in the absence of President Eschen.

The roll was called, and Councilmen Calcutt, Krumb, Maurer
were noted present. Absent: President Eschen, (1).
MINUTES:
1. On motion of Councilman Maurer, seconded by Councilman Krumb and unanimous
the minutes of the regular meeting of November 17th, 1936, were approved as wri
WRITTEN COMMUNICATIONS:
/2. A communication was presented from W. F. and. Fanny J. Chipman and Mrs. E. W. C. Tripp
requesting that a moratorium be declared for the payment of-delinquent taxes. The -
communication was ordered filed.
/3. From the Fernside Home Owners Association, enclosing a resolution protesting against
the emptying of sewers into the estuary. On motion of Councilman Krumb, seconded by
Councilman Maurer and unanimously carried, the communication was referred to the City
Engineer and the City Manager for their recommendation.
14. From George P. Miller, member of the Assembly of the 14th District, expressing a
desire to cooperate with the Council in any matters pertaining to the City, and recommend-
ing elimination of the grade crossing at 23rd and Railroad Avenues, Oakland, and the ,
establishing of a branch of the State Free Employment Bureau in Alameda. The communica-
tion was referred to the Committee of the Whole.
/5, From George J. Hatfield, Lieutenant-Governor of California, enclosing a copy of his
recommendation to Governor Merriam and the members of the Bay Bridge Toll Authority, for
a lower toll for passenger cars on the San Francisco-Oakland Bay Bridge. The communica-
tion was ordered filed.

/6. From W. D. Anderson, requesting that the Council take some action to prevent dogs
from running loose in the City. The communication was accompanied by a petition signed
by sixty-nine (69) residents. After the Council had been addressed on the subject by
Mr. Anderson, Mr. Oppenheimer and others, the communication was referred to the City
Manager.
7, From Marie E. Eden, protesting the unrestricted parking of autos on Webb Avenue, -
east of Everett Street, and recommending the opening of Webb Avenue to Broadway. The
communication was referred to the City Manager.
/8. From the Veterans' Welfare Board of the State of California, enclosing a petition for
the cancellation of certain taxes on property owned by the Board in this City. The
communication was referred to the City Attorney.
/9. From the Alameda County Mosquito Abatement District, requesting that the Council pass
a resolution appointing a Trustee from this City for the two-year term ending January 2nd,
1939. The communication was referred to the City Attorney and the City Manager for their
recommendation.
REPORTS OF COMMITTEES:
AO. From the Mayor, City Manager and Auditor, reporting they had counted the money and
securities in the City Treasury on November 19th, 1936, and found the amount in the control
of the City Treasurer was the amount which should have been in the City Treasury at that
time. The communication was ordered filed.
/11. From the City Manager requesting that the budget of the Social Service Department
be increased by the sum of 4325.00. The communication was ordered filed.
/12. From the City Manager, recommending the passing of an ordinance establishing a
forty minute parking zone on the west side of Everett Street, commencing at the intersec-
tion of the west line of Everetti9tdPtfte south line of Santa Clara Avenue, thence running
southerly on Everett Street, a distance of one hundred and twenty (120) feet. The
communication was ordered filed.
113. From the City Manager, recommending the establishing of a forty minute parking zone
on the east side of Park Avenue, commencing at a point 169.67 feet south of the intersec-
tion of Santa Clara Avenue, and the east line of Park Avenue, thence running southerly
thirty-eight (38) feet. The communication as ordered filed.
, 14. From the City Manager, recommending to the City Council that the City Clerk be
authorized to advertise for bids, to replace the gutters on the City Hall Building, in
accordance with plans and specifications on file with the City Clerk. On motion or
Councilman Maurer, seconded by Councilman Krumb, the City Clerk was instructed to ad-
vertise for bids for the work. This motion .ws on roll call carried by the following
vote: Ayes: Councilmen Calcutt, Krumb, Maurer and Weichhart, (4). Noes: None.
Absent: President Eschen, (1).
115. From the City Planning Commission, recommending that a revocable permit be granted to
Hoppert & Bergesen, to use the property known as 2435 Central Avenue, owned by Mrs. L. E.
Ritchie for a sales lot for used automobiles. On motion of Councilman Krumb, seconded by
Councilman Maurer, a revocable permit such as described was granted. This motion was on
roll call carried by the following vote: Ayes: Councilmen Calcutt, Krumb, Maurer and
Weichhart, (4). Noes: None. Absent: President Eschen, (1).
ORDINANCES INTRODUCED:
16. The following ordinanoe was introduced and laid over under provision of the
Charter:

NEW BUSINESS:
J17. Councilman Calcutt moved that the large eucalyptus tree at the corner of Park and
Central Avenues, be illuminated and decorated for the Christmas holidays. After a
general discussion, Councilman Calcutt withdrew his motion, and the City Manager was
directed to have decorated and illuminated the above designated tree; two trees in front
of the City Hall, two trees near the entrance to the Posey Tube and the West End Branch
Library. On motion of Councilman Krumb, seconded by Councilman Calcutt, these in-
structions to the City Manager were adopted by the following vote: Ayes: Councilmen
Calcutt, Krumb, and Weichhart, (3). JToes: Councilman Maurer, (1). Absent: President
Eschen, (1).
/18. On motion of Councilman Calcutt, seconded by Councilman Krumb, the City Attorney
was requested to ascertain from the Southern Pacific Railroad Company, as soon as possible;
whether they intended to take any steps for the renewal of the franchise originally
granted to the South Pacific Coast Railroad Company, for the operation of passenger
trains on Encinal Avenue, expiring on. May 21st, 1937. On roll oall this motion carried
by the following vote: Ayes: Councilmen Calcutt, Krumb, Maurer and Weichhart, (4).
Noes: None. Absent: President Eschen, (1).
9. Councilman Calcutt, requested that a special meeting of the Council be called
within two weeks to receive the report of the Transportation Committee, and that the
meeting be attended by all the councilmen-elect in addition to the present Council and
the representatives of all banks in Alameda.
20. Mr Gottstein addressed the Council in regard to transportation.
21. Councilman Calcutt addressed the Council, in reference to the City insurance and
distribution of the commissions on this insurance to local agents.

24. Councilman Krumb introduced and moved the adoption of

25. Councilman Maurer introduced and moved the adoption of

29. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General

$35.79; Golf Course Department, $128.39; Store Department, $189.46; Social Service

Councilman Calcutt moved, seconded by Councilman Maurer, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on December 1st, 1936, and presented to the Council at this meeting be
allowed and paid. On roll call, this motion carried by the following vote: Ayes:
Councilmen Calcutt, Krumb, Maurer. and Weichhart, (4). Noes: None. Absent: President
Eschen, (1).
30. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, December 15th, 1936, at 8 o'clock P.M.
