REGULAR MEETING OF THECOUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVEUING, JUNE 20, 1939
The meeting convened at 8:03 o'clock P.M. with President Weichhart presiding.
The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and
Weichhart, (5) were noted present. Absent: None.
The minutes of the regular meeting of June 6th and of the adjourned regular
1' June 8th and Tune 15th, 1939, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2. A communication was presented from the housing Committee of tie City of
Cleveland requesting the Council to petition Congress to enact the "Amendment to the
U.S. Housing Act of 1937". There being no objection, the communication was ordered filed.
3. At this time, Councilman Maurer moved that the regular order of business be
suspended and the Council proceed under "Reports of Committees", seconded by Councilman
Carrington, and unanimously carried.
REPORTS OF COMMITTEES:
4, V From Mayor Weichhart nominating Mrs. P,S. Barton and the Reverend Sumner
Walters as members of the Social Service Board, each for a term commencing July 1, 1939, ,
and expiring June 30, 1942. The matter was referred to "Resolutions".
5. From Mayor Weichhart nominating Mr. F.A. Williamson as a member of the Library
Board for a term commencing July 1, 1939, and expiring June 30, 1944. The matter was
referred to "Resolutions".
6. From Mayor Weichhart nominating Mr. Charles B. Morris as a member of the
Civil Service Board for a term expiring June 30, 1942, to fill the unexpired term of
Mr. Albert C. Agnew, resigned. The matter was referred to "Resolutions".
7. V From Mayor Weichhart nominating Mr. S.Leonard ties as a member of the Civil
Service Board for a term commencing July 1, 1939, and expiring June 30, 1944. The
matter was referred to "Resolutions".
8. ' From Mayor Weichhart nominating Mr. Chester C. Stutt as a member of the
City Planning Board for a term commencing July 1, 1939, and expiring June 30, 1944.
The matter was referred to "Resolutions".
9. ' From the City Manager and the City Attorney regarding bids for Con-
cessions at Lincoln and Washington Parks, opened at the regular meeting of the Council
held June 6, 1939. The City Attorney submitted his opinion as to the validity of the
bids. The City Manager recommended that the contract be awarded to the high bidder
James A. Papes, for the amount of 012.00. Councilman Maurer moved that the City
Manager's recommendation be adopted, that contract be awarded to James A. Papes and
that check accompanying bid be returned to the unsuccessful bidder; seconded by
Councilman Carrington and on roll call carried by the following vote: Ayes: Council-
men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
10. From the City Attorney and the City Manager concerning bids for furnishing
Vitrified Ironstone Sewer Pipe opened at the regular meeting of the Council held June 6,
1939. The City Attorney gave his opinion as to the validity of the bids submitted and
the City Manager recommeinded that contract be awarded to N. Clark & Sons. Councilman
Godfrey moved that the recommendation of the City Manager be adopted, that contract
for furnishing Vitrified Ironstone Sewer Pipe be awarded to N. Clark & Sons, and that
the checks submitted by the unsuccessful bidders be returned; seconded by Councilman
Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
11. From the City Attorney and the City Manager regarding bids for Corrugated
Pipe and Culverts which were opened at the regular meeting of the City Council held
June 6, 1939. The City Attorney gave his opinion as to the validity of the bids and
the City Manager recommended that the contract be awarded to the California Corru-
gated Culvert Company. Councilman Maurer moved that the City manager's recommendation
be adopted, that contract be awarded to the ualifornia Corrugated. Culvert Company for
furnishing Corrugated Pipe and Culverts, and that certified checks be returned to the
unsuccessful bidders; seconded by Councilman Carrington and on roll call carried by
the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
12. From the City Attorney and the City Manager concerning bids for Portland Cement
opened at the regular meeting of the Council held June 6, 1939. Powell Bros., Inc., sub-
mitted the only bid for this material and, the City Attorney having approved its validity,
the City Manager recommended that the contract be awarded to Powell Bros., Inc. Council-
man Maurer moved the City Manager's recommendation be adopted, and that contract be awarded
to Powell Bros., Inc., for furnishing Portland Cement, seconded by Councilman Carrington
and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey,
Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
13. From the City Attorney and the City Manager regarding bids for the Improvement
of Broadway from the southerly line of Encinal Avenue to the southerly line of Santa Clara
Avenue, which were opened at the regular meeting held June 6. 1939. The City Attnrniny

