HELD TUESDAY MORNING, MARCH 17th 1936
The meeting convened at 11 o'clock A.M. with President Roebke presiding.
The roll was called, and Councilmen Broyles, Munro and President Roebke, (3),
were noted present. Absent: Councilmen Eschen and Morris, (2).
MINUTES:
The minutes of the regular meeting of March 3rd and of the adjourned regular
meeting of March 3rd, 1936, were read and approved.
OPENING OF BIDS:
1. Bids for the improving of Maitland Drive from a point about 3450 feet south of
the Bay Farm Island Bridge, southeasterly about 5455 feet to the City limits line
between Alameda and Oakland, consisting of resurfacing the present pavement, were
opened and read, as follows:
Heafey- -Moore Co. 22,179.95
Accompanied by certified check in amount of 42,500.00
Independent Construction Co., Ltd. 22 874.50
Accompanied by .certified check in amount of $2,600.00
Union Paving Co. 27,445.95
Accompanied by certified check in amount of $3,000.00
There being no objections, the bids were referred to the State Highway Commission for
recommendation.
COMMUNICATIONS:
2.1 From the West Alameda Democratic Club, protesting the fingerprinting of Alameda
citizens by the Police Department. There being no objection, the communication was
ordered .filed.
3.1 From the Alameda Improvement Club, recommending the acquiring of a right -of -way
for a street running from Pacific and Main Streets to the Southern .Pacific Company's
shops. Councilman Munro moved that the matter be referred to the City Manager, second -
ed by Councilman Broyles, and on roll call carried by the following vote: Ayes:
Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen
Eschen and Morris, (2).
4." From the City Manager, recommending that contract be awarded to the Hanna Irri-
gation System for sprinkler heads and valves for the golf course, bids for which were
opened at the regular meeting of March 3rd, 1936. Councilman Broyles moved that the
recommendation of the City Manager be adopted and that the Mayor be authorized to
execute ,.a contract which the City Attorney will prepare, seconded by Councilman Munro,
and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro
and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and Morris, (2).
5.( From California Beaches Association requesting attendance of onee or more members
of the Council at conference on the subject of beach erosion, to be held on March
28th, 1936, at La Jolla. There being no objection, the communication was ordered
filed.
6./ From the City Manager, notifying that he had filed plans and specifications,
with breakdown, with the Works Progress Administration for the proposed new Stadium..
There being no objection, the communication was ordered filed.
7..f From the City Manager, recommending that the sum of $1500 be transferred from
budget account 70 -c to account 28 -f to cover unforseen expenses in connection with
checking petitions, no allowance having been made for this expense. Councilman
Broyles moved that the City Manager's recommendation be concurred in, seconded by
Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen
Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and
Morris, (2).
8./ From the City Manager, advising of claim in amount of $1781.20, filed against
the City of Alameda by Sarah E. Hult, and recommending that this claim be rejected.
Councilman Broyles moved that the City Manager's recommendation be concurred in,
seconded by Councilman Munro and on roll call carried by the following vote: Ayes:
Councilmen Broyles, Munro and President Roebke, (3) Noes : None. Absent: Councilmen
Eschen and Morris, (2).
9,/ From the City Attorney, referring to communication from T.L.E.Haug relative to
bay bridge transportation by means of bus feeder service, and recommending against any
consideration of the plan at this time as he believes there is yet a chance of obtain-
ing direct service to and from San Francisco. There being no objection, the communi-
cation was ordered filed.
10./ From the City Clerk, certifying to sufficiency of referendum petition entitled,
"Referendum Petition Protesting the Passage of Ordinance No. 561, New Series, etc."
Councilman Munro moved that the matter be referred to the City Attorney for advice
as to what action may be necessary, seconded by Councilman Broyles and on roll call
carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke,
(3). Noes: None. Absent: Councilmen Eschen and Morris. (21_
Pier. Councilman Broyles moved that this matter be taken up by the Police and Fire
Commission with the East Bay Safety Council, seconded by Councilman Munro and on roll
call carried by the following vote: Ayes: Councilmen Broyles, Munro and president
Roebke, (3). Noes: None. Absent: Councilmen Eschen and Morris, (2).
12.x` From the Board of Police and Fire Commissioners, protesting the untidy condition
of Police and Fire quarters in the City Hall, and requesting more adequate janitor
service. There being no objection, the communication was ordered filed.
13./ From the Board of Police and Fire Coimnissioners, requesting installation of three
flasher signals to be placed at Central Avenue and Park Street, Santa Clara and Park
Street and at Santa Clara Avenue and Webster Street. There being no objections, the
communication was referred to the Safety Council.
14.1/ From 'William Carleton, tendering his resignation as a member of the Board of Edu-
cation. Councilman Broyles moved that the resignation be accepted with regret, secondei
by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen
Broyles, Munro and President Roebke,(3). Noes: None. Absent: Councilmen Eschen and
Morris, (2).
RESOLUTIONS:
16. Councilman Munro introduced and moved the adoption of
"Resolution No. 2041
Re Application for Advance Payment of Total Cost of
Branch Library Building, from Federal Emergency Ad-
ministration of Public Works,"
Councilman Broyles seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Council-
men Eschen and Morris, (2).

was presented, and Councilman Broyles moved that the request be laid over until the
next meeting, seconded by Councilman Munro and on roll call carried by the following

Councilmen Eschen and Morris, (2).
17. Councilman Broyles introduced and moved the adoption of
"Resolution No. 2042
Setting up a Separate Account for the Branch Library,
to be Known as the'Construction Account. ",
Councilman Munro seconded the motion and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Council
men Eschen and Morris, (2).
BILLS:
18. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments, 05491.01; Police Department, $13.70; Fire Department, $371.25; Street
Department, 2.75; Health Department, $186.59; Park Department, $84.59; Golf Course
Department, l 00.26; Store Department, $1928.44; Social Service Department, $51.51,
Initiative Relief Fund, $160.00, Library Construction Fund, 'fin "•4.99; Gas Tax Fund,
$14.66 and Street Improvement Fund, $16.40.
Councilman Munro moved, seconded by Councilman Broyles, that the claims and bills a-
gainst the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on March 17th, 1936, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the following vote: Ayes:
Councilmen Broyles, Mnro and President Roebke, (3). Noes: None. Absent: Councilmen
Eschen and Morris, (2.
There being no further business to transact, the Council adjourned to meet in
adjourned regular session Tuesday morning, Mar 24th, 1936, at 11 o'clock A.M.
