The meeting convened at 8:01 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting of October 17, 1939 were approved as transcribed.
TTEN COMMUNICATIONS:
A request was received from the Southern Pacific Company for a revocable permit to
maintain and operate by means of locomotives and freight cars a certain existing rail-
road track and occupy a certain area of land adjacent to said track lying along the
United States Naval Air Base property. There being no objection, this request was re-
ferred to the Committee of the Whole.
3. From N. M. Ball Sons, requesting a lease on certain city owned property on the
Alameda Estuary adjacent to the United States Naval Air Base for the purpose of unload-
ing materials used for construction of seaplane ramps and paving at the Naval Base.
As it is understood that N. M. Ball Sons have no contract at this time with the Naval
District and there being no objection, the matter was referred to the Committee of the
Whole to be taken up again at such time as contract may actually be held.
4. From Hollis R. Thompson, City Manager of Berkeley enclosing copy of a letter ad-
dressed by him to Charles Purcell, State Highway Engineer with reference to the traffic
hazard on the San Francisco - Oakland Bay Bridge. Mr. Thompson states it is the belief
of his City Council that a highway divider of some nature should be installed which would
protect the travelling public on the bridge from the hazard of automobiles which now
cross over the center line. Mr. Thompson requested the cooperation of the Alameda City
Council in urging the adoption of this safety measure.
Councilman Morris stated he believed the Council should go on record as being in accord
with this safety plan. The City Manager recommended that the State Highway Department
be requested to make an investigation to see what could be done toward remedying this
hazardous situation.
Councilman Carrington stated he believed the problem was one for the State authorities
rather than Municipal authorities. After this discussion, Councilman Morris moved that
a letter be sent to the City Manager of Berkeley informing him that the Alameda City
Council is unanimously in favor of any measure or plan that might be adopted to minimize
or eliminate this traffic hazard which now exists on the San Francisco - Oakland Bay Bridge
and urging that some desirable plan be adopted, seconded by Councilman Godfrey and on
roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer,
Morris and President Weichhart, (5). Noes: None. Absent: None.
5. From the East Bay Division League of California Cities, informing of the next
regular bi- monthly meeting to be held in Berkeley on November 17, 1939. Mayor Weichhart
requested the City Manager to ascertain the number of city officials who plan to attend
and to make the necessary reservations.
6. From Bart S. Coffin, 2901 Marina Drive, calling the Council's attention to the de-
plorable situation existing in the Alameda Estuary caused by sewage. Mayor Weichhart
stated that investigation of this condition is now in progress and within a reasonable
time a report thereon may be expected.
7. From Mr. E. B. McMurray, requesting either a lease or a revocable permit to con-
struct and operate a restaurant on certain City owned property opposite the entrance
to the United States Naval Air Base. Mr. McMurray addressed the Council, giving details
of the proposed restaurant.
Councilman Maurer expressed his opinion as not being in favor of granting temporary per-
mits at this time for occupation of property near the Naval Air Base. Upon recommenda-
tion of Councilman Morris, Mayor Weichhart referred the matter to the Committee of the
Whole for further consideration.

