1936-06-16 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF TffE CITY OF ALAIZDA HELD TUESDAY 1IORNING, JUNE 16th 1936 The meeting convened at 11 o'clock A.M. with President Roebke presiding. The roll was called and Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5), were noted present. Absent: None. The minutes of the regular meeting of June 2nd and the adjourned regular meeting of June 9th, 1936, were approved as read. OPENING OF BIDS: 1.V The following bids for improvement of Maitland Drive were opened and read: Heafey-Moore Co. $24,211.60 Accompanied by certified check for $2500.00 Union Paving Co. 25,586.35 Accompanied by certified check for $3000.00 Ransoira Company 26,643.30 Accompanied by certified check for $2700.00 Councilman Broyles moved that the City Engineer refer these bids to the State Highway Commission for recommendation of award, seconded by Councilman Eschen, and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and - President Roebke, (5). Noes: None. Absent: None. COMhUNICATIONS: 2./' From Civic League of Improvement Clubs and Associations relative to continuation of present ferry service to Alameda and requesting a representative of the City to attend their meeting on Tuesday, June 16th, at 4 o'clock. There being no objeotion the communication was ordered filed, and the City Attorney and the City Manager request- ed to be present at this meeting. 3.7 From the Alameda Chamber of Commerce and Alameda Dahlia Society, regarding the annual Dahlia Show to be held August 30th and 31st, and requesting an appropriation of $175 to help defray costs. There being no objection, the matter was referred to the City Attorney, and the communication ordered filed. 4. From the City Manager, recommendinp; the creation of a new position, to be known as Office Deputy, in the office of the Auditor and Assessor, salary to be $140.00 per month and effective July 1st, 1936. Councilman Broyles moved that this recommendation be concurred in, seconded by Councilman Munro and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. 5•/ From East Bay Municipal Utility District, extending an invitation to attend a picnic at Pardee Dam on Sunday, June 21st, There being no objections the communication was ordered filed. 6./ From the League of California Municipalities, regarding Civil Service, and contain- ing four proposed ordinances. Councilman Munro moved that the communication be referred to the City Attorney for investigation and report, seconded by Councilman Eschen and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None, 7./ Mrs. Wynn Louthain addressed the Council with regard to D.A.W.N., a proposed enterprise to be supported by the Board of Supervisors and East Bay Cities, for advertis- ing said cities by means of tourists' busses conducting daily trips. There being no objection, this matter was referred to the City Attorney as to the legality of the City contributing to the support of such an undertaking, should the City desire to do so. 8./ Mr. Frank Gottstein addressed the Council regarding an appropriation of money to the Sea Scouts for use of their boat during emergencies. it was moved by Councilman Morris that the City Manager, Fire Department and Legal Department be authorized to in- vestigate the matter, and that the City .Engineer be requested to ascertain the value of the boat, seconded by Councilman Eschen, and on roll call carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Ro bke, (5). Noes: None. Absent: None. RESOLUTIONS: 9. Councilman Munro moved that "Resolution No. Transferring $10,844.00 from General Fund Account 162 to School; Transferring $3,000.00 from General Fund Account 156 ,to Library Construction No. 2; Transferring 01,500.00 from General Fund Account 142 to Interest and Redemption; Transferring $1,200.00 from Library Account 20 to Library Construction No. 2; Trans- ferring $3,000.00 from Police Account 26 to City Attorney Account 44; Transferring $2,500.00 from Fire Account 24 to City Hall Account 30; Transferring $1,500.00 from Unemployment Account 82 + rig+, an carried by the following vote: Ayes: Councilmen Broyles, Eschen, Morris, Munro and President Roebke, (5). Noes: None. Absent: None. 10. Councilman Broyles introduced and moved the adoption of "Resolution No. 2062 Authorizing and Instructing the City Attorney and His Assistant to Defend Case No. 140,177, Entitled Norman C. Bates, et al., v. Sherman G. Blood," Councilman Munro seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Noes: Councilmen Eschen and Morris, (2). Absent: None. FILING: 11. The Clerk presented for filing: Financial Report of Jordan & Ticoulet, Special Accountants, as of May 3lst, 1936. BILLS: 12. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departmen% $3120,73; Police Department, 472.52; Pound Department, 2.62; Fire Department, $133.69; Street Department,418.90; Health Department, 134.44; Park Department, $322.85; Golf Course Department, 4428.00; Store Department, $1798.77; Social Service Department, $68.78; Initiative Relief Fund, $64.00; Library Construction Fund No. 2, $10.52* Gas Tax Fund, $40.27; Gas Tax Fund No. -2; $4995.50; Street Improvement Fund, 6.48. Councilman Munro moved, seconded by Councilman Broyles, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on June 16th, 1936, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Broyles, Munro and President Roebke, (3). Nbes: Councilmen Eschen and Morris, (2). Absent: None. -13. There being no further business to transact, the Council adjourned to meet in adjourned regular session on Monday morning, June 29th, 1936, at 11 o'clock A.M.
