1936-12-15 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, DECEMBER 15th 1936 The meeting convened at 8 o'clock P.M. with President Eschen presiding. The roll was called, and Councilmen Calcutt, Krumb, Maurer, Weichhart and President Eschen, (5), were noted present. Absent: None. MINUTES: The minutes of the regular meeting of December lst, 1936, were approved as written. WRITTEN COMMUNICATIONS: A communication was presented from R. W. Flack, City Manager of San Diego, request- ing the cooperation of the Council in securing the appointment of C. F. Reynolds as a ' member of the U. S. Meritime Commission. The communication was ordered filed. v 2. From the Fish & Game Development Association, asking support of legislation to reg- ulate sardine reduction plants. The communication was ordered filed. 3. From Herbert L. Adams, recommending increasing the height of present electric light standards. The communication was.referred to the Board cf Public Utilities Commissioners. 4. From Edward A. Spink, requesting the Council to rezone on its on initiative the property known as 2245 Santa Clara Avenue, Alameda, for the purpose of conducting a mortuary. The communication was ordered filed. ORAL COMMUNICATIONS: 5, Councilman-elect Bert W. Morris addressed the Council in reference to the improve- ment of parks, and recommended that the City Planning Commission cooperate with the City Manager and the City Engineer in designing such improvements. 6. Mr. Frank Gottstein addressed the Council in reference to the improvement and filling in of land adjoining Webster Street from the Segregation Line to the Estuary, and also recommended the construction of sidewalks on the property of the University of California occupied by the San Francisco Bay Airdrome. On motion of Councilman Calcutt, seconded by Councilman Weichhart and unanimously carried, the bids were referred to the City Manager and the City Engineer. REPORTS OF COMMITTEES, etc. 8. From the City Manager, recommending the transfer of $500.00 from Miscellaneous General Account No. 70-b to Police Department Account No. 26-u. On motion of Councilman Krumb, seconded by Councilman Maurer and unanimously carried, the recommendation was adopted. 19. , From the City Manager, referring to communication from W. D. Anderson presented to the last meeting of the Council relative to ordinances banning loose dogs, and informing the Council that he had under investigation ordinances in effect in communities compar- able to our own and would present the result of his investigation to the Council at an early date. The communication was ordered filed. 10. From the Department of Public Utilities, informing the Council that it would prefer not to undertake the work of decorating the eucalyptus tree on Central and Park Avenues, and requesting the Council to make some other arrangements for decorating the tree. The communication was ordered filed, /11. A certified copy of Resolution No. 215 of the Board of Public Utilities Commission- ers, providing for discontinuance of bus service under certain conditions. The resolu- tion was ordered filed. .12. On motion of CouncilmAn Maurer, seconded by Councilman Weichhart and unanimously carried, the bonds of Homer R. Dallas, Treasurer, and F. J. Croll, Auditor and Assessor, were approved. NEW BUSINESS: 713. Councilman Calcutt recommended that the Council take some action to compensate form- er Police Chief Wahmuth for the reduction in his pension, brought about by the reduction of the salary of the present Chief of Police by a former administration. Mayor Eschen expressed the view that there was no legal method to provide for such a reimbursement. /14. Councilman Calcutt addressed the Council on the matter of a number of residents not availing themselves bf the services of the garbage collectors and keeping garbage on their premises without proper disposal. The City Manager 'informed the Council that he now had this condition under investigation. /15. Councilman Caloutt presented to the Council a drawing of a tract of land which had previously been offered to the City for park and bathing beach purposes, and suggested that investigation be made by the proper officials in conjunction with committee of American Legion and Kiwanis Club to ascertain if any property is now available for public bathing beach purposes. RESOLUTIONS: 16. Councilman Krumb introduced and moved the adoption of "Resolution No. 2124 Appointing Member on Board of Trustees of the Alameda County Mosquito Abatement District", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Calcutt, Krumb, Maurer, Weichhart and President Eschen, (5). Noes: None. Absent: None. 17. Councilman Weichhart introduced and moved the adoption of "Resolution No. 2125 Appropriating $500 for Police Department", Councilman Krumb seconded the motion, and on roll call carried by the following vote: Ayes: Councilten Calcutt, KruMb,'MaUrer, Weiohhart and President Eschen, (5). Noes: None. Absent: None. 18. Councilman Maurer introduced and moved the adoption of "Resolution No. 2126 Approving Disoontinuance of Bus Service under Certain Conditions", Councilman Weichhart seconded the motion, and on roll call carried by the following vote: Ayes: COuncilMen'Calouttl'KrUmb, Maurer, Weidhhart and President Eschen, (5). Noes: None. Absent: None. 19. Councilman Calcutt introduced and moved the adoption of "Resolution No. 2127 Rescinding Resolution No. 2122", Councilman Krumb seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Calcutt, Krumb, Maurer, Weichhart and President Eschen,(5). Noes: None. Absent: Nme. ORDINANCE PASSED: 20. "Ordinance No. New Series Adding Section 17-342i to the Alameda Municipal Code, Establishing Forty "Minute Parking Limits", Councilman Krumb moved that the ordinance as read be adopted, seconded by Councilman Maurer, and on roll oall carried by the following vote: Ayes: Councilmen Calcutt, Krumb Maurer, Weichhart and President Eschen, (5). Noes: None. Absent: None. 21. On motion of Councilman Krumb, seconded by Councilman Weichhart the Council reverted back to "New Business". NEW BUSINESS: /22. Councilman Calcutt addressed the Council in reference to the distribution of cir- culars and suggested that a permit be required, as is necessary in adjoining communities. The matter was referred to the City Attorney, Councilman Weiohhart also addressed the Council on this subject and pointed out that such distribution often takes place in the early hours of the morning, disturbing the rest of occupants of the houses where the circulars are distributed, and recommended that the time of the distribution be limited to the hours between 8 o'clock A.M. and 5 o'clock P.M. Mr. Frank Gottstein also addressed the Council on this subject, as did Mr. 0. C. Howard, complaining that the distributors walked over lawns and damaged hedges in the prosecution of their employment Mrs. Allen also spoke to the Council on this subject. 23. Mr. Coy recommended to the Council that the STOP signs on Buena Vista Avenue be continued beyond Park Street, and also that the passage of trucks on Buena Vista Avenue be regulated. The City Manager reported that a meeting was shortly to be held with the Safety Council for the purpose of working out a system of unified traffic control. 24. On motion of Councilman Calcutt, seconded by Councilman Maurer, the Counoll rove ed back to the regular order of business. BILLS: , 25. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $4098.75; Police Department, $1616.77; Pound Department, $.16; Fire De- partment, $332.04; Street Department, $234.58; Health Department, $335.33; Park Depart- ment, $1257.39; Golf Course Department, $629.39; Store Department, :9.71; Social Service Department, $64.80; Initiative Relief Fund, $176,00; Street Improvement Fund, $75.67; Gas Tax Fund #1, 2304.39. Councilman Caloutt moved, seconded by Councilman Krumb, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on December 15th, 1936, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Calcutt, Krumb, Maurer, Weichhart and President Eschen, (5). Noes: None. Absent: None. 26.
