1935-05-21 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, MAY 21st, 1935.
The meeting convened at 8 o'clock P.M. with President Roebke presiding.
The roll was called and Councilmen Broyles, Eschen, Morris, Munro and President
Roebke, (5), were noted present. Absent: None.
The minutes of the Regular Meeting of May 7th, 1935, were approved by the majority
of the Council, objection thereto being raised by Councilman Morris. The minutes of
the Special Meeting of May 20th, 1935, were read and approved.
ORAL COMMUNICATIONS:
1. Councilman Morris addressed the Council concerning the Police & Fire Commission.
WRITTEN COMMUNICATIONS:
12.// From Joint Transportation Committee of Engineers, reporting on its progress in
solving transportation problems. Communication was ordered filed.
3. From Mr. R. A. Holt, applying for position of City Clerk. Communication was
ordered filed.
y4, / From Louis A. Alexander, requesting permission and facilities to sell candy, pop-
corn, etc. in Washington Park. After Councilman Eschen spoke in opposition, the
matter was referred to the City Manager for investigation.
From the Taxpayers' League of Alameda, protesting against the rumored recall
election. Communication was ordered filed.
6. / From the Mayor, City Manager and Auditor, submitting report on Count of Money
held May 15th, 1935. The communication was ordered filed.
7./ From United German-American Society of the East Bay, protesting Councilman
Morris' remarks about Mr. Conrad Roth. After some discussion, the communication was
ordered filed.
V6•7 From the City Attorney, concerning removal of old cars standing on the Southern
Pacific tracks near Alameda Mole. Communication was ordered filed.
v9.%/ From H. B. Kotz, submitting bid for old junk at the Corporation Yard. On motion
of Councilman Broyles, seconded by Councilman Munro and unanimously carried, the City
Manager was instructed to obtain another bid for this material, and dispose of same.
„2:0.V From the City Planning Commission, recommending to the Council that 891 Union
Street be not reclassified from Residence District, Class I, to Residence District,
Class II, for the purpose of conducting a Rest Home. Councilman Broyles moved,
seconded by Councilman Munro, that the matter be laid over for two weeks. An amend-
ment was made by Councilman Eschen, seconded by Councilman Morris, that the City
Planning Commission's recommendation be adopted, and on roll call lost by the follow-
ing vote: Ayes: Councilmen Eschen and Morris, (2). Noes: Councilmen Broyles, Munro
and President Roebke, (3). Absent: None. The original motion was then put and on
roll call carried unanimously.
J.L1.v From the City Planning Commission, recommending the reclassification of 1310
Central Avenue from Business District, Class III, to Business District, Class V, for
the purpose of conducting a retail gasoline and oil supply station and public garage,
On motion of Councilman Eschen, seconded by Councilman Morris, and on roll call
carried unanimously, the recommendation of the City Planning Commission was adopted.
12.v From Women's Legislative Club, with regard to regulating Civil Service laws per-
taining to married women holding positions. The communication was ordered filed.
V13.' From the City Manager, recommending that the request of the East Bay Street
Railways, Ltd., for loading zones throughout the City, be granted. As there was no
objection, the recommendation was adopted.
NEW BUSINESS:
14.1 Councilman Eschen moved that this meeting adjourn out of respect to the late
Herbert R. Connor, former City Clerk, and the matter was deferred until later, to be
taken up under the heading of "Resolutions."
RESOLUTIONS:
15 Councilman Broyles introduced and moved the adoption of
"Resolution No. 1951
In Re Mailing Delinquent Tax List".
Councilman Munro seconded the motion and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen
and Morris, (2). Absent: None.
16. Councilman Broyles introduced and moved the adoption of
"Resolution No. 1952
In Re Herbert R. Connor"
WHEREAS, Almighty God, in His wisdom, has called to
eternal rest our beloved City Clerk and co- worker,
Herbert R. Connor,
RESOLVED, that in the death of Herbert R. Connor,
the City of Alameda has lost a loyal citizen and
faithful public official, and his family a devoted
husband and father;
RESOLVED, that these resolutions be spread in full
on the minutes or journal of the City Council, and
a copy be sent to the family of the decedent; be
it further
RESOLVED, that when this Council adjourns this
meeting it do so in respect to the memory of the
late Herbert R. Connor."
Councilman Munro seconded the motion and on roll call carried unanimously.
17. Councilman Broyles introduced and moved the adoption of
"Resolution No. 1953
Re Yacht Harbor ".
Councilman Eschen seconded the motion and on roll call carried unen.imously.
ORDINANCES INTRODUCED:
18. The following ordinances were read by the Clerk and laid over as per provision of
the Charter:

FILING:
19. Financial Statement submitted by Jordan & Ticoulet, as of April 30th, 1935.
BILLS:
20. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments, $5174.77; Police Department, $55.36; Fire Department, $135.11; Street
Department, 1457.77; Health Department $149.54; Park Department, 949.57; Golf Course
Department, $675.32; Store Department, $1836.21; Social Service Department, $68.56;
Initiative Relief Fund, $4.00; Street Improvement Fund, $175.64; East Bay Municipal
Utility District Payments Fund, $2475.71.
Councilman Eschen moved, seconded by Councilman Munro, and on roll call unanimously
carried, that the claims and bills against the City in the amounts as listed and itemized
in the List of Claims against the City of Alameda, filed with the City Glerk, on May
21st, 1935, and presented to the Council at this meeting, be allowed and paid.
21. President Roebke commended the work of Mrs. Loreme R. Beatie, Deputy City Clerk,
for taking charge of affairs in the City Clerk's office, subsequent to the death of
Mr. Herbert R. Connor.
22. There being no further business to transact, on motion of Councilman Broyles,
seconded by Councilman Eschen and unanimously carried, the Council adjourned in
memory of Herbert R. Connor, former City Clerk, to meet in regular session on Tuesday
evening, June 4th, 1935, at 8 o'clock P.M.
