1935-09-03 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF TEE CITY OF HELD TUESDAY MORNING, SEPTEMBER 3rd . . . . . The meeting convened at 11o'clock A.M. with President Roebke -nresiding. The roll was called and Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5), were noted present. Absent: None. The minutes of the regular meeting of August 20th, 1935, and of the adjourned reg- ular meeting of August 27th, 1935 , were approved as read. COMMUNICATIONS: vl./ A communication was received from the City Planning Commission, recommending that the petition to reclassify the northeast corner of Union Street and Central Avenue to Business District, Class V, from Residence District, Class II, be denied. Councilman Broyles moved that the communication be filed, seconded by Councilman Munro, thereupon an amendment was offered by Councilman Eschen, seconded by Councilman Morris, that the recommendation of the City Planning Commission be adopted, and on roll call lost by the following vote: Ayes: Councilmen Eschen and Morris, (2). Noes: Councilmen Broyles, Munro and President Roebke, (3). Absent: None. The original motion was then put, and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and Presi- dent Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. /From the City Attorney, . J. Locke, recommending that as the trial of the litiga tion entitled, "Ansel, et al. v. S.G.Blood, as City Clerk," will necessitate some 270 witnesses being subpoenaed, instead of paying the usual fee of $1.00 per service, that the City Attorney be authorized to employ a man to serve these subpoenas at a daily stipend. Councilman Broyles moved that the recommendation aC the City Attorney be adopted, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Council- men Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. z /From the Board of Police and Fire Commissioners relative to Council's providing funds for salaries for three dismissed firemen, when that Board restores these men to their positions. Councilman Broyles moved, seconded by Councilman Munro, that the com- munication be filed and that copies of this communication be sent to members of the Council, and on roll call the motion carried by the following vote: Ayes Councilmen Broyles, Munro and President Roebke, (3). Noes Councilmen Eschen and Morris, (2). Absent: None. 4.V From Jordan & Ticoulet, Special Accountants for the City of Alameda, submitting financial report for the fiscal year 1934-1935. There being no objections the report was ordered filed, and the City Clerk was instructed to send copies to Councilmen Eschen and. Morris, cA., F rom the City Attorney, Wm. J. Locke, regarding claim for $1440.66 of the Alameda Times-Star, as the amount of its bill for publishing the delinquent tax list, and stating that whereas there is a difference between the rates charged to the City of Alameda, a further effort is being made to ascertain what this difference amounts to, and that a report will be submitted at the next meeting of the Council. There being no objection the communication was ordered filed. RESOLUTIONS: 6. Councilman Eschen introduced and moved the adoption of "Resolution No. Declaring Office of City Clerk of Alameda Vacant", Councilman Broyles moved that the matter be laid on the table, seconded by Councilman Munro, and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. 7. Councilman Broyles introduced and moved the adoption of "Resolution No. 1984 A Resolution Authorizing the Mayor to File an Application to the United States of America through the Federal Emergency Administration of Public Works for a Grant to Aid in Financ- ing the Construction of a Municipally Owned and Operated Aquatic Park and Yacht Harbor, and Designating Lochiel M. King as Consulting Engineer thereof to Furnish such Information as the Government May Request," Councilman Munro seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. 8. Frank Gottstein addressed the Council on the matter of transportation to San Francis- co and the sub-aqueous tube. 9. Lochiel M. King addressed the Council on the matter of the sub-aqueous tube. 10. John V. Ferretti addressed the Council on the matter of transportation. 11. Councilman Broyles moved that the act of the Mayor in appointing Sergeants at Arms of the Council to maintain order in the Council Chambers be ratified, confirmed and approved, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. ORDINANCES PASSED: 12. Councilman Munro moved, seconded by Councilman Broyles that "Ordinance No. New Series An Ordinance Regulating the Operation and Maintenance of Laundry Establishments for the City of Alameda" be held over until the next regular meeting of the Council and, there being no object- ion, the motion carried. BILLS: 13. An itemized list of claims against the City of Alameda and the several departments yhereof, in the total amounts as follows, was presented to the City Gouncil: General Departments, $649.83; Police Department, $18.52; Found Department, $1.78; Fire Depart- ment, $46.96; Street Department, $1944.12; Health Department, $111.67; Park Department, $1232.17; Golf Course Department, $449.52; Store Department, $1735.52; Social Service Department, $20.74; Initiative Relief Fund, $8.00; Gas Tax Fund, $2439.05; East Bay Municipal Utility District Payments Fund, $2481.32. Councilman Munro moved, seconded by Councilman Broyles, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims against the City of Alameda, filed with the City Clerk on September 3rd, 1935, and presented to the Council at this meeting, be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5), Councilman Eschen voting, "No", on the following bills: "City Mgr.Revolving Fund Fee for legal aid $100.00 Alameda Journal, The Printing 47.17 Alameda Journal, The Printing 245.14" Absent: None. 14.
