HELD TUESDAY MORNING, IMIAY 19th 1936
The meeting convened at 11 :00 o'clock A.M. with President Roebke presiding.
The roll was called and Councilmen Broyles, Munro and President Roebke, (3). were
noted present. Absent: Councilmen Eschen and Morris, (2).
MINUTES:
The minutes of the regular meeting of May 6th, 1936, were read and approved.
CO M to ICATIONS:
1. / From Oakland Plumbing Supply Co., requesting refund of $10.00 deposit they placed
on sprinkler system specifications, which have been misplmed. Councilman Broyles moved
that the deposit be returned, seconded by Councilman Munro and on roll call carried by
the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes:
None. Absent: Councilmen Eschen and Morris, (2).
2. / From-the City Manager, informing the Council of a meeting soon to be held to adjust
the problem of left -hand turns by northbound traffic at the Oakland entrance of Posey
Tube. There being no objections, the communication was ordered filed.
3./ From the City Manager, stating the general contractor and architect on construction
of Branch Library building has requested an extension of time, and that the Architect
has recommended a 30 day extension. Councilman Munro moved, seconded by Councilman
Broyles, that this request be granted, and on roll call carried by the following vote:
Ayes: Counoilmen Broyles, Munro,. and President Roebke, (3). Noes: None. Absent: Council-
men Eschen and Morris, (2).
4. From Robert Vallandigham, protesting various noises in the City of Alameda. There
being no objection, the communication was ordered filed.
5.( From Bureau of Electricity, submitting copy of resolution which transferrs X286.20
from the Bureau of Electricity Fund to the General Fund as a dividend for buying
electric ranges for the Fire Department.
Another communication was also presented from the Board of Public Utilities regard-
ing the operation of two -way radios in police oars.
Councilman Broyles moved that these matters be referred to Committee of the Whole to
consist of members of the Council and Board of Police and Fire Commissioners, seconded
by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen
Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen Eschen and
Morris, (2).
6. From Board of Police and Fire Commissioners, requesting an appropriation of $50.00
to cover Police Officer B. C. Bridges' expenses at the State Convention of Identifica-
tion Experts at Santa Monica on May 27, 28 and 29. Councilmen Munro moved, seconded
by Councilman Broyles, that this request be concurred in and the sum of $50.00 be
appropriated for the purpose mentioned.
7.// From Frank W. Creely, Attorney at Law, enclosing copy of Fin of Fact and Con-
clusions of Law in the case of Bowes vs. the City Council, together with bill in sum
of $450.00 covering various matters. Councilman Broyles moved that the report be
filed and the bill passed for payment, seconded by Councilman Munro and on roll call
carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke,
(3). Noes: None. Absent: Councilmen Eschen and Morris, (2).
8.7"` From the Board of Public Utilities, requesting a forty minute parking zone
be established on the west side of Everett Street, commencing at Santa Clara Avenue
and running south to the driveway in the rear of the Bureau of Electricity. Council-
man Broyles moved, seconded by Councilman Munro, that this matter be referred to
the City Attorney for preparation of the proper ordinance, and on roll call carried
by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3).
Noes: None. Absent: Councilmen Eschen and Morris, (2).
9. A. motion was made by Councilman Broyles, seconded by Councilman Munro, that the
City Manager be authorized to investigate the matter of a municipal recreation camp,
inquire into available sites, and to obtain reports and data from other communities
and report his findings back to the Council. This motion carried by the following
vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent:
Councilman Eschen and Morris, (2).
RESOLUTIONS INTRODUCED:
10. Councilman Munro introduced and moved the adoption of
"Resolution No. 2051
Cancelling Taxes on Real Property Acquired or About
to be Acquired in the Name of the City",
Councilman Broyles seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Council-
men Eschen and Morris, (2).
11. Councilman Broyles introduced and moved the adoption of
"Resolution No. 2052
Relative to the Extermination of Rats",
Councilman Munro seconded the motion, and on roll call carried by the following
vote: dyes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent:
Councilmen Eschen and Morris, (2).
12. Councilman Broyles introduced and moved the adoption of
"Resolution No. 2053
Re Bids for Newspaper Advertising",
Councilman Munro seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent:
Councilmen Eschen and Morris, (2).
BILLS:
13. An itemized list of claims against the City of Alameda and the several depart -
ments thereof in the total amounts as follows, was presented to the City Council:
General Departments, $6681.40; Police Department, $58.13; Fire Department $218.68;
Street Department, $197.59; Health Department, $104.82; Park Department, 0160.60;
Golf Course Department, $320.98; Store Department, $3182.29; Social Service Depart-
ment, $40.57; Initiative Relief Fund, $132.00; Library Construction Fund, $200.00;,
Street Improvement Fund, $30.82 and Gas Tax Fund, $77.73.
Councilman Munro moved, seconded by Councilman Broyles, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed
with the City Clerk on May 19th, 1936, and presented to the Council at this meeting
be allowed and paid. On roll call this motion carried by the following vote: Ayes:
Councilmen Broyles, Munro and President Roebke, (3). Noes: None. Absent: Councilmen
Eschen and Morris, (2).
14. There being no further business to transact, the Council adjourned to meet
in adjourned regular session on Saturday morning, May 23rd, 1936, at 9:00 o'clock
A.M.