gave his opinion as to the validity of the bids submitted and the City Manager
recommended that contract be awarded to the low bidder, Healey -Moore 00., for the
sum of $19,579.63, the Department of Public Works concurring in his recommendation.
Councilman Maurer moved that the City Manager's recommendation be adopted and that
contract be awarded to Heafey -Moore Company for the sum of 419,579.63, and that checks
be returned to the unsuccessful bidders; seconded by Councilman Morris and on roll call
carried by the following vote: Ayes: Councilman Carrington, Godfrey, Maurer, Morris
and President Weichhart, (5). Noes: None. Absent: None.
✓14. From the City Manager submitting certificate of acceptance from the Assistant
City Engineer for the construction of streets,` curbs and gutters on Fillmore Street from
the westerly line of Mound Street, westerly 209 feet, more or less. The City Manager
recommended that the work performed by the contractor, Ransome Company, be accepted.
Councilman Morris moved that the recommendation of the City Manager be adopted; seconded
by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None.
✓15. From the City Manager submitting a report on municipally owned Indoor Swimming
Pools, which matter had been referred to him at the regular Council meeting held May 4,
1939. There being no objections, the communication was referred to the Committee of the
Whole.
''16. From the City Planning Board recommending the reclassification of property
known as 2421 -2425 Buena Vista Avenue, from Residential District, Class I, to Residential
District, Class 1 3/4, for the purpose of remodeling into apartments. Councilman Godfrey
moved that the recommendation of the City Planning Board be approved, seconded by Council-
man Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and President Weichhart, (6). Noes: None. Absent: None.
V17. From the City Planning Board approving tentative map of the proposed subdivision
of part of Llewelling Division lying south of Otis Drive between Broadway and 93.55 feet
east of the easterly line of Versailles Avenue. The map, prepared by Buegler & Boardman
and filed with the City Clerk on June 14, 1939, was presented to the City Planning Board
by Mr. E.A.J. Duchesnay. There being no objections, the matter was referred to "Resolutio
18, From the Public Utilities Board submitting resolution "Adopting Budget of t1
Department of Public Utilities of the City of Alameda for the Fiscal Year Ending June 30,
1940 ". On motion of Councilman Morris, seconded by Councilman Carrington and unanimously
carried, the budget was referred to the Committee of the Whole for further study.
From the City Attorney and City Manager regarding bids for Boring Well at the
Alameda Municipal Golf Course. The City Attorney approved bids submitted as being regular
and valid and the City Manager recommended that contract be awarded to the low bidder,
Wilbur F. Nothacker. Councilman Carrington moved that the recommendation of the City
Manager be adopted, contract be awarded to W.F. Nothacker, and that certified check be
returned to the unsuccessful bidder, seconded by Councilman. Maurer, and on roll call
carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5). Noes: None. Absent: None.
120, From Mayor Weichhart nominating Mr. William H. Hitchings as a member of the
Board of Education for a term commencing July 1, 1939, and expiring June 30, 1944.
The matter was referred to "Resolutions ".
/21. From Goodell & Henry, Certified Public Accountants, submitting proposal to
investigate the transactions and audit the financial records of the City of Alameda
for the fiscal year 1939 -1940, in accordance with and as specified in the Charter of
Alameda. There being no objections, the communication was referred to the Committee
of the Whole for consideration.
�2. At this time, Councilman Godfrey moved that the order of business revert back
to "Opening of Bids ", seconded by Councilman Carrington and unanimously carried.

The bids were referred to the City Manager and City Attorney for perusal. The City
Manager recommended, with the approval of the City Attorney, that contract for furnishing
Lumber be awarded to Loop Lumber and Mill Company and that check be returned to the
unsuccessful bidder., Councilman Carrington moved that the recommendation of the City ,
Manager be adopted, seconded by Councilman Godfrey and on roll call carried by the follow -
ing vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart,

Councilman Morris moved that Mayor Weichhart be directed to send , on behalf
of the Council, a message of regret and condolence to Mr. Herman Krusi upon the death of
his wife, Mrs. Ida Krusi, seconded by Councilman Godfrey and unanimously carried.
26. Councilman Maurer moved that Mayor Weichhart also send a letter of condolence
to Dr. Alice B. Burke, member of the Board of Education, upon the death of her husband,
Dr. Garry R. Burke, seconded by Councilman Carrington and unanimously carried.
RESOLUTIONS:
✓27. Councilman Morris introduced and moved the adoption of
"Resolution No. 2372
Approving Tentative Map of Proposed Subdivision of
Part of the Llewelling Division, Alameda, California."
Mr. Emmal was in the audience and requested that he might be allowed to look at the map
of this proposed subdivision, which request the Council granted. Dr. Siebert and
Mr. E.A.J. Duchesnay also discussed the proposed subdivision with members of the Council.
Mayor Weichhart informed Mr. Duchesnay that the Council was approving this tentative
map of the subdivision assuming that the project designated on said map would be carried
through to completion in its entirety. Councilman Maurer pointed out that if the work
was not completed satisfactorily as to fill and bulkheads, the City would not accept
the streets. Mr. Duchesnay assured the Council that the work would be done to the
full satisfaction of the City. The motion was seconded by Councilman. Godfrey and on
roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer,
Morris and President Weichhart, (5). Noes: None. Absent: None.
28. Councilman Carrington introduced and moved the adoption of
"Resolution No. 2373

Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None.
37. There being no further business to transact, on motion of Councilman Morris,
seconded by Councilman Carrington and unanimously carried, the Council adjourned to
meet in adjourned regular session on Thursday afternoon, June 29, 1939, at 5 o'clock P.
