The meeting convened at 11 o'clock A.M. with President Reobke presiding.
The roll ”zs called and Councilmen Broyles, Munro and President Roebke, (3), were
noted present. Absent: Councilmen Eschen and Morris, (2)
The minutes of the regular meeting of December 17th and of the special meeting of
December 30th, 1935, were read and approved.
COMMUNICATIONS:

A communication was presented from the City Attorney, • J. Locke, with regard to
leave of absence requested by Eu:ne C. Maillot, Sanitary Inspector. Councilman Broyles
moved, seconded by Councilmen Munro,that the communication be filed and on roll call
carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3)
Noes: None, Absent: Councilmen Eschen and Morris, (2).

From City Manager B. Ray Fritz, regarding request from Mrs. Frances M. Marston,
1111 Regent Street, for permission to install one sink on the second floor of her dwel
ing, and recommending that a revocable permit for this installation be granted. On
motion of Councilman Munro, seconded by Councilman Broyles, the recommendation Ps ac-
eepted by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3).
Noes:, None. Absent: Councilmen Eschen and Morris, (2).

ve. From Alameda Post No. 9, The American Legion, requesting a change be made in exist-
ing ordinance governing riding of bioyeles on the sidewalks. There being no objection,
the matter was referred to the City Mallet r•

/4./ From Local Union 878, Sign & Pictorial Painters, Oakland, regarding man painting
signs to work out fine imposed by Police Court, and protesting against such procedure.
It was moved by Councilman Broyles, seconded by Councilman Munro, that the City Manager
be instructed to write to the Police and Fire Commission, enclosing copy of letter from
the Union, reminding the Commission of the fact that street signs are being painted by
prison labor. The motion carried by the following vote: Ayes: Councilmen Broyles, Munro
and7resident Roebke, (3). Noes: None. Absent: Councilmen Eschen and Morris, (2).
From Department of Public Utilities, requesting cancellation of taxes on their
recently purchased property on the southerly line of Eagle Avenue between Grand and
Minturn Streets. Councilman Broyles moved, seconded by Councilman Munro, that the
matter be referred to the City Attorney, and on roll call earried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Council-
ment/Eschen and Ma7ris, (2),
From City Manager B. Ray Fritz, advising that equipment for the Junior Traffic
Police would rightfully be charged against budget Account No. 26, and not to the
General Account as requested by the Police and Fire Commission. There being no ob-
jection, the communication was ordered filed.
7• From the City Attorney, it. J. Locke, regarding the charges inado for the use of
school property and grounds. There being no objection, the communication was ordered
filed.
/S. From the Board of Public Utilities Commissiomrs, with attached copy of resolution
declaring second dividend of 45,967.00 to be used to construct a branch library in the
West End of Alameda. There being no objection, the communication and resolution were
ordered filed.
From the Alameda Chamber of Commerce, requesting the Couneil to allot finances
with which to replenish the fund for advertising Alameda. Councilman Broyles made a
motion, seconded by Councilman Munro, that the City Attorney be instructed to draw
up an ordinance appropriating 4750.00 to be spent by the Ala da Chamber of Commerce
for advertising the City of Alameda, this ordinance to be ready for introduction at
the adjourned regular meeting to be held on January 14th, 1936. The motion carried by
the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes
None. Absent: Councilmen Eschen and Morris, (2).
AO./ From City Manager B. Ray Fritz, presenting a letter from California Municipal
Utilities Association which requests a representative of the City of Alameda at the
hearing on water, gas and electric utilities, to be held in Los Angeles on January 14th.
Councilman Broyles moved that the City Manager and the City Attorney attend this
hearing, if business permitted their absence from the City at this time. Councilman
Munro seconded the motion and on roll call carried by the following vote: Ayes: Council-
men Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and
Morris, (2).
Al./ From the City Manager, regarding coordinating of automotive equipment repair and
maintenance of public buildings, and recomending that this work be placed under one
head, to be known as Superintendent of Buildings and Automotive Equipment, salary to
be set at 4170.00 per month. Councilman Broyles moved, seconded by Councilman Munro,
that the recommendation of the City Manager be adopted, and on roll call carried by the
following vote: Ayes: Councilmen Broyles Munro and President Roebke, (3) Noes: None.

42./From Port of Oakland, enclosing copy of resolution of the Board of Port Commission-
ers, endorsing the location of the Naval Air Base at Alameda. There being no objection,
the communication and resolution were ordered filed.
RESOLUTIONS:
13. Councilman Broyles introduced and moved the adoption of
"Resolution No. 2023
Transferring $3967.00 from the General Fund to the Library
Construction Fund,"
Councilman Munro seconded the motion and on roll call carried by the following vote: Ayes:

14. Councilman Broyles introduced and moved the adoption of
"Resolution No. 2024
Setting Up Account 28-J for Special Election Expenses,"
Councilman Munro seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None, Absent: Councilmen
Eschen and Morris, (2).
15. Councilman Broyles introduced and moved the adoption of
"Resolution No. 2025
Establishing a 'Special Gas Tax Street Improvement Fund",
Councilman Munro seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Council-
men Eschen and Morris, (2).
16. Councilman Broyles introduced and moved the adoption of
"Resolution No. 2026
Authorizing the City Attorney to Take Action Against Lgainst the
Board of Publio Utilities re Electric Substation,"
Councilman Munro seconded the motion and on roll call carried by the following vote:

17. Councilman Broyles introduced and moved the adoption of
"Resolution No. 2027
Appointing Frank W. Creely and Edwin Andrews to Succeed
the Firm of West and Andrews as Assistants to the City
Attorney,"
Councilman Munro seconded the motion and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent; Council-
men Eschen and Morris, (2).
18. Councilman Broyles introduced and moved the adoption of
"Resolution No. 2028
In re Former Senator T. C. West
"WHEREAS, Almighty God, in His wisdom, has called to eternal
rest our beloved associate and co-worker, former Senator
T. C. West,
"RESOLVED, that in the passing of Senator West the community
has lost a devoted citizen and a faithful public servant.
"RESOLVED, that these resolutions be spread in full on the
journal of the City Council, a copy sent to the family of
deoedent, and other copies to the public press; and be it
further
"RESOLVED, that when this Council adjourns this day, it do so
in respect to the memory of former Senator T. C. West,"

19 The following ordinance was introduced and laid over under provision of the Charter:
"Ordinance No.
New Series
Amending Sec. 2-533 of the Municipal Code Relating to the
Absence from Duty of Salaried Officials or Employees In-
jured or Disabled in the Course of Their Employment, and
Providing for Their Compensation."
BILLS:
20. An itemized list of claims against the City of Alameda and the several depart-
ments thereof in the total amounts as follows, was presented to the City Council:
General Departments, $1490.43; Police Department, $3.72; Pound Department, $1.28;
Fire Department, 287.48; Street Department $9.39; Health Department, $201.09;
Park Department, $37.57; Store Department, 3296.24; Social Service Department, 13.89;
Library Construction Fund, $6.77; East Bay Municlpal Utility District Payments Fund,
$2493.41.
Councilman Broyles moved, seconded by Councilman Munro, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed
with the City Clerk on January 7th, 1936, and presented to the Council at this meeting
be allowed and paid. On roll call this motion carried by the following vote: Ayes:
Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen
Eschen and Morris, (2).
21. There being no further business to transact, the Council adjourned to meet in ad-
journed regular meeting on Tuesday evening, January 14th, 1936, at 8:30 o'clock P.M.
