HELD TUESDAY EVENING, OCTOBER 6th • 1936
The meeting convened at 8 o'clock P.M. with President Eschen presiding.
The roll was called, and Councilmen Carrington, Godfrey, Morris, Weichhart and Presi-;
dent Eschen, (5), were noted present. Absent: None.
ES:
The minutes of the adjourned regular meeting of September 24tt, 1936 and of the reg-
ular meeting of October 6th, were read and 'approved.
COMMUNICATIONS:
v 1. A communication was presented from T. L. Christianson, in reference to claim of J. J.
Grodem for $121.18, the cost of readvertising for bids on Branch Library Building, paid
under protest. The communication was referred to the City Attorney.
V2, From the City Attorney, recommending to the Council that the property at the north-
east corner of Union Street and Central Avenue be reclassified from Business District,
Class V, to Residence District, Class II on the Council's own motion. On motion of
Councilman Morris, seconded by Councilman Weichhart, the recommendation was adopted unan
tmously.
/3. From the City Planning Commission, recommending the reclassification of property
known as 2225 Central Avenue, from Residence District, Class II, to Business District,
Class III, for the purpose of constructing a office building. On motion of Councilman
Morris, seconded by Councilman Carrington, the recommendation was unanimously adopted.
4 4. From the Building Inspector, requesting permission to attend the Pacific Coast
Building Offidials' Conference being held in San Francisco on October 5 to 8, 1936, in-
clusive, and requesting an allowance of §15.00 to cover his expenses. On motion of
Councilman Weichhart, seconded by Councilman Carrington, the permission was granted and
the amount of $15.00 for expenses allowed, by the following vote: Ayes: Councilmen
Carrington, Godfrey, Morris, Weichhart and President Eadhen, (5). Noes: None. Absent:
None.
/51• From the Alameda Charter Study Group, requesting the appointment of not less than
fifteen citizens to frame a new charter or charter amendments. After the Council had
been addressed by Mr. R. E. Bosshard, Councilman Morris moved, seconded by Councilman
Carrington, that the Mayor be authorized to appoint such a Committee, subject to the
approval of the Council, which motion was carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Morris, Weichhart and President Eschen, (5). Noes: None. Absent:
None.
/6. From the Local Option League of California, in reference to Proposition No. 9
appear on the November 3rd ballot. The communication was ordered filed.
V7. From the City Manager, in reference to a proposed National Guard Armory in Washing-
ton Park, estimating the cost of reconstructing and alterations in the present building
would be in the neighborhood of $50,000. The communication was referred to Committee of
the Whole.
/8. From Veterans' Welfare Board of the State of California, enclosing a petition for
cancellation of certain taxes on real property owned by the Board. The communication
was referred to the City Attorney.
/9. From the East Bay Regional Park District, addressed to the Mayor, cotaining an in
vitation to the formal opening of the Regional Parks on October 18th, 1936. The Mayor
informed the Council that he had replied to the invitation.
v10. From the Disabled American Veterans of the World War, Alameda Chapter No. 8, address-
ed to the Mayor and inviting the members of the Council to attend public installation of
officers to be held on Wednesday evening, October 7th, 1936. The Mayor informed the
Council that he had answered the invitation.

Councilman Godfrey seconded the motion, and on roll call carried by the following vote:

Councilman Carrington seconded the motion, and on roll call carried by the following vote:

Councilman Morris moved, seconded by Councilman Weichhart, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed
with the City Clerk on October 6th, 1936, and presented to the Council at this meeting
be allowed and paid. On roll 'call this motion carried by the following vote: Ayes:
Councilmen Carrington, Godfrey, Morris, Weichhart and President Eschen, (5). Noes:
None. Absent: None.
17. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, October 20th, 1936, at 8 o'clock P.M.
