The meeting convened at 11 o',clock,A.M. with President Roebke presiding.
The roll was called and Councilmen BrOylesi Munro and. President Roebke, (3), were
noted.present. Absent: Councilmen Eschen and Morris, (2)._
The minutes of the regular meeting of September 17th, of the special meeting of
September 19th and of the special meeting of September 24th, 1935, were read and approv-
ed.
COMMUNICATIONS:
/1. /From the City Manager, regarding the appointment of a City official on the Board
of Directors of the Alameda Airport, Inc„ and recommending that the Mayor make an im
mediate appointment to this Board. Mayor Roebke then appointed Councilman Broyles as
a member of the Board of Directors of Alameda Airport, Inc., under the provisions of
Ordinance No. 368, N.S., and upon motion of Councilman Munro, seconded by Councilman
Broyles, the appointment of Councilman Broyles was confirmed by the following vote:Ayes:
Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen
Eschen and Morris, (2).
i/2.p7 From the City Manager, regarding the appointment of the City Manager or other per-
son designated by the Council to the Board of Directors of the Alameda Belt Line, and
recommending that this appointment be made. Mayor Roebke then appointed the City
Manager, B. Ray Fritz, as a member of the Board of Directors of the Alameda Belt Line,
under the provisions of Ordinance No. 259, N.S., and upon motion of Councilman Munro,
seconded by Councilman Broyles, the appointment of the City Manager to the Board was
confirmed by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke,
(3). Noes: None. Absent: Councilmen Eschen and Morris, (2).
3". 7 From Mayor Hans W. Roebke, notifying the Council that he had this dayiemoved from
the City Planning Commission Mr. M. C. Godfrey and, efrective this day, appointed Mr.
C. C. Howard to fill the vacancy. On motion of Councilman Broyles, seconded by
Councilman Munro, the removal of Mr. Godfrey and the appointment of Mr. Howard was
concurred in by the following vote: Ayes: Councilmen Broyles, Munro and. President Roebke,
(3). Noes: None. Absent: Councilmen Eschen and Morris, (2).

A.v From the City Manager, notifying the Council that he had received a letter from
the District Engineer, United States Department of Agriculture, Bureau of Public Roads,
Government Island, California, extending to the citizens, Mayor and. City Council of the
City of Alameda the appreciation of the United States Government fortheir cooperation
in the matter ofranting Bulkhead Easement on Government Island. There being no
objection, the communication was ordered filed.

A. v Prom the Fernside Home Owners Association, requesting that the City Council take
the proper steps to place the property at the northeast corner of Fernside Boulevard
and. Versailles Avenue permanently in Residence District, Class I, thereby removing all
doubts of the present status of the property, which was rezoned for the Owens-Illinois
Glass Company's plant. Councilman Broyles moved that the matter bereferred to the
City Attorney, seconded by Councilman Munro and on roll call carried by the following
vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent:
Councilmen Eschen and. Morris, (2).
From the Mayor,Hans W. Roebke, declaring the office of City Historian vacant,
which has been occupied by Mr. E. H. Levy. Councilman Munro moved the confirmation of
this removal; seconded by Councilman Broyles, and on roll call carried by the following
vote: Ayes: Councilmen Broyles Munro and President Roebke, (3). Noes: None. Absent:
Councilmen Eschen and Morris, (2). .

on the evenings of the first and third Tuesdays of each month. Councilman Broyles moved
that the matter be referred to the City,Attorney, seconded by Councilman Munro and on

From Mr. A. V. Hougard, relative to the advisability of the City of Alameda becoming
ax free city, and offering suggestions as to-the ways and means of its accomplishment.
There being no objection, the communication was ordered filed.
From the City Manager, notifying the Council of, the, request of the Encinal Terminals
or directional signs to be placed. at the corner of Buena Vista Avenue and Webster Street
and at the corner of Buena Vista Avenue and Park Street, and recommending that the
request be granted. Councilman Munro moved that the recommendation of the City Manager
be concurred in, seconded by Councilman Broyles and on roll call carried by the follow-
ing vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent:
Councilmen Eschen and. Morris, (2).
0. From the City Manager, recommending that an appropriation be made from the Advertis-
ing Fund for space in the Oakland. Tribune Yearbook, to advertise the environments and
industrial possibilities of the City of Alameda. Councilman Broyles moved that the
recommendation of the City Manager be concurred in, seconded-by Councilman Munro, and
on roll call carried by the following vote: Ayes: Councilmen Broyles, Mtnro and. Presi-
dent Roebke, (3). Noes: None. Absent: Councilmen Eschen and Morris, (2).
From the Pacific Coast Building Officials Conference, with regard to the annual
meeting of the conference scheduled to be held in Pasadena on October 8 to 12 inclu-
sive, and requesting that the Building Inspector of the City of Alameda be authorized
to attend. Councilman Broyles moved, seconded by Councilman Munro, that Mr. E. H.
Rogers, Building Inspector, be authorized to attend the conference, providing his
attendance to this convention will not interfere with the work of the office of the
Building Inspector, and on roll call, carried by the following vote: Ayes: Councilmen
Broyles, Munro and. President Roebke, (3). Noes: None. Absent: Councilmen Eschen and
Morris, (2).
RESOLUTIONS:
12. Councilman Broyles introduced and moved the adoption of
"Resolution No. 1994
Transferring 03,500.00 to the Library Fund from
the General Fund,"
Councilman Munro seconded the motion and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Coun
men Eschen and Morris, (2).
3,V Mr, George H. Noble addressed the Council on the matter of the City of Alameda ac-
quiring the E. K. Taylor property at the foot of Pearl Street, for park purposes.
Councilman Broyles moved, seconded by Councilman Munro, that the matter be referred
to the City Manager for investigation and to report back to the Council on the feasibil-
ity of the project. On roli call, the motion carried by the following vote: Ayes:
Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen
Eschen and Morris, (2).
14. On motion of Councilman Broyles, seconded by Councilman Munro, the regular order
of business was suspended by the following vote: Ayes: Councilmen Broyles, Munro,nd
President Roebke, (3). Noes: None. Absent: Councilmen Eschen and. Morris, (2).
FILING:
5. The Clerk presented the certificate of delivery of the notice calling the spec-
ial meeting of the Council held. September 24th, 1935, and there being no objection,
it was ordered filed.
BILLS:
16. An itemized list of claims against the City of Alameda and the several depart-
ments thereof, in the total amounts as follows, was presented to the City Council:
General Departments, $1217.14; Police Department, 07.96; Pound. Department, 01.28;
Fire Department, $66.96; Street Department, 0137.01; Health Department, 0153.41; Park
Department, 03.67; Store Department, $1291.16; Social Service Department, 047.64;
Initiative Relief Fund, $24.00; Street Improvement Fund, $97.24; East Bay Municipal
Utility District Payments Fund, 02478.48.
Councilman Munro moved,seconded by Councilman Broyles, that the claims and bilis
against the City in the amounts as listed and itemized in the List of Claims against
the City of Alameda filed with the City Clerk on October 1st, 1935, and presented to
the Council at this meeting, be allowed and paid. On roll call this motion carried
by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3).
Noes: None. Absent: Councilmen Eschen and Morris, (2).
17. There being no further business to transact, on motion of Councilman Munro,
seconded'br Councilman Broyles, the Council adjourned to meet in adjourned regular
session Tuesday afternoon, October 1st, at 5:00 o'clock P.M.
