HELD TUESDAY MORNING, JULY l6th 1935
The meeting convened at 11 o'clock A.M. with President Roebke presiding.
The roll was called and Councilmen Broyles, Munro and President Roebke, (3),
were noted present. Absent: Councilmen Eschen and Morris, (2).
The minutes of the regular Meeting of July 2nd, 1935, were read and approved.
CO1 ODNICATIONS :

1. Mr. John M. O'Dea presented and read a communication from the Board of Public
Utilities Commissioners, together with two resolutions. It was moved by Councilman
Broyles, that all references to the City Manager be stricken from the records and
that the communication and resolutions be filed, seconded by Councilman Munro and
carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke,
(3). Noes: None. Absent: Councilmen Eschen and Morris, (2).
1/2. From the Taxpayers* League of Alameda, submitting various resolutions passed by
that League protesting building of proposed dub- Station by the Board of Public
Utilities, censuring the action of the Board of Public Utilities for spending public
funds unnecessarily and protesting the hiring of special counsel, protesting the
purchase of property for proposed Sub - Station by the Board of Public Utilities. It
was moved by Councilman Broyles, seconded by Councilman Munro, and unanimously carried,
thatthe resolutions and letter be filed.
Police Officer H. D. Manbert requesting restoration of pay cuts in the Police
Department. Councilman Broyles moved, seconded by Councilman Munro, and carried unan-
imously, that the communication be referred to the Chief of that Department, and that
the City Clerk be instructed to so notify the applicant.
4. From F. J. Croll, City Auditor, urging the adoption of amendments to the Municipal
Code with regard to taxation. The matter was deferred until "Resolutions ".
i. From Earl R.
Hilton, Fire Department TvIechanic, requesting increase in salary. On
motion of Councilman Broyles, seconded by Councilman Munro and carried, the com-
munication was ordered referred to the Chief of the Fire Department and the applicant
to be so notified by the City Clerk.
.' From the City Manager, informing the Council that he had received an offer to
lease the remaining acreage owned by the City of Alameda on Government Island for a=
period of twenty -five years, with option of renewal for another like period, and
stating the terms of the proposed lease. On motion of Councilman Broyles, seconded
by Councilman Munro and unanimously carried, the matter was referred to the City
Manager and to the City Attorney for investigation.
h. From the City Manager, submitting list of projects for the completion of which
work relief proposals will be requested from the Federal Emergency Administration and
the State Works Progress Administration, and requesting the Council *s permission to
draw preliminary plans and specifications therefor. On motion of Councilman Broyles,
seconded. by Councilman Munro and carried, the recommendation of the City Manager was
adopted.
v . From the City Manager, with regard to the borrowing of funds. The matter was
deferred until "Ordinances Introduced."

From Lynwood Rimassa, member of the Fire Department of the City of Alameda, re-
questing restoration of salaries to the level of 1931 -32. On motion of Councilman
Broyles, seconded by Councilman Munro and unanimously carried', the communication
was ordered referred to the Chief of the Fire Department, and the City Clerk was
instructed to so notify the applicant.
RESOLUTIONS AND ORDINANCES INTRODUCED:
10. Councilman Munro introduced and moved the adoption of
"Resolution No. 1970
Transferring All Surplus Moneys to the General Fund."
Councilman Broyles seconded the motion and on roll call carried by the following
vote: Ayes, Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent:
Councilmen Eschen and Morris, (2).
11. Councilman Broyles introduced and moved the adoption of
"Resolution No. 1971
Transferring $5,000.00 to the Library Fund and
$500.00 to the Initiative Relief Fund from the
General Fund"
Councilman Munro seconded the motion and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent:
Councilmen Eschen and Morris, (2).
12. The following ordinance was introduced and laid over under provision of the
Charter:
"Ordinance No.
New Series
Determining that Funds are Needed for the Current
Fiscal Year, and Authorizing the Council, on Behalf
of the City, to Borrow One Hundred Thousand Dollars
in Anticipation of Income".
UNFINISHED BUSINESS:
Vi3. A communication from Augustin C. Keane was presented with regard to the rezon-
ing of property for the proposed Sub-Station at Buena Vista Avenue and Grand Street,
on the Council's own motion. Councilman Broyles moved, seconded by Councilman
Munro and carried, that the request be denied and that the matter be placed before
the City Planning Commission in the regular manner. IL

Amending Sections 3-211 and 3-213 of the Alameda
Municipal Code Relating to Taxation "
Councilman Broyles moved that the ordinance as read be adopted, seconded by Council-
man Munro and on roll call passed by the following vote: Ayes: Councilmen Broyles,.
Munro and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and. Morris,
(2).
BILLS:
15. An itemized list of claims against the City of Alameda and the several depart-
ments thereof in the total amounts as follows, was presented to the City Council:
General Departments, $119.85; Street Department, $1972.63; Health Department, $59.6q
Park Department, $945.04 Golf Course Department, $428.32; Store 4)epartment, $55.00;
Inititive Relief Fund, $8.00 and Gas Tax Fund, $48.00.
Councilman Munro moved, seconded by Councilman Broyles, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims against
the City of Alameda filed with the City Clerk on July 16th, 1935, and presented
to the Council at this meeting, be allowed and paid. On roll call this motion
carried by the following vote: Ayes, Councilmen Broyles, Munro and. President Roebke,
(3). Noes: None. Absent; Councilmen Eschen and Morris, (2).
16. There being no further business to transact, the Council adjourned to meet
in adjourned regular session on Tuesday morning, July 23rd, 1935, at 11 o'clock
