1932-11-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF TEE CITY OF ALAMEDA
TUESDAY EVENING, NOVEMBER 1, 1932
The meeting convened at 8 o'clock with Council-president Murray presiding.
The roll was called and Councilmen Leydecker, Morris, Schaefer, Shanly and President
Murray (5) were noted present. Absent: None.
The minutes of the regular meeting of October 18, 1932 were approved as read.
T COMMUNICATIONS:
The following communications were received:
1. From the City Planning Commission recommending the return of the fee of :,20.00
deposited by Mrs. Mabel Freehan at the time her application for change of zone of the property
at 1039 Santa Clara Avenue was made from a Residential District, Class 1, to Business District,
Class 111, for the purpose of conducting a Beauty Parlor. The Commission decided that a change
of zone was not necessary and the petition was filed under a misapprehension. On motion of Mr.
Schaefer, seconded by Mr. Shanly, and unanimously carried, the recommendation was adopted.
2. 1 From the City Planning Commission informing the Council that the Commission's
attention had been called to the fact that there are several parcels of property located on
Park Street, between Lincoln Avenue and the Estuary, at the present time classified under
Classes 1, 11 and 111 of the Zone Ordinance, whereas the major portion of the property in this
section is classified as Industrial District, Class V11,and. Business District, Class V. It
was recommended by the Commission that in justice to the minority of the property owners, and
in view of the fact that it is not practical to use the property for other than business
purposes, on its own initiative the Council reclassify all of the property not now included in
Classes V and 711 on both sides of Park Street from Lincoln Avenue North to he southern line
of the Estuary to class V. On motion of Mr. Shanly, seconded by Mr. Morris, and unanimously
carried, the recommendation was adopted.
From the Unemployed Co-Operative Relief Council of California, Alameda County
Association, outlining the objects of the association and asking the good will and cooperation
of the Council. There being no objection, the communication was referred to the City Manager
for attention.

From MT. Neil B. Pierson, former City Manager, requesting the Council to approve the
payment to him of 061.11, alleged due for additional salary during the period from August 1,
1931 to May 4, 1932. Mr. Shanly expressed regret at the inability of the Council to consider
the payment as the records of previous Council meetings did not bear out the contention that
the amount was due and on motion of Mr. Shanley, seconded by Mr. Leydecker, the claim was
disallowed on roll call, Mr. Schaefer not voting.

5. V From the City Manager accompaning an application from the Hitchcock Patrol and
Detective Service, together with a petition signed by 114 individuals and firms living and
doing business in Alameda, requesting that a permit be granted to install a Patrol System in
the City of Alameda, referring to a previous presentation of the application and recommending
that the permit be granted on condition that the Service shall conform to the rules and
regulations of the Police Department and that it shall be under the direct supervision of the
Chief of Police. Mr. Shanly moved that the recommendation Of the City Manager.be adopted and
that he-iasee s revocable perMit to Operate under the'cenditiona mentioned in the recoMmendation,
seconded by Mr. Leydecker and unanimously carried.
From Tordan & Ticoulet, certified public accountants, submitting an initial report
of the receipts and expenditures of the City for a portion of the fiscal year ending September
30, 1932. There being no objection, the communication was ordered filed.
7. From the City Manager submitting his report of the financial situation of the City in
all its phases for the first quarter of the fiscal year 1932-1933, and pointing out that the
sum total of all departments under the General Fund showed a surplus for the first quarter of
,D5,761.58. After members of the Council had expressed appreciation and congratulations to the
City Manager for the showing made, the communication was ordered filed. Mr. C. C. Howard,
representing the Alameda Tax Payers League, also expressed appreciation of the City Manage
accomplishment in behalf of his organization.
From the City Manager notifying the Council that the Social Service Department, for
the first quarter of the fiscal year 1932-1933, had handled relief amounting to 46;088.77 at an
overhead expense of 0,302.78. The communication was ordered filed.
9./ From Mr. L. H. Grunewald, Secretary of the Charter Committee, notifying the Council
that the Charter Committee is about to start to definitely draft proposed changes in the City
Charter and requesting an appropriation for the employment of a stenographer. Mx. Schaefer
moved that the sum of 05.00 be appropriated fo the Charter Committee for that purpose to be
expended under the direction of the City Manager, seconded by Mr. Morris, and on roll call
carried unanimously.
10./ From the City Manager accompanying City Engineer's drawing f2142, covering standard
form of curb and gutter to be used in the future in the City of Alameda. Councilman Shanly
moved that the specifications of the City Engineer be adopted, seconded by Mr. Schaefer, and
carried unanimously.
NEW BUSINESS:
11. / Er. Leydecker called the attention of the Council to the number of small bills
appearing for approval at each meeting of the Council and suggested that, where possible, such
bills be presented at one meeting monthly provided this did not interfere with the City's
obtaining the cash discount of 2%. The question was referred to the City Manager.
