1933-01-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMED, TUK9DAY EVENING, JANUARY 17, 1933 The meeting convened at 8 o'clock with Council-President Murray presiding. The roll was called and Councilmen Morris, Shanly, Schaefer and President Murray (4) were noted present. Absent: Councilman Leydecker (1). The minutes of the regular meeting of January 3, 1933 were approved as read. COmmUNICATIONS: The following communications were received: v 1. From Fred N. Morcom, Mayor of the City of Oakland, enclosing Resolution of the Oakland City Council in reference to consolidation of City and County governments in Alameda County. There being no objection, the communication was ordered filed. 2. V From the City Manager notifying the Council that after a careful investigation it had been ascertained that 63.8% of the residents of Park Avenue do not desire the name of the Avenue changed, and 19% are in favor of a change. In view of the percentage not in favor of changing the name of the Avenue, it was -recommended that no action be taken at the present time. Mx. Shanly moved that the recommendation be adopted, seconded by Ir. Schaefer,carried unanimously. 3. From the Board of Public Utilities requesting that necessary action be initiated to place the question of the continuance or discontinuance of the operation of the Municipal Bus Lines on the ballot at the next municipal election. In view of the fact that there is no public demand for such an action Mr. Shanly moved that the communication be referred back to . the Board of Public Utilities, seconded by Mr. Morris, carried unanimously. From the City. Manager referring to a communication from Hollis Thompson, City Manager of Berkeley, requesting that-the Council adopt a resolution contributing the sum of $75.00 to the League of California Municipalities for the purpose of participating in the expense of necessary legislation to bring about proper allocation of the Gas Tax to various municipalities. There being no objection, the communication was ordered filed. 5. / From Jordan and Ticoulet, enclosing monthly report of receipts and disbursements for the fiscal year 1932-1933 as of November 30, 1932. The communication was, without objection ordered filed. 6. From Jordan and Ticoulet, submitting monthly report covering receipts and disbursements for the City of Alameda covering the fiscal year 1932-1933 as of December 31, 1933. The communication was, without objection, ordered filed. 7. From Mx. and Mrs. Ernest H. Crook requesting that the Council take some action toward the purchase of property at 1019 Peru Street for the purpose of extending Franklin Park. In view of the fact that a similar request had been referred to the Council and had / been denied in view of the fact that there was no appropriation in the present budget for this purpose, it was moved by Mr. Schaefer and seconded by Mr. Shanly, and unanimously carried, that this request be denied and that the petitioners be notified of the Council's decision. / B. 1 From H. F. McCarthy requesting the Council for renewal of a temporary permit to manufacture potato chips at 167 Maitland Drive, Bay Farm Island. On motion of Jr. Morris, seconded by Mr. Schaefer, and unanimously carried, it was the decision of the Council to grant a temporary revocable permit for a period of six months for the purpose specified in the commulication. RESOLUTIONS: 9. Mr. Schaefer introduced and moved the adoption of - Resolution No. 1719 Transferring $4,258.31 from the Electric Light Fund To the General Fund The motion was seconded by Mr. Morris and on roll call carried unanimously. 10. Mr. Morris introduced and moved the adoption of - Resolution No. 1720 Transferring 5,000.00 from the General Fund to Compensation Insurance Fund The motion was seconded by Mr. Schaefer and on roll call carried unanimously. 11. Mr. Schaefer introduced and moved the adoption of - Resolution No. 1721 Authorizing Payment to the League of California Municipalities for Furnishing Assistance and Information with reference to Gas Tax Allocation. The motion was seconded by Mr. Morris and on roll call carried unanimously. January 17, 1933. ORDINANCES FOR PASSAGE: 12. Ordinance No. New Series Repealing Sections 421 and 432 and Amending Sections 427 and 428, Chapter V1, Article 7, of Ordinance No.1, New Series, Known as the Municipal Code of the City of Alameda. 13. Mx. Schaefer moved that the Ordinance as read be adopted, seconded by Mr. Morris and on roll call carried unanimously. Ordinance No. New Series Reclassification of Property (Known as 1710 Encinal Ave. ) Mr. Schaefer moved that the Ordinance as read be adopted, seconded by Mr. Morris and on roll call carried unanimously. FILING: The City Clerk stated that since the last meeting of he Council the following paper had been filed: 14. Endorsement to Public Official Bond #22445-D, covering Homer R. Dallas, City Treasurer, City of Alameda, California. BILLS: Claims against the General Departments amounting to 4416.6D; Police Department, 4174.51; Fire Department, 4105.75; Street Department, 41,811.58; Health Department, $648.49; Golf Course Department, 4216.00; Recreation Department, $128.46; Store Department, $63.02; Social Service Department, 4194.49; Compensation Insurance Fund, 41.001 having been approved by the proper officials were listed by the Clerk as follows: Alameda Times Star Andersons Carpet House Baker, Hamilton & Pacific Co.
