1934-09-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE'CITY OF ALAMEDA HELD TUESDAY EVENING SEPTEMBER 18, 1934. The meeting convened at 8 o'clock P.M. with President Murray presiding. The roll was called and Councilmen Bruzzone, Eschen, Morris, Tiedemann and President Murray (5) were noted present. Absent: None. The minutes of the regular meeting of September 4th, 1934, were read and approved, wRITTEN commuNIGATIoNs: V 1. From the Board of Public Utilities requesting the unexpended balance of the dividend authorized in June, 1933 to cover the cost of investigation of the Gas System Acquisition, be returned to the Electric Light Fund, and statement of expenditures from the amount be rendered. The communication was referred to the Committee of the Whble. 2. From the Board of Public Utilities referring to their letter of ally 2nd, 1934, whioh requested the Council to have the question of the continuance of the operation of the Municipal Buss Lines placed on the Ballot at the next election. On motion of Councilman Eschen, seconded by Councilman Bruzzone, and unanimously carried, the City Attorney was requested to draw a Resolution placing this question on the Ballot at the general municipal election to be held on November 6th, 1934, for an advisory vote. 3.V7 From the City Clerk in reference to a petition filed with him for the submission of seven proposals for amending the Charter, and certifying that the petition contained sufficient signatures for the submission of such pro- posa33to the electors at the next general municipal election. Communication was ordered filed. 4. From the City Planning Commission, approving the Council's action in passing a Resolution of Intent to Reclassify, on its own motion, the south-, west corner of Park Street and Lincoln Avenue, from a Business District, Class 3, to a Business District, Class 5. The communication was ordered filed. V 54. From the Mayor, informing the Council of the appointment of Mr. F. 0. ITilliam*as a member of the Board of Education, to fill the unexpired term of-Ford-Samuels, resigned, and requesting confirmation or the appointment. On motion of Councilman Bruzzone, seconded by Councilman Tiedemann, and unan imausly carried, the appOintment was confirmed. NEW BUSINESS: v 6.V OA motion of Councilman Eschen, seconded by Councilman Tiedemann, and un- animously carried, the City Attorney was authorized to attend the Convention of the League of California Municipalities, to b held in Pasadena, beginning September 24th, and authorizing an allowance of 15.00 for his expenses. RESOLUTIONS: / 7. Councilman Bruzzone introduced and moved the adoption of "Resolution No. 1869 Consolidating the General Municipal Election to be held in the City of Alameda on Nov- ember 6th, 1934, with the General State El- ection to be held on the same date and in the same territory, and requesting the Board of Supervisors of Alameda County, State of California, for an order effecting such consolidation. Councilman Morris seconded the motion and on roll call it was carried unanimously. 8, Councilman Eschen introduced and moved the adoption of "Resolution No. 1870 Submitting certain proposals for amending the Charter of the City of Alameda at the General Municipal Eleotion, to be held in said. City on November 6, 1934. was unanimously adopted that After a motion by Councilman Eschen, seconded by Councilmen Bruzzone,/the reading of that portion of the Resolution containing the Charter Amendments be waived, as the Councilmen were all familiar with such proposed amendments. The motion to adopt was seconded by Councilman Bruzzone, and on roll call carried unanimously. 9. Councilman Bruzzone introduced and moved the adoption of "Resolution No. 1871 Transferring Funds from Electric Light Fund to General Fund. Councilman Morris seconded the motion and on roll call it was carried Unanimously. V 10. Councilmen Bruzzone introduced and moved the adoption of "Resolution No. 1872 Authorizing Performance and Completion of Project for the improvement of Webster Street, and directing the Clerk to adver- tise for Sealed Bids. Councilmen Tiedemann seconded the motion and on roll call it was carried una- imously. 11. Councilman Bruzzone introduced and moved the adoption of "Resolution No. 1873. Authorizing Performance and Completion of Project for the Improvement of Maitland Drive, and Directing the Clerk to Advertise for Sealed Bids. Councilman Esehen seconded the motion and on roll call it was carried unanimously. ORDINANCE FOR PASSAGE;: V4 12. The following Ordinance was introduced for passage: "Ordinance No. New Series An Ordinance Prohibiting the sale, displayl and Advertising of Contraceptive Devices, pr©Phylaetia Rubber _Goods and Articles for the Prevention of Venereal and other Diseases and Infections or any Sex Inciting Device or Contrivance, except by Reg - isee tedlPha aaistsbf nd Providing a Penalty for lation Councilman Eschen moved that the Ordinance as read be adopted, seconded by Councilman Tiedemann, and on roll call carried unanimously. ORDINANCE FOR INTRODUCTION: 13. "Ordinance No. New Series. Reclassifying Property. (Southwest corner of Lincoln Avenue and Park Street) ORAL COMMUNICATIONS: 14. Mr. Murphy addressed the Council in reference to first aid and life saving methods in use by the City. The Mayor appointed Dr. Paul Barron, Mr. Everett Fairwell and Dr. J. OtHanneson as a committee of three to in- vestigate this subject, and report back to the Council their findings and recommendations as to apparatus, methods and department to handle this service. Mr. Morris suggested that the Committee consult with the Safety Engineers of the Industrial Accident Commission of the State of Califar nia. BILLS: 15.
