1935-05-07 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, MAY 7th 1935 The meeting convened at 8 o'clock P.M. with President Roebke presiding. The roll was called and Councilmen Broyles, Eschen, Morris Munro and President Roebke (5) were noted present. Absent: None. The minutes of the regular meeting of April 16th, the adjourned regular meeting of April 17th, the adjourned regular meeting of April 24h, and the adjourned regular meet- ing of April 29th, 1935, were read and approved. ORAL COMMUNICATIONS: 1. Councilman Morris addressed President Roebke, asking him if he knew that Conrad Roth, recent appointee to the School Board, was a member of the Na:Zi Party which advo- cated principles inimitable to our Government. Following this he asked President Roebke if he knew that Miss Feldhammer, also a member of the Board, was trying to initiate, changes in the school system, concluding his remarks by saying he knew that the people of Alameda would not tolerate our American school system being run by the Feldhammers.' "Do you know where Adolph Feldhanirner stands on communism?" President Roebke replied, announcing that he had no knowledge that Mr. Mbrris' charges were true and took the occasion to assert vehemently his opposition to the Nazis, Facists, Communists and all other foreign organizations advocating principles against our government. Thereupon, Addkoh Feldhammer, seated near the Council rail, stood up and shouted: "I might tell Mr. Morris that I am as good a citizen as he is, and if he says I am a communist, he is a liar," and before anyone could stop him, he flung himself through the gate and struck Mr. Morris. The Policeman present immediately interferred and removed' Mr. Feldhammer from the Council Chamber, whereupon business was resumed. /2. Mr. George Postel addressed the Council relative to the desirability and need of the proposed yacht harbor. After discussion, Councilman Morris moved that a joint meeting be held on Thursday evening, May 16th, 1935, at 8 o'clock in the City Manager's Office, between the Committee of the Whole and the Yachtsmen's Committee to discuss ways and means of promoting the project, seconded by Councilman Munro, and unanimously carried. v3. Mr. Lochiel King addressed the Council giving report on progress made by the Trans- portation Committee of Engineers, relative to transportation problems of the City of Alameda, and said he hoped to have something more definite to submit in a few weeks. v4. Mrs. Alice Caton addressed the Council requesting that steps be taken to allow the children of Alameda to use the Washington Park Bath House, perhaps for a very nominal fee, and that a swimming hole be provided for the children at some point along the Alameda shore. Councilman Broyles moved that the matter be referred to the City Manager for investigation, and to report back at a later meeting of the Councils seconded by Councilman Munro and unanimously carried. WRITTEN COMMUNICATIONS: \15• / From Don B. Bell, requesting permission to open a Canteen in Washington Park Bath House in the Armory. The matter was unanimously referred to the City Manager for in- vestigation. ■/6 From the Alameda Chamber of Commerce with regard to securing a separation of grades at 23rd Avenue across the Southern Pacific main-line tracks in Oakland. CounciIman Eschen moved, seconded by Councilman Munro, that the City endorse the suggestion of the Chamber of Commerce, and lend all possible assistance toward the fulfillment of this plan. Councilmen Broyles moved an amendment, seconded by Councilman Munro and unanimously carried, that the Council instruct the City Manager and City Attorney to cooperate with Oakland and the County of Alameda in this matter, taking the necessary steps toward securing a loan from the Government to finance the work. The original motion was then put, which carried unanimously. 17.Y From Terry E. Rowe, Protesting against cancellation of the May Day Fete. The communication was ordered filed. 18 From the City Manager, accompanied by letter from E. J. Silver, presenting claim of E. D. Melcher for money due for services on Rate Reduction Case. The City Manager requested the Council's permission to make a thorough investigation. Councilman Eschen moved that the matter be referred to the City Attorney, to report back to the Council, seconded by Councilman Morris and on roll ,call carried unanimously. Vg.v From Dr. Wm. The communication was ordered filed. 