1939-07-11 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JULY 11, . . . . . .... 1939 The meeting convened at 7 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), were noted present. Absent: None. WRITTEN COMMUNICATIONS: From the War Department, United States Engineer Office, San Francisco, informing that Moore Dry Dock Company, Oakland, had made application for a permit to install four temporary dolphins along the center line of the Tidl. Canal, Oakland Inner Harbor, for use in connection with the construction of the new High Street Bridge, and also requests permission to close one -half of the channel at a time while erecting the bascule leaf over that portion of the channel. There being no objection, the communi- cation was ordered filed. REPORTS OF CO!MITTEES From the Auditor and Assessor, submitting assessment figures of the City of Alameda for the year 1939, and notifying the Council there was a gain over the previous year of $130,450.00. The communication was referred to the City Manager for his information in computing the tax rate for the fiscal year 1939 -1940. J 3. From Mr. Irving Coan, tendering his resignation as a member of the Civil Service Board of the City of Alameda, to take effect immediately. Councilman Godfrey moved that the resignation be accepted, seconded by Councilman Carrington, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 4. From Mayor Weichhart, nominating Mr. Irving Coan for the office of member of the Public Utilities Board for a term expiring on June 30, 1940. The matter was referred to "Resolutions ". 4 5. From Mayor Weichhart, nominating Mr. Robert M. Eschen for the office of member of the Civil Service Board for a term expiring Tune 30, 1941, to fill the unexpired term of Mr. Irving Coan, resigned. The matter was referred to "Resolutions ". t. From the City Manager, requesting an appropriation of not to exceed $2.00 for tuition fees of certain Police Officers desiring to attend the California Technical Institute of Peace Officers' Training to be held at the University of California July 24 to August 5, 1939. Councilman Morris moved that the recommendation of the City Manager be granted, seconded by Councilman Carrington,and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Meurer, Morris and Pres- Weichhart, (5). Noes: None. Absent: None. J']. The City Attorney presente the United Engineering Company, a period of twenty -five years. be accepted and filed, seconded the following vote: Ayes: Counc President Weichhart, (5). Noes: ORDINANCES INTRODUCED: 8. Councilman Godfrey introduced d the form of lease between the City of Alameda and a corporation, leasing tide and submerged lands for Councilman Maurer moved that the form of lease by Councilman Godfrey, and on roll call carried by ilmen Carrington, Godfrey, Maurer, Morris and None. Absent: None. "Ordinance No. New Series An Ordinance Leasing Certain Tide and Submerged Lands to United Engineering Company, a Corporation; Approving the Form and Terms of Said Lease and Authorizing Execution Thereof ", The ordinance was then laid over as provided by law and the Charter. RESOLUTIONS: Councilman Maurer introduced and moved the adoption of "Resolution No. 2394 Authorizing Construction of Reinforced Concrete Battery Building at Central Substation Without Contract ", Councilman Morris seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 10. Councilman Maurer introduced and moved the adoption of "Resolution No. 2395 Appointing Member of the Civil Service Board ",(Robert M.Eschen), Councilman Godfrey seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer,Morris and President Weichhart, (5). Noes: None. Absent: None. 11. Councilman Morris introduced and moved the adoption of "Resolution No, 2396 Appointing Member of Public Utilities Board ", (Irving Coan) Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 12. At this time Councilman Morris moved that Mayor Weichhart be reauested to letters ,to the retiring members of the Public Utilities Board, Mr. Eckley S. Cunningham and Mr. Edward C. Bowes, expressing ap- preciation of their services rendered the City of Alameda. The motion was seconded by Councilman Carrington and unanimously carried. 13. Councilman Maurer introduced and moved the adoption of "Resolution No. 2397 Authorizing Project of Advertising and Publicity and Appropriating the Sum of $200.00 Therefor ", Councilman Godfrey inquired, and requested that this be made a matter of record, what had been the actual revenue from this golf tournament. The City Manager stated that the receipts which were directly attributable to the holding of the tournament, such as entry and greeifees for the thirty -six participants playing four rounds, netted the City approximately $156.00 additional income. Councilman Morris then seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 14. The following paper was presented for filing: Financial Statement - Goodell & Ticoulet - as of June 30, 1939. -15. There being no further business to transact, the Council adjourned to meet in regular session on Tuesday evening, July 18, 1939, at 8 o'clock P.M.