8. From the Department of Public Works, Division of Highways, regarding the advisa-
bility of uniform traffic markings throughout the State, to prevent vehicles from driv-
ing to the left thereof, on both State highways and other roads and streets and request-
ing the various governing bodies to cooperate in this matter. There being no objection,
the question was referred to the City Attorney.
ORAL COMMUNICATIONS:
9. Frank Gottstein addressed the Council regarding the traffic survey conducted in
Posey Tube and raising of the street level of Webster Street. Councilman Godfrey re-
ferred the question of the Posey Tube Traffic Survey to a letter from the City Manager
which was to be read later in the program.
The City Manager stated that improvement of Webster Street was the next matter to be
considered in the general plan of street improvements throughout the City, but it is
not advisable at this time to make any change on Webster Street until the matter of the
proposed tube construction paralleling the present Posey Tube is settled.
REPORTS OF COMMITTEES:
10. From the City Manager, recommending that contract with Heafey-Moore Company cover-
ing improvement of Broadway from Lincoln Avenue to Santa Clara Avenue, be accepted.
Councilman Morris moved that the recommendation of the City Manager be adopted, seconded
by Councilman Carrington and on roll call carried by the following vote. Ayes: Council-
men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
11. From the City Manager, recommending the acceptance of contract of Union Paving Com-
pany for improvement of Lincoln Avenue from Park to Everett Streets. Councilman Carrington
moved that the recommendation of the City Manager be adopted, seconded by Councilman Maurer
and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey,
Maurer, Morris and. President Weichhart, (5). Noes: None. Absent: None.
12. From the City Manager, submitting report of the heavy truck traffic through Posey
Tube, this survey having been made on October 31 and November 1, 1939 from 7:30 A. M. to
5:30 P. M. There being no objection, this report was accepted and ordered filed.
After some discussion, Councilman Godfrey moved that a copy of the survey figures and
summation be sent to the Board of Supervisors of Alameda County, calling its attention
to the violation of the 5 miles per hour minimum speed and urging that it take all pos-
sible steps to enforce this minimum speed law in the Tube; also calling attention to the
fact that a considerable amount of traffic is slowed down owing to the slow speed of
truck traffic and asking that it consider the advisability of increasing the minimum
limit of 5 miles per hour, seconded by Councilman Carrington and on roll call carried
by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and Presi-
dent Weichhart, (5). Noes: None. Absent: None.
Mr. Frank Gottstein again addressed the Council on this same subject.
13. From the City Manager, recommending that Mr. Otto Rittler, Superintendent of Recrea-
tion, be authorized to attend the conference of the National Recreation Association to
be held November 10 and 11, 1939 in Fresno, California and that a sum not to exceed
$20.00 be appropriated to defray his expenses. On motion of Councilman Godfrey, seconded
by Councilman Morris, the recommendation of the City Manager was adopted by the follow-
ing vote. Ayes: Councilman Carrington, Godfrey, Maurer, Morris and President Weichhart,
(5). Noes: None. Absent: None.
UNFINISHED BUSINESS:
14. A report of the proposed new zoning plan and tentative Zoning Ordinance of the City
of Alameda was submitted by Mr. I. S. Shattuck, Planning Engineer. Councilman Carrington
moved that this matter be referred to the City Planning Board for its study and report,
seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
NEW BUSINESS:
15. Councilman Morris suggested that the Southern Pacific Company be requested to stop
trains at both the east and west side of High Street North. The City Manager offered to
take care of this matter.
lu. Councilman Godfrey inquired of the City Manager if temporary street lights had been
installed in the new tract in the west end and was informed by the City Manager that this
matter had been attended to.
17. Councilman Morris spoke about the practice of passengers alighting from trains in
the San Francisco Terminal not being instructed by the brakeman to use both sides of the
steps, thinking that if this instruction were given passengers much unnecessary confu-
sion would be avoided.

18. Councilman Maurer commented upon the indifference of the Interurban Railroad crews
in not giving passengers of trains any information concerning accidents or delays which
might happen enroute.
RESOLUTIONS:
19. Councilman Maurer introduced and moved the adoption of

AUTHORIZING ELECUTION AND FILING ON BEHALF OF THE CITY

Councilman Godfrey seconded the motion and on roll call carried by the following vote.

20. Councilman Maurer introduced and moved the adoption of

Councilman Carrington seconded the motion and on roll call carried by the following
vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart

21. Councilman Carrington introduced and moved the adoption of
"Resolution No. 2427

A motion was made by Councilman Morris and seconded by Councilman Godfrey that the claims
and bills against the City in the amounts listed and itemized in the List of Claims filed
with the City Clerk on November 8, 1939, and presented to the Council at this meeting be
allowed and paid. On roll call the motion carried by the following vote. Ayes: Council
men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
32. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, November 21, 1939 at 8:00 o'clock P. M.
