1936-09-24 Adjourned CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD THURSDAY EVENING, SEPTEMBER 24th, .. . .. . . . 1936 The meeting convened at 8 o'clock P.M. with President Eschen presiding. The roll was called, and Councilmen Carrington, Godfrey, Morris, Weichhart and President Eschen, (5), were noted present. Absent: None. MINUTES: The minutes of the regular meeting of September 15th and of the adjourned regular. meeting that was scheduled to be held. September 22nd, 1936, were read and approved. OPENING OF BIDS: 1. The Clerk then proceeded to open bids for a street sweeper for the Street Depart- ment; as follows: ASSOCIATED EQUIPMENT COMPANY, Ltd. Accompanied by certified check for $735.00, and 25.00 for 1 - Elgin Model "20* Motor Pick-up Sweeper for.... 7350.00 Less 2 per cent cash discount within 30 days after delivery, plus State tax. THE AtJST]N-WESTERN ROAD MACHINERY GO. Accompanied by a certified check for for 1 - Austin-Western Motor Pick-up Simper 7350.00 Less 2 per cent cash discount, 30 days, plus sales or use tax. Action on the bids was deferred, to be taken up under "Unfinished Business". COMMUN ICATIONS: $735.00 2. A communication was presented from the City Manager and the Chief of Police, informing the Council that they recommend an amendment of Title XVII of the Traffic Regulations of the Alameda Municipal Code to provide for boulevard STOP signs, as recommended by the Board of Police and Fire Commissioners, on Lincoln Avenue at both the easterly and westerly lines of Gibbons Drive. On motion of CouncilmAn Godfrey, second- ed by Counciludan Morris and unanimously carried, the recommendation was adopted, and the City Attorney requested to draw the necessary ordinance. 3. From C. C. Howard, in reference to transportation. The Mayor stated that the Council has the matter under consideration, and the communication was ordered filed. , 4. From the Citizens Liquor Law Enforcement Committee, in reference to Propositions 3 and 9, to be voted on at the General Election November 3rd. The communioation was ordered filed. 5. From the State of California Department of Natural Resources, in reference to Proposition 4, to be voted on at the November 3rd election. The communication was ordered filed. 6. A petition signed by fifty-six persons protesting the erection of sign board on property at northwest corner of Central Avenue and Eighth Street, requesting that the present sign be removed and no more erected. The communication was referred to the City Manager and the City Attorney, with the suggestion that they consult with the City Planning Commission, providing that Commission has jurisdiction in the matter. ,7. From the City Manager, suggesting that an alustment be made in his salary, and that it be set at t350.00 per month. The communication was referred to the Committee of the Whole. RESOLUTIONS and ORDINANCES INTRODUCED: 8. Councilman Morris introduced and moved the adoption of "Resolution No. 2101 Calling General Municipal Election to be Held inthe City of Alameda on November 3, 1936; Consolidating Said General Municipal Election with the General State Election to be Held on the Same Date and in the Same Territory, and Requesting the Board of Supervisors of Alameda County to Order Such Consolida- tion and Authorizing said Board of Supervisors to Canvass the Returns of Such Consolidated Elections," Councilman Weichhart seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris, Weichhart and President Eschen, (5). Noes: None. Absent: None. 9. Councilman Moirrls introduced and moved the adoption of "Resolution No. 2103 Fixing the Salaries of the Officers and Members of the Following Departments: Auditor and Assessor, Building Inspector, City Clerk, City Attorney, Administrative Department, Golf Course, Social .Service, Parks and Playgrounds, Street, Health, Pound, Treasurer and Tax Collector of the City of Alameda", Councilman Weichhart seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, ,Godfrey, Morris, Weichhart and President Eschen, (5). Noes: None. Absent: None. 11. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2104 Fixing the Salaries of the Members of the Police and Fire Departments," Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris, Weichhart and President Roshene, (5). Noes: None. Absent: None. 12. Councilman Weichhart introduced and moved the adoption of "Resolution No. 2105 Authorizing Execution of Documents with Department of Public Works, State of California", Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris, Weichhart and President Escheat (5). Noes: None. Absent: None. UNFINISHED BUSINESS: 13. The bids for the street sweeper were referred to the City Manager and the City Eng- ineer for their recommendation, and a recess declared in order that the bids might be examined, following which, the session was resumed and the City Manager and the City Eng- ineer recommended that the contract be awarded to the Associated Equipment Company, Ltd., for one Elgin Model "20" motor pick-up sweeper. On motion of Councilman Morris, seconded by Councilman Godfrey and on roll call carried by the following vote, the recommendation was adopted and the City Attorney instructed to draw the contract. Ayes: Councilmen Carrington, Godfrey, Morris, Weichhart and President Eschen, (5). Noes: None, Absent: None. On motion of Councilman Godfrey, seconded by Councilman Morris, the City Clerk was instructed to return the certified check tothe unsuccessful bidder, and the motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris, Weichhart and President Eschen, (5). Noes: None. Absent: None. V14, The City Attorney addressed the Council in reference to the communication of the Alameda Tennis Championships Committee read at the last meeting, and referred to him for opinion, in which an appropriation of 00.00 was requested for the Junior Tennis Championships Tournament, and informed the Council that unless it was for definite advertising of the City of Alameda, the appropriation would be illegal. The City Manager was instructed to answer the communication and so inform the writer and suggest that the matter be taken up with the Chamber of Commerce. NEW BUSINESS: 15. Approval of the bond of D. Elmer Dyer as City Clerk, in the amount of $2000.00. ORDINANCES FOR PASSAGE: 16. "Ordinance No. New Series RECLASSIFYING PROPERTY" (Known as 911 Santa Clara Avenue), Councilman Morris moved, seconded by Councilman Weichhart, that the ordinance as read be adopted, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris, Weichhart and President Eschen, (5). Noes: None. Absent: None. 17. "Ordinance No. New Series RECLASSIFYING PROPERTY (Known as 2024 San Antonio Avenue)", Councilman Godfrey moved, seconded by Councilman Weichhart, that the ordinance as read be adopted, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris, Weichhart and President Eschen, (5). Noes: None. Absent: None. 18. "Ordinance No. New Series An Ordinance Amending Section 2-115 of h Alameda Municiyal Code", Councilman Morris moved, seconded by Councilman Weichhart, that the ordinance as read be adopted, and on roll call carted by the following vote: Ayes: Councilmen,Carrington, Godfrey, Morris, Weichhart and President Eschen, (5).
