1936-11-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OY THE CITY OF ALAMEDA HELD TUESDAY EVENING, NOVEMBER 17th . . . . . 1936 The meeting convened at 8 o'clock P.M. with President Eschen presiding. The roll was called, and Councilmen Carrington, Godfrey, Morris, Weichhart and President Eschen, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting of November 4th, 1936, were approved after the following correction was made in record of vote on Resolution No. 2115, Rejecting Claim of Sidney Traver, by adding, "Councilman Weichhart seconded the motion, and on roll call carried by the following vote: Ayes: Councilman Carrington, Godfrey, Morris, Weichhart and President Eschen, (5). Noes: None. Absent: None." 2. On motion of Councilman Morris, seconded by Councilman Godfrey and unanimously carried the regular order of business was suspended to proceed under "New Business". NEW BUSINESS: /3. A resolution was presented from the Board of Supervisors of the County of Alameda, giving the result of the canvass of the returns of the General Municipal Election of November 3rd, 1936. Councilman Morris introduced and moved the adoption of "Resolution No. 2116 Declaring Result of General Municipal Election", Councilman Godfrey seconded the motion and on roll call the resolution was adopted by ,the following vote: Ayes: Councilmen Carrington, Godfrey, Morris, Weichhart and President Eschen, (5). Noes: None. Absent: None. Thereupon the newly elected Councilmen executed their oaths of office, and the following newly elected members of the Council assumed their seats: William R. Calcutt, Fred L. Krumb, Rix Maurer and Henry A. Weichhart. /4. On motion of Councilman Calcutt, seconded by Councilman Krumb, and unanimously car- ried, Councilman Weichhart was appointed Vice President of the Council. 5. On motion of Councilman Maurer, seconded by Councilman Weichhart and unanimously . carried, the Council proceeded under the regular order of business. WRITTEN COMMUNICATIONS: , 6. A communication was presented from Peter Laplace, 1416 Park Avenue, requesting that parking be regulated in front of his place of business known as the Alameda French Bakery, as the present unlimited parking interfers with his business. The communication was referred to the City Manager, 7. From W. L. Chadwick, in referenoe to installment payments on delinquent taxes. The communication was ordered filed. AB. From Thos. A. Walsh, requesting a gratuitous license to sell merchandise. The pet- ition was referred to the City Manager for investigation. 9. From Russell H. Dress, Disabled World War Veteran, requesting a gratuitous license, to sell merchandise. The petition was referred to the City Manager for investigation. /10. From Pacific Coast Fisheries Institute, in reference to proposed legislation reg- ulating sardine fisheries. The communication was ordered filed. From Hoppert & Bergesen, applying for a revocable permit to operate an outdoor sales lot for automobiles at 2435 Central Avenue. The communication was referred to the City Planning Commission for its recommendation. ,,12, From Veteran Firemen's Association, extending an invitation to the Council to attend its annual banquet on November 18th, 1936, ac ompanied by complimentary tickets. The Mayor, James N. Eschen, recommended that as many members of the Council as possible attend. REPORTS OF COMMITTEES OFFICIALS ETC. 13. From the City Planning Commission, recommending the reclassification of property known as 1240 Broadway, from Residential District, Class I, to Residential District, Class II. On motion of Councilman Weichhart, seconded by Councilman Maurer, and unanimously carried, the recommendation was adopted. /14. From the Board of Police and Fire Commissioners, recommending that an ordinance be passed changing the present diagonal parking to parallel parking on Central Avenue from Walnut Street to Park Avenue. The communication was referred to the City Manager and the Chief of Police for recommendation, /15. From the Department of Public Utilities, accompanied by a copy of resolution transferring 1200,00 from Bureau of Electricity Fund to the General Fund for purposes of publicity, and requesting that the Council remit a like amount to the Alameda Chamber of Commerce. The communication was ordered filed. v16,From the City Manager, recommending to the Council that the mmprovenient work per- formed by Heafey-Moore Company on Maitland Drive, be accepted. The communication was , ordered filed. ORDINANCE3INTRODUCED: 17. The following ordinancesiere introduced and laid arer, under provision of the Charter: "Ordinance No. New Series