111.V From A. Cron, re remarks heard over the radio concerning Alameda. The communication was ordered filed. From members of the former Social Service Board, protesting actions and policies of the new administration. Communication was ordered filed. In.,/ From the Department of Public Utilities, with regard to payment covering installa- tion of lighting standards in Roosevelt Drive Tract. As a resolution covering this matter was to be presented later during the meeting, the communication was ordered filed. 14./From Burnett Hamilton, was ordered filed. A5./ From Burnett Hamilton, The communication was ordered filed. From the Alameda Safety Council, commending the City Council on its interest in obtaining satisfactory lighting in the Posey Tube. The communication was ordered filed. 17./ From Building Trades Council commending appointment of B. Ray Fritz as City Man- ager of Alameda. Ordered filed. 118. //From Wm. J. Locke, City Attorney, reporting his effort to have old passenger cars removed from tracks along the estuary west of the Southern Pacific car shops, advising that such removal will be made if the company is able to find some other place to locate them. The communication was ordered filed. County Surveyor, re Posey Tube lighting. The communication County Surveyor, re time of completion of Park Street Bridge UNFINISHED BUSINESS: /19. A motion was made by Councilman Munro, seconded by Councilman Broyles and unani- mously carried, that the Council and the City Planning Connnission meet in joint session at the next regular meeting of the Planning Connnission which takes place on May 15th, 1935, at 8 o'clock, P.M. at which time the reclassification of 891 Union Street, from Residence District, Class I, to Residence District, Class II, will be discussed. NEW BUSINESS: 0./ Councilman Morris moved that the City Manager's Revolving Fund be reduced from $6900.00 to $500.00, seconded by councilman Eschen and on roll call unanimously carried. / 21. /Councilman Morris moved that the salary of the.City Manager be reduced from $5000.00 per year to $3000.00, the motion was seconded by Councilman Eschen and on roll call lost by the following vote: Ayes, Councilmen Eschen and Morris (2). Noes: Councilmen Broyles, Munro and President Roebke, Absent: None. RESOLUTIONS:, 221. Councilman Broyles introduced and moved the adoption of "Resolution No. 1947 Accepting California Girls' Training Home Property" Councilman Eschen seconded the motion and on roll call carried unanimously. 23/. Councilman Broyles introduced and moved the adoption of "Resolution No. 1948 Endorsing Employment of Milton Sevier" Councilman Munro seconded the motion and on roll call carried unanimously. 24. At this point Councilman Broyles was excused from the meeting. 25. Councilman Eschen introduced and moved the adoption of "Resolution No. 1949 Assigning $737.83 to the Department of Public Utilities and Refunding $621.01 to Smith Lumber Company". seconded the motion and on roll call carried unanimously by the Councilman Morris members present. ORDINANCE PASSED: 26. Councilman Morris and FILING: v7. The had been "Ordinance No. , New Series Reclassifying Property (Northwest corner of Buena Vista Av. and Oak St.)" Eschen moved that the ordinance as read be adopted, seconded by Councilman on roll call passed unanimously by all members present. Clerk stated that since the last meeting of the Council the following paper received for filing: Senate Resolution #24, Approving Amendment to Charter of the City of Alameda, passed at Special Municipal Election held March 12th, 1935. BILLS: 281 An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Department, $1056.44; Police Department $199.27; Fire Department, $ 99.13; Street Department, $1322.51; Health Department, $140.04; Park Department, 064.75; Golf Course”Department, $448,65; Store Department, $2562.95; Social Service-Recreatj,on Dept. $157.79; Initiative Relief Fund, $12.00; Compensation Insurance Fund, $4.10; East Bay Mun.Utility District Paymet Fund, '2476.26. Councilman Eschen moved, seconded by Councilman Munro, and on roll call unanimously carried, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims against the City of Alameda, filed with the City Clerk on May-7th, 1935, be allowed and paid, 29. There being no further business to transact, the Council adjourned to meet in regular session on Tuesday evening, May 21st, 1935, at 8 o'clock P.M. Approved byie Council this day of 1935.
