1934-10-02 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING .............. OCTOBER 2, 1934 The meeting convened at 8:03 o'clock P.M. with President Murray presiding. The roll was called and Councilmen Bruzzone, Eschen, Morris, Tiedemann and Pres- ident Murray (5) were noted present. Absent: None. The minutes of the regular meeting of September 18th, 1934, were read and approved. WRITTEN COMMUNICATIONS: • v 1./ From the Board of Public Utilities, submitting specifications prepared and approv- ed by the Board of Public Utilities for street lighting standards for Webster Street and for boulevards and residential streets, and for the underground cable. After Messrs. Zimmerman, Ritchie, Crook and Krusi, representing various manufacturers of standards, had addressed the Council, the communication was referred to the Committee of the Whole / 2. /From the City Engineer, informing the Council that, in accordance with Section 274, Article 2, Chapter 5, of the Municipal Code, he will turn over to the Treasurer approximately 4 tons of miscellaneous metal scrap to be disposed of at public auction. The communication was ordered filed. V 3•/ From the City Planning Commission, informing the Council that a petition was pre- sented at the regular meeting held September 26th, 1934, for the reclassification of the southeast corner of Webster Street and. Lincoln Avenue, from a Business District, Class III, to a Business District, Class V, for the purpose of constructing and mainr. taining a gasoline supply station, and recommending to the Council that the petition be denied. On motion of Councilman Eschen, seconded by Councilman Bruzzone and unanimously carried, the recommendation of the City Planning Commission was adopted. v/ 41 From the Fernside Home Owners Association alleging that the property at the northeast corner of Veretlles Avenue and Fernside Boulevard is now being used as a golf driving course and that the tract of land on which it is located should be in Class I instead of Class VII, as this land is listed on the City records* -As the property has not been used for the purpose intended at the time the property was originally rezoned from Class I to Class VII. It was the opinion of the Council that the question of the present classification was a judicii one, therefore on motion of Councilman Eschen, seconded by Councilman Bruzzone the request that the present Use of the property be revoked was denied by unanimous vote. V 5,/ From the Citizens Square Deal Forum, requesting permission for using the Council Chambers. on the evening of October llth, 1934. After it had been stated that this was not a general political meeting but one to be held in the interest of one candi- date, the request was denied by motion of Councilman Morris, seconded by Councilman Eschen, and unanimously carried. V 6./ From the City Manager, recommending that a Council permit be issued for the installation of underground gasoline storage tanks on the northwest corner of the industrial Highway and Webster Street, the installation to be in accordance with the City Ordinance, and requested by Mr. G. Reynolds. The installation has the approval of the Chief of the Fire Department and the Building Inspector. A communication from the. City Engineer was also submitted, recommending that the owner be allowed to construct two approaches from Webster Street, in addition to the one on Indus- trial Highway. On motion of Councilman Eschen, seconded by Councilman Bruzzone and unanimously carried, the recommendations were adopted, and the Council permit authorized. 7. From the City Manager, recommending that the City Clerk be instructed to advert- ise for bids covering the purchase for a 1000 gallon pumper for the Fire Department, according to specifioations on file in the office of the City. Clerk, and as provided for in the 1934-35 budget. On motion of Councilman Bruzzone, seconded by Councilman Tiedemann, the recommendation was adopted and the City Clerk instructed to advertise for bids for this equipment. RESOLUTIONS: 8. Councilman Eschen introduced and moved the adoption of "Resolution No. 1874 Transferring $1000 from General Fund to Initiative Relief Fund." Councilman Tiedemann seconded the motion and on roll call it was carried unanimously. 9 Councilman Bruzzone introduced and moved the adoption of "Resolution No. 1875 Authorizing Substitution by Southern Pacific Company of Bond of Saint Paul - Mercury Indemnity Company of Saint Paul in Place of Bond of Pacific Indemnity Company Guaranteeing Performance of Franchise Granted by Ordinance No. 504" Councilman Tiedemann seconded the motion and on roll call it was carried unanimously. 10. Councilman Eschen introduced and moved the adoption of "Resolution No. 1876 Calling General Municipal Election to be Held in the City of Alameda on November 6, 1934; calling a Special Municipal Election to be Held in Said City on Tuesday, November 6, 1934, for the Purpose of Submitting to the Qualified Electors of said City Certain Proposals for Amending the Charter of the City of Alameda, and Consolidating Said General Municipal Election and said Special Municipal Election with the General State Election to be Held on the Same Date and in the Same Territory, and Requesting the Board of Supervisors of Alameda County, State of California, to Order Such Consoli dation, and Authorizing the Said Board of Supervisors-to Canvass the Returns of Such Consolidated Elections." Councfloptan Morris seconded the motion and on roll call it was-carried unanimously. 11. "Resolution No. Submitting to the Electors of the City of Alameda, at the General Municipal Election to be Held in said City on Tuesday, November 6, 1934, as an Advisory Vote, the Question of Whether the Board of Public Utilities of the City of Alameda Should Continue to Operate Municipal Bus Transportation System", on was read by the Clerk and/motion of Councilman Tiedemann, seconded by Councilman Eschen, and with the unanimous vote of the Council on roll call, failed of passage 12, Councilman Morris introduced and moved the adoption of "Resolution No. 1877 Fixing Salaries of Election Officers." Councilman Tiedemann seconded the motion and on roll call it was carried unanimous- ly. - - Councilman Eschen introduced and moved the adoption of v 13. "Resolution No. 1878 Resolution of Intention to Change Zone on Council's Own Motion". Councilman Morris seconded the motion and on roll call it was carried unanimously. ORDINANCE FOR PASSAGE: v/14• The following ordinance was presented for passage: "Ordinance No. New Series Reclassifying Property (Southwest Corner of Park St.and Lincoln Av.) Councilman Bruzzone moved that the ordinance as read be adopted, seconded by Counoilman Morris, and on roll call carried unanimously. FILING: 15. The Clerk stated that since the last meeting of the Council, the following papers had been presented for filing: / Bond - Southern Pacific Company Annual Report of Special Auditors, Jordan & 2icoulet for fiscal year ending June 30th, 1934. BILLS: 16.
