1939-10-10 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CIT OF ALAMEDA HELD TUESDAY EVENING OCTOBER 10, The meeting convened at 8:00 otclock P. M. with President Weichhart, presiding. ROLL CALL: The roll was called and. Councilmen Godfrey, Maurer, Morris and President Weichhart, (4), were noted present. Absent: Councilman Carrington, (1). MINUTE': 1. The minutes of the regular meeting held September 19, 1939 were approved as tran- scribed. 'AIRITTEN COMEU ICATIONS: 2. A communication was received from Mrs. Cedric C. Leriche, complaining of the con- dition which exists at the beaches of Alameda and calling attention particularly to Union Street Beach. Mrs. Leriche stated that garden rubbish, grass cuttings and house- hold garbage is washed in and out by the tide, making the water unfit for swimming. The City Eanager stated this condition had been investigated frequently in the past and a satisfactory remedy sought, but no permanent betterment had been achieved. He would, however, make a further investigation and try to have the situation relieved. 3. From the Alameda County Citizens Against 30-Thursday, requesting permission to use the Council Chambers for a meeting on Tuesday evening, October 24, 1939. Councilman Morris moved that permission be granted to the Alameda County Citizens Against 30-Thursday to have the use of the Council Chambers on the evening of October 24, 1939, seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and. President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 4. From Frank A. Gottstein, requesting the written confirmation of certain statements alleged to have been made to him at the Council meeting of January 24, 1939. Mayor Weichhart referred Er. Gottstein to the minutes of the meeting above mentioned. There being no objection, the communication was ordered filed. ORAL COTIEUNICATIONS: 5. Mr. Frank Gottstein addressed the Council with reference to traffic through the Tube, during the peak morning and evening hours, being slowed down by the passage of heavy freight trucks and requested that police officers be stationed at the Alameda entrance to the Tube to regulate traffic and warn trucks that the minimum speed limit must be maintained. Yr. Gottstein suggested that the Board of Supervisors might be willing to regulate-the traffic of trucks through the Tube at specified hours during the day or that trucks might be routed over the estuary bridges instead of going through the Tube. Councilman Morris requested that a check be made of how much traffic is slowed down due to trucks using the Tube and the City Manager was asked to make this investigation and report his findings to the Council. OPENING. Councilman Dorris moved that the recommendation of the City Manager be adopted and that contract be awarded to Taper Tube Pole Co. for furnishing street lighting standards for Santa Clara Avenue for the amount of ,,153,941.31 and that bid check be returned to the unsuccessful bidder, seconded by Councilman Godfrey ,Ind on roll call carried by the fol- lowing vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None, Absent: Councilman Carrington, (1). REPORTS OF C MiaTTEES: 7. From the City Planning Board, recommending the reclassification of property at 1019 Morton Street from Residential District, Class 1 to Residential District, Class 1 3/4, for the purpose of remodelling into a two-family dwelling. Councilman Maurer moved that the recommendation of the City Planning Board be approved, seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilman Godfrey, Maurer, Morris and President Weichhart, (4). Noes: Hone. Absent: Councilman Carrington, (1). 8. From the City Manager, referring to the request from the Fernside Home Owners' Association, asking that new street lighting standards be installed in Fernside Tract, on which he had been requested to make a report at the regular meeting of the Council on September 19, 1939. The City Manager stated that all money allocated for replacement of street lighting standards in this year's budget has been used and it will be impossible to make any replacement of street lighting standards in the Fernside District this year. Councilman Maurer moved that the report of the City Manager be accepted and filed, seconded by Councilman Morris and so ordered. 9. From the City Manager, recommending, that contract be accepted from the National Cash Register Co. for furnishing a cash register to the Golf Course. Councilman Maurer moved that the recommendation of the City Manager be adopted, seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). lb. From the City Manager, recommending that the contract for improvement of Otis Drive from Mound Street to Broadway, performed by Heafey-Moore Company, be accepted. Councilman Morris moved that contract of Heafey-Moore Company be accepted, for the improvement of Otis Drive from Mound. Street to Broadway, seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 11. From the City Manager, reporting that the Southern Pacific Company had agreed to make two stops at both Webster and Park Streets South, effective as of Monday, October 2, 1939. There being no objection, the report of the City Manager was accepted and ordered filed. 1v2. From the City Manager, reporting that the Southern Pacific Company has advised him the depression between the railroad tracks on Lincoln Avenue will be repaired im- mediately. From the Auditor and Assessor, requesting an appropriation of not to exceed 350.00 to cover expenses of himself and his two deputies to attend the Convention of the County Assessors of California in Oakland, October 5, 6 and 7; the National Associa- tion of Assessors Convention in San Francisco, October 10, 11 and 12 and the Convention of the Municipal Finance Officers Association to be held in San Francisco, October 16, 17, 18 and 19. Councilman Godfrey moved that the request of the Auditor and Assessor be approved, seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 14. From the City Manager, recommending that Chief of Police, Vern Smith, be authorized to represent the City of Alameda at the International Association of Chiefs of Police Convention to be held in San Francisco, October 9 to 12 and the Convention of the Cali- fornia State Police Officers' Association to be held in Santa Cruz, October 18 to 21, 1939, also that an amount not to exceed 4.50.00 be appropriated to cover expenses. Councilman Maurer moved that the recommendation of the City Manager be approved, seconded by Councilman Morris and on roll call carried by the following vote. Rogers, extending his appreciation to the Coun- cil for the privilege of allowing him to attend the Pacific Coast Building Officials' Conference held in Oakland, October 3 to 6, 1939 and stating that information received at this conference was very constructive. There being no objection, the communication was ordered filed. ORDINANCES INTRODUCED: 16. Councilman Maurer introduced the following ordinances, after which they were laid over according to law and the Charter: "Ordinance No. New Series RECLASSIFYING PROPERTY (Known as 1019 Morton Street)" 17. "Ordinance No. Amending Subsection (6) of Section 17-431 of the Alameda Municipal Code." RESOLUTIONS: 18. Councilman Maurer introduced and moved the adoption of "Resolution No. 2422 Adopting Budget and Approving First Supplemental Memorandum of Agreement for Expenditure of 1/4 Cent Gas Tax Allocated for Streets of Major Importance." "Ordinance No. 695 New Series Amending Section 19 of an Ordinance Entitled, "An Ordinance Establishing Districts or Zones and Regulating Therein the Use of Property, Height of Buildings and Required Open Spaces for Light and Ventilation of such Buildings, and Repealing all Ordinances in Conflict Therewith, Including Ordinances Nos. 227 N.