Reclassifying Property (Property Known as 1240 Broadway)" "Ordinance No. New Series Amending Sections 4 and 5 of an Ordinance Ent tled: 'An Ordinance Establishing Districts or Zones and Regulating Therein the Use of Property, Height of Buildings, and Required Open Spaces for Light'and Ventilation of Such Buildings, and Repealing All Ordinances in Conflict Herewith, Including Ordinances Nos. 227, N.S., 319 N.S., and 338 N.S., Excepting, However, the Zone Map Heretofore Adopted by Ordinance No. 227 N.S., and Referred to in Section (1) Hereof,' as Amended". NEW BUSINESS: 18. On motion of Councilman Calcutt, seconded by Councilman Krumb and unanimously carried, the City Manager was requested to 'investigate the lighting system in Lincoln Park. '119. Councilman Calcutt addressed the Council on the subject of sowers emptying into the Bay on the South Shore, and was informed by the City Manager that he and the City Engineer were now investigating all such sewers. • 20. On motion of Councilman Calcutt, seconded by Councilman Krumb and unanimously carried, a committee was appointed to investigate the possibility of establishing a municipal yacht harbor, to consist of the City Manager, the City Engineer, Mr. Harry Knight, Mr. George Postel, Mr. J. A. Cassidy, Mr. C. F. Benham and Mr. D. M. Henderson. v 21. Councilman Calcutt suggested that the City Manager and the city Engineer confer with the Board of Public Utilities Commissioners concerning the possibility of either increasing the service rendered by the municipal bus line in the West End of the City, or abandoning the service. Councilman Weichhart and Krumb expressed themselves as opposed to any discontinuance of the present service. /22, Councilman Caloutt made a motion that failed of a second, that a committee be appointed to confer with the Board of Public Utilities Commissioners in reference to transportation and the possibility of a municipal ferry -system. Mayor James N. Eschen stated that a committee has been appointed to investigate methods of transportation, and the City Manager informed the Council that a complete investigation of this problem is being made and he expected that a report from the committee would be ready in two weeks. RESOLUTIONS: 23. Councilman Weiehhart lntroduoed and moved the adoption of "Resolution No. 2117 Transferring $555.01 from the Library Construction to the General Fund", d#2 Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Calcutt, Krumb, Maurer, Weichhart and Iresident Eschen, (5). Noes: None. Absent: None. 24, Councilman Krumb introduced and moved the adoption of "Resolution No. 2118 Accepting Improvement of Maitland Drive", Councilman Weiohhart seconded the motion, and on roll call carried by the following vote: Ayes: CouncilmenCalcutt, Krumb, Maurer, Weichhart and President Eschen, (5). Noes: None. Absent: None. 25. Councilman Calcutt introduced and moved the adoption of "Resolution No. 2119 Transferring $20,739.58 from Gas Tax Fund #2 to Gas Tax Fund #1", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Calcutt, Krumb, Maurer, Weichhart and President Eschen, (5). Noes: None. Absent: None. ORDINANCES PASSED: 26. "Ordinance No. New Series classifying Property (Northwest Corner of Santa Clara Avenue and Chestnut.Street)n, Councilman Krumb moved that the ordinance as read be adopted, seconded by Councilman Maurer, and on roll call carried by the following vote: Ayes: Councilmen Calcutt, Krumb, Maurer, Weichhart and President Eschen, (5). An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General De- partments, $5564.60; Police Department $2097.48; Pound Department, $181.14; Fire De-- partment, $371.37; Street Department, $7916.79; Health Department, 239.60; Park Depart- ment, 045.24; Golf Course Department, $1022.27; Store Department, 1394.42; Social Service Department, $45.53; Initiative Relief Fund, $15 0.00; Street Improvement Fund, 55.40; East Bay Mun.Utilit District Payments Fund, $2493.92; Library Construction Fund 1, $2930.62; Gas Tax Fund 1, $20,739.58. Councilman Calcutt moved, seconded by Councilman Krumb, that the claims and .bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on November 17th, 1936, and presented to the Council at,this meeting be allowed and paid. On roll call, this motion carried by the following vote: Ayes: Councilmen Cal - cutt, Krumb, Maurer, Weichhart and President Eschen, (5). Noes: None. Absent: None. 36. Councilman Krumb at this time referred to a previous term he served on the City Coun oil beginning in 1909, and assured the Council of his intention to give full cooperation in promoting the best interests of the City., 37.
