The meeting convened at 5:01 o'clock P.M. with President Weichhart presiding.
The roll was called and Councilmen Carrington, Maurer, Morris and President
Weichhart, (4), were noted present. Absent: Councilman Godfrey. (1).
WRITTEN COMMUNICATIONS:
"1.
From George B. Middleton & Co., Accountants and Auditors, Alameda, California,
submitting proposal for investigating the transactions and auditing accounts of the City
of Alameda 'for the fiscal year 1939 -1940. There being no objections, the communication
was referred to the Committee of the Whole.
REPORTS OF COMMITTEES:
2. From Thomas M. Lane, Chief of the Fire Department, requesting an appropriation
of $50.00 as Alameda's share of the expense of a scenic tour to entertain the wives of
the fire chiefs who attend the International and Pacific Coast Fire Chiefs? Associations
Convention, which will be held in San Francisco from September 18 to 23, 1939, inclusive.
There being no objections, this matter was referred to the Committee of the Whole.
3. From Vern Smith, Chief of Police, submitting report of stolen, lost and
unclaimed property now in the possession of the Police Department, and which will within
the next thirty (30) days be turned over to the Treasurer of the City of .Alameda, in
accordance with the law. There being no objections, the report was ordered filed.
/4. From the City Manager recommending that Inspector Lloyd Wendland, of the
Alameda Police Department, be sent to Washington, D.C., to attend the Federal Bureau of
Investigation School and that he be allowed his actual traveling and living expenses -
no tuition fees being involved. Councilman Carrington moved that the City Manager's
recommendation be adopted and that the amount allowed for transportation and living
expenses during the term of schooling - namely, July 10 to September 30, 1939 - not
exceed 4700.00. The motion was seconded by Councilman Maurer, and on roll call carried
by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Welch-
hart, (4). Noes: None. Absent: Councilman Godfrey. (1)
From Mayor Weichhart nominating Mr. Winthrope J. Branscheid as a member of
the Public Utilities Board for a term commencing July 1, 1939, and expiring June 30,
1943. The matter was referred to "Resolutions ".

no action be taken towards filling the position designated as
Senior Account Clerk - until a thorough trial has first bee ix

of Deputy Auditor.

position being vacated by Mr. Clintsman, if Mr. Clark's old
position were abolished no one would be thrown out of a job
and the taxpayers would be saved a considerable sum of money.

average have only a fraction of the incomes formerly received,
is my idea of what should be our No. 1 objective."

0138.19; Store Department, 60.02; and East Bay Municipal Utility District Payments
Fund, $2,503.12,
Councilman Maurer moved, seconded by Councilman Morris, that the claims and bills against
the City in the amounts as listed and itemized in the List of Claims filed with the City
Clerk on June 29, 1939, and presented to the Council at this meeting, be allowed and paid.
On roll call this motion carried by the following vote: Ayes: Councilmen Carrington,
Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey.(1)
16. There being no further business to transact, the Council adjourned to meet
in regular session on Wednesday evening, July 5, 1939, at 8:00 o'clock P.M.
