1939-08-24 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD AUGUST 24, 1939 The meeting convened at 7:30 o'clock P. M. with President Weichhart presiding. ROLL CALL: The roll was called and Councilmen Carrington, Godfrey, Morris and President Weichhart, (4) were noted present. Absent: Councilman Maurer, (1). WRITTEN COMMUNICATIONS: 1. From the East Bay Division of the League of California Municipalities giving notice of the next regular quarterly meeting to be held Friday Evening, September 1, 1939 at 7:00 o'clock P. M. in Pittsburg. Mayor Weichhart urged all members of the Council and City Officials who could possibly attend this meeting to do so and re- quested the City Manager to arrange for the necessary reservations. The communica- tion was ordered filed. 2. From the Alameda Belt Line petitioning the Council to grant permission to con- struct, operate and maintain a spur track across the Industrial Highway in the City of Alameda as spe cifically designated on their engineer's drawing T-4-627. After the City Manager explained the definite location of the proposed spur track, that the con- struction of this track is requested by the Navy Department to serve the Naval Air Base at Alameda and that he recommended this permission be granted, the matter was referred to "Resolutions". 3. From the Interurban Electric Company referring to the ordinance now under con- sideration leasing certain tide and submerged lands to the United Engineering Company in West Alameda and stating that neither the Southern Pacific Company nor the Interurban Electric Railway Company would offer any objection to said proposed lease provided same is consummated in accordance with the terms and conditions appearing in the ordinance re-introduced at the regular meeting of the Council held August 15, 1939 and amending ordinance bearing like title originally introduced at the meeting of the Council held July 11, 1939. There being no objection, this communication was ordered filed. REPORTS OF COMMITTEES: 4. From the City Manager stating it is his recommendation that contract for one steel cab, 1 ton, dump truck be awarded to the F. H. Dailey Motor Company for $1,161.72, bids for this truck having been referred to him for investigation and recommendation at the regular meeting of the Council held August 15, 1939. Councilman Morris moved that the recommendation of the City Manager be approved, that contract be awarded to F. H. Dailey Motor Company for $1,161.72 and that checks be returned to the unsuccessful bid- ders, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1). 5. From the City Treasurer requesting consent to deposit $125,000 count in the Bank of America National Trust and Savings Association Trust Company, which consent is required by State regulations to be governing body of a municipality or other public corporation within being no objection, the communication was referred to "Resolutions" 6. From Mayor Weichhart and the City Auditor, Mr. F. J. Croll, reporting that they had counted the money and securities in the City Treasury on August 16, 1939 and found there was chargeable to and under the control of the City Treasurer the amount of $484,854.24, which sum was the amount which should have at that time been in the City Treasury accord- ing to the Auditor's books. There being no objection, the report was ordered filed. UNFINISHED BUSINESS: 7.v Councilman Godfrey inquired of the City Manager when the figures he had assembled regarding the ferry transportation matter would be ready in form of a report to the Council. The City Manager stated that such report would be available and in such form as to present to the Council not later than Tuesday Evening, August 29, 1939. Council- man Morris moved that when this meeting adjourn, it do so to meet in adjourned regular session on Tuesday Evening, August 29, 1939 at 8:00 o'clock P. M. for the purpose of re- ceiving the City Manager's report. The motion was seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and. President Weichhart, (4). Noes: None. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2407 Authorizing the Making of Certain Work and Improvements Without Contract". Councilman Carrington seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer,, (1). 9. Councilman Carrington introduced and moved the adoption of "Resolution No. 2408 Adopting Specifications for Furnishing Vertical Lighting Standards to the City of Alameda, Calling for Bids and. Directing the City Clerk to Advertise for Same." Councilman Morris seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and. President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1). 10. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2409 Authorizing Certain Work and Improvements on Lincoln Avenue." Councilman Carrington seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1). 11. Councilman Morris introduced and moved the adoption of "Resolution No. 2410 Granting Permit to Alameda Belt Line to Construct, Maintain and. Operate a Railroad. Spur Track on Certain portions of the Industrial Highway in the City of Alameda." Councilman Godfrey seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1). 12. Councilman Carrington introduced and moved the adoption of "Resolution No. 2411 Authorizing the Deposit of Public Funds in Active and Inactive Deposits in Certain Banks." Councilman Morris seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey Morris and. President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1). ORDINANCES PASSED: 13. "Ordinance No. 692, New Series An Ordinance Leasing Certain Tide and Submerged Lands to United Engineering Company, a Corporation; Approving the Form and Terms of said Lease and Authorizing execution Thereof." Councilman Godfrey moved that the ordinance as read be adopted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and. President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1) FILING: 4. Specifications for street lighting standards, Lincoln Avenue. 15. At this point the City Manager referred to the two communications from the Alameda Municipal Transportation League, which were presented and read to the Council at the regular meeting held August 15, 1939, requesting the Council to further consider the matter of the possibility of restoring ferry service between San Francisco and Alameda, and asked, through the Chair, that the City Clerk officially notify the Alameda Munici- pal Transportation League of the adjourned regular meeting of the Council to be held Tuesday Evening, August 29, 1939 at 8:00 o'clock P. M. and the City Clerk was so in- structed. 16. There being no further business to transact, the Council adjourned to meet in ad- journed regular session on Tuesday evening, August 29, 1939 at 8:00 o'clock P. M.
