introduced "Ordinance No. New Series RECLASSIFYING PROPERTY (Lots 486, 487, 488, 489_and 490 in_Block "Z", Fernside Tract)", and it was then laid over, under provision of law and the Charter. NEW BUSINESS: X12. Councilman Morris moved that the City Manager be requested to investigate and obtain information concerning the construction and installation of a municipal swimming pool for all -year use. Councilman Maurer seconded the motion and it was so ordered. 13. The City Manager reported to the Council he had completed arrangements for a complete traffic check on the trains operating over the San Francisco Bay Bridge from Alameda, to take place on Thursday, April 6, 1939. FILING: 14. Affidavit of Posting of Notice Closing Park Avenue. 15. Auditor's Balance Sheet, as of March 31, 1939. 16. Jordan & T.icouletfs report and Balance Sheet - Bureau of Electricity, as of February 1939. BILLS: 17. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Department, $3474.33; Civil Service Department, $35.65; Police Department, $65.22; Pound Department, $10.98; Fire Department, $534.33; Street Department $1167.86; Health Department, $255.73' Recreation Department, $69.36; Park Department, $182.47; Golf Course Department, $188.27; Store Department, $157.13; Social Service Department, $182.04; Initiative Relief Fund, $97.00; Street Improvement Fund, $139.18, and East Bay Municipal Utility District Payments Fund, $2500.33. Councilman Maurer moved, seconded by Councilman Carrington, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on April 4, 1939, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1) . 18.
