1939-04-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAItEDA HELD TUESDAY EVENING, APRIL 18th 1939 The meeting convened at 8:02 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey Maurer and President Weich- hart, (4), were noted present. Absent: Councilman_Morris,(1). MINUTES: 1. The minutes of the regular meeting of April 4, 1939, were approved as transcribed. Vice President Godfrey taking the Chair. 2. The Council then proceeded to reorganize, /.Councilman Maurer moved that Henry A. Weichhart be appointed Mayor and President 0±' theCounoilof the City of Alameda for the next two years, seconded by Councilman Carr.ington,and . on roll call carried by the follow- ing vote: Ayes: Councilmen Carrington, Godfrey and Maurer, (3). Noes: None. Not Voting: President Weichhart, (1). Absent: Councilman Morris,(1). �3. Councilman Carrington moved that Milton. C. Godfrey be appointed to act as Vice Pres- ident of the Council of the City of Alameda for the. next two years, .seconded by Council- man Maurer and on roll call carried by the foll ©wing.. vote: Ayes: Councilmen Carrin ton, Maurer and President Weichhart, (3). Noes: None. Not Voting: Councilman Godfrey,(1), Absent: Councilman Morris,(1). v(4. Councilman Godfrey moved that due to the very recent death of City Clerk D. Elmer Dyer, the business transacted at this meeting be held down to the absolute essentials: and when the meeting adjourns it do so with respect to the memory of the late D . Elmer. Dyer. The motion was seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart,(4). Noes: None. Absent: Councilman Morris,(1). President Weichhart resumed the Chair. HEARINGS: 15. Various communications and petitions in favor of and protesting the closing of a portion of Park Avenue lying south of the southerly line of Roosevelt Drive,were submitted to the Council. The matter was referred to "Resolutions." ORDINANCES INTRODUCED: 6. The following ordinance was introduced and laid over by provision of law and the charter: "Ordinance No. New Series Accepting Conveyance of Certain Easements Over Portions of Lot 4 of 'Plat of the Norton Property, Alameda, Cal.' ". RESOLUTIONS: Councilman Maurer introduced and moved the adoption of "Resolution No. 2344 Amending and Readopting Resolution No. 2339" (Improvement of Otis Drive). Councilman Godfrey seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Morris,(1). 8. Councilman Carrington introduced and moved the adoption of "Resolution No. 2345 Adopting Specifications for Furnishing One Cash Register to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same'', Councilman Maurer seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Morris,(1). 9. Councilman Maurer introduced and moved the adoption of "Resolution No. 2346 Adopting Specifications for Furnishing Petroleum rroducts to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same ", Councilman Carrington seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Morris,(1). 10. Councilman Maurer introduced and moved the adoption of "Resolution No. 2348 Fixing Time for Hearing Objections Against Closing of Portion of Park Avenue Lying South of Southerly Line of Roosevelt Drive ", Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Morris,(1). 12. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2349 Accepting Conveyance of Certain Easements Over Portions of Lot 4 of 'Plat of the Norton Property, Alameda, Cal.'" Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and _President Weichhart, (4). Noes: None. Absent: Councilman Morris,(1). 13. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2350 Granting Permit to the Pacific Telephone and Telegraph Company over Certain Parcels of Land, Being Portions of Lot 4 of 'Plat of the Norton Property, Alameda, Cal.'", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Morris,(1). 14. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2351 Appropriating and Transferring Funds from Budget Account 70 -b to Budget Account 70 -j ", Councilman Carrirg ton seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Morris,(1). 15. Councilman Maurer introduced and moved the adoption of "Resolution No. 2352 Employing I. S. Shattuck, Planning Engineer, to Make Necessary Studies and Reports for a Comprehensive Land Use or Zoning Plan for the City of Alameda ", Councilman Carrington seconded the motion. Councilman Godfrey stated that, knowing the matter has been of long consideration and realizing that the request for this survey has come with the recommendation of the City Planning Board, he is not yet convinced of the desirability or necessity of having this work done, and he wished to go on record to that effect. The roll was then called and the motion carried by the following vote: Ayes: Councilmen Carrington, Maurer and President Weichhart, (3). Noes: Councilman Godfrey,(1). Councilman Maurer moved that the City Attorney be authorized to draw up a proposed form of resolution and lease between the City of Alameda and the United Engineering Company for property adjacent to the Southern Pacific Shops in the western portion of Alameda, for submission to and consideration of the Council. The motion was seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Morris,(1). 17. ORDINANCES PASSED: "Ordinance No. 682 New Series RECLASSIFYING PROPERTY (Lots 486, 487, 488, 489 and 490 in Block 'Z', Fernside Tract) ", Councilman Maurer moved that the ordinance as read be adopted, seconded by Courn iinan Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington Godfrey, Maurer and President Weichhart, (4). Specifications - Purchase of Cash Register. 21. Specifications - Purchase of Petroleum Products. 22. Financial Report - Jordan & Ticoulet - as of March 31, 1939. BILLS: 23. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $5620.16; Civil Service Department, 801.10; Police Department, $531.10; Pound Department, $25.09; Fire Department, $465.38; Street Department, $816.20; Health Department, 194.43; Park Departent, $260.01; Golf Course Department, $536.22; Store Department, $84.5 7;Social Service Department, $110.82; Initiative Relief Fund, $230.00; Street Improvement Fund, $825.27. Councilman Godfrey moved, seconded by Councilman Maurer, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on April 18, 1939, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Morris,(1). 24, After Mayor Weichhart had addressed the Council and audience in tribute to the late D. Elmer Dyer, former City Clerk, the Council adjourned to meet in adjournD d regular session on Tuesday evening, April 25, 1939, at 8 o'clock P.M. Respectfully submitted, U Acting City Clerk.
