1936-01-29 Adjourned Regular MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD WEDNESDAY AFTERNOON, JANUARY 29th . . . . . . . . . 1936 The meeting convened at 3:00 o'clock P.M. with President Roebke presiding. The roll was called, and Councilmen Broyles, Munro and President Roebke, (3), were noted present. Absent: Councilmen Eschen and Morris, (2). 1. Councilman Broyles moved that the regular order of business be suspended, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and Morris, (2). ORDINANCES PASSED: 2. "Ordinance No. New Series An Ordinance Amending Seotion 24 of an Ordinance Entitled 'Establishing Districts or Zones and Regulating Therein the Use of Property, Height of Buildings, and Required Open Spaces for Light and Ventilation of such Buildings, and Repealing all Ordinances in Conflict Herewith, Includ- ing Ordinances Nos. 227 N.S., 319 N.S., and 338 N.S., Excepting, However, the Zone. Map Heretofore Adopted b Ordinance No. 227 N.S., and Referred to in Section (1 Hereof', Relative to Building Permits", Councilman Broyles moved that the ordinance as read be adopted, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and Morris, (2). 3 "Ordinance No. New Series An Ordinance Relating to the Care and Expenditure of Moneys Received from the State of California under the Provisions of Article 5, Chapter 1, Division I of the Streets and Highways Code," Councilman Munro moved that the ordinance as read be adopted, seconded by Councilman Broyles and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen. Eschen and Morris, (2) 4. "Ordinance No. New Series Reclassifying Property (N.E.Corner Union and Central)", Councilman Broyles moved that the ordinance as read be adopted, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and Morris, (2) 5. Councilman Broyles moved that the regular order of business be resumed, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen Esohen and. Mecris, (2). COMMUNICATIONS : 6. A communication was presented from J. J. Grodem, enclosing check for 121.18 to cover expenses for readvertising for bids for the West End Branch Library, and pro- testing payment of same. There being no objection, the communication was ordered filed. 7•17 From the Board of Public Utilities with attached resolutions concerning appropri- ation of $750.00 to the Alameda Chamber of Commerce for advertising. There being no objection, the communication was ordered filed. 8/ From California Municipal Utilities Association, re Senate Interim Committee Investigation. There being no objection, the communication was ordered filed. // 9• From the City Attorney, with attached letter from Hugh H. Donovan, President East Bay Division, California League of Municipalities, relative to the next meeting of the East Bay Regional League being held in Alameda. There being no objections, the communications were ordered filed. 10. From the City Attorney, reporting to the Council upon the hearing held in Los Angeles of the special Senate Committee investigating public utilities, and which he attended. There being no objections, the communication was ordered filed. // 11. From the Board of Police andFire Commissioners, regarding loss of salary of member of the Fire Departnent, Lieut. Frederick Foster, due to injury incurred in line of duty and which incapacitated him from regular duty over period allowed by City Ordinance. There being no objections, the matter was referred to the City Attorney. /12. From the Board of Police and Fire Commissioners, regarding to parking in Bank Alley. There being no objections, the communication was ordered filed. 13. From the League of California Municipalities, regarding service charges for the year 1936. Councilman Broyles moved that the City Clerk correspond with the Secretary of the League of California Municipalities, and explain the fact that only 4160.00 remains in the budget for this service, and see if an adjustment can not be made on the amount of the dues, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and Morris, (2). 14. From the Coroner of Alameda County, recommending the elimination of boulevards in the City of Alameda. There being no objections, the matter was referred to the City Manager. 15.' From Aeolian Yacht Club, regaing a building erected by them on the proposed Naval Base Site, and requesting aid of the City in assisting them to be reimbursed for their loss. There being no objections, the matter was referred to the City Attorney. Councilman Munro introduced and moved the adoption of "Resolution No. 2035 A Resolution Declaring the Result of the Special Election held in the City of Alameda, on Tuesday, January 28, 1936, on the Question of Granting 929.33 Acres of Tide and Submerged Lands to the United States for the Purpose of a Naval Air Base", Councilman Broyles seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3), Noes: None. Absent: Councilmen Eschen and Morris, (2). 18. Councilman Munro introduced and moved the adoption of "Resolution No. 2036 Authorizing the City Attorney to Take an Appeal in the Case of Tilden v. Blood, No. 137694, and in the Case of Board of Public Utilities Commissioners v. Rogers, No. 138477," Councilman Broyles seconded the motion, and on roll call carried by the following vote:, Ayes: Councilmen Broyles, Munro and President Roebke, (3), Noes: None. Absent: Council- men Eschen and Morris, (2). BILLS: 19. An itemized list of claims against the City of Alameda and the department thereof in the total amount as follows, was presented to the City Council: General Departments, $1951.36. Councilman Munro moved, seconded by Councilman Broyles, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on January 29th, 1936, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Council- men Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and Morris, (2). 20. There being no further business to transact, the Council adjourned to meet in regular session on Tuesday morning, February 4th, 1936, at 1. o'clock A.M, Approved by the Council this ay of F ruary, 1936.
