HELD TUESDAY EVENING, FEBRUARY 2ND, 1937
The meeting convened at 8 o'clock p.m. with President Eschen presiding.
The roll was called, and Councilmen Calcutt, Krumb, Maurer, Weichhart and President
Eschen (5), were noted present.
MINUTES:
The minutes of the regular meeting of January 19th were approved as written.
WRITTEN COMMUNICATIONS:
11, From Waterside-Thompson Improvement Club, protesting the condition of San Leandro
Bay and the Estuary due to the emptying of sewage into these waters. Due to the fact that
the subject is now receiving the attention of the City Manager and the City Engineer, the
communication was ordered filed.
( 2, From State of California Veterans' Welfare Board, enclosing petition for cancellation
of certain taxes now appearing on the tax records as a lien against property owned by the
Board in the City of Alameda. The communication was referred to the City Attorney.
3. From G. R. Bolander, in reference to trials of sprinklers at the Municipal Golf Cou s
The communication was referred to the City Manager.
HEARINGS:
4, The hearing concerning the old building at 1439 Morton Street, which was postponed
from the previous meeting of the Council: Councilman' Calcutt moved, seconded by Councilman
Maurer and unanimously carried, that the hearing be postponed until the first meeting in
March.
REPORTS OF COMMITTEES, ETC.:
v5. A communication was reoeived from the City Planning Commission, recommending that
the property at the northwest corner of Central Avenue and High Street be reclassified
from Residential District, Class 1, to Business District, Class III, for the purpose
of constructing retail stores. After Mr. Whitney, Judge Silver and Mr. Stow addressed
the Council in reference to this reclassification and a petition in protest had been'
presented, Councilman Maurer moved that thepetition for rezoning be referred back to
the City Planning Commission for further hearing; seconded by Councilman Weichhart and
on roll call carried by the following vote: Ayes: Councilmen Calcutt, Krumb, Maurer,
Weichhart and President Eschen, (5). Noes: None. Absent: None.
6. From the City Manager and the City Attorney, reporting on the status of a lease
executed by the City of Alameda to the United States Emergency Fleet Corporation cover-
ing Government Island, and also on the status of the lease formerly held by the Rolph
Navigation Company for certain tidelands in Alameda. The communication was ordered filed.
'7. From the City Attorney, explaining that there is a discrepancy between the zone map
and the block books in the Assessor's Offioe as regards certain parcels of property on
Park Avenue between Santa Clara and Central Avenues which it was proposed to rezone to
Business District, Class III, the City Attorney having been instructed to prepare a
resolution of intention to rezone this property at the last meeting of the Council.
Councilman Weichhart moved that the previous action of the Council be hereby rescinded,
seconded by Councilman Krumb and on roll call carried by the followin vote: Ayes:
Councilmen Calcutt, Krumb, Maurer, Weichhart and President Eschen, (5). Noes: None.
Absent: None.
'8, From the Board of Police and Fire Commissioners, recommending an increase in the
entrance salary for members of the Police Department. The communication was referred
to the City Manager for his recommendation.
9. From the City Manager, informing the Council that he had been advised by Mr. G.E.
Gaylord, Superintendent of the Southern Pacific Company, that that Company was complet-
ing plans for reconditioning its tracks on Lincoln Avenue, Fernside Boulevard and
Encinal Avenue. The communication was ordered filed.
10. From the City Manager, informing the Council that on account of the unsafe-condi-
tion of the pressure tank at the Municipal Golf Course, a new tank had been purchased
which would be installed within the next ten days. The communication was ordered filed.
11. From the City Manager, informing the Council that on account of the unsatisfadbry
condition of the heating system at the Health Center Building, new heatemhad been
purchased and are now being installed. The communication was ordered filed.
NEW BUSINESS:
,i12. A communication was received from Councilman Fred L. Krumb, tendering his resigna-
tion as a member of the City Council to take effect immediately. Councilman Weichhart,
after expressing regret at the necessity of Councilman Krumb resigning, moved that it
be accepted, seconded by Councilman Maurer and, after Mayor Eschen had expressed his
appreciation of the valuable services rendered by Mr. Krumb during his incumbency, the
motion carried by the following vote: Ayes: Councilmen Calcutt, Maurer, Weichhart and
President Eschen, (4). Noes: None. Not Voting: Councilman Krumb, (1). Absent: None.
BILLS:
13. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General Depart-
ments; :. $3181.05; Police Department, $211.45; Pound Department, $10.43; Fire Department,
397.38; Street Department, $581.90; Health Department, $228.37; Park Department, $205.58;
Golf Course Department, $208.17; Store Department, $98.16; Social Service Department,$106.J
Initiative Relief Fund, $194.00; East Bay Municipal Utility District Payments Fund,$2496.9Q
and Gas Tax Fund #1, $11.24.
Councilman Calcutt moved, seconded by Councilman Weichhart, that the claims and bills a-
gainst the City in the amounts as listed and itemized in the List of Claims filed with the
City Clerk on February 2nd,1937, and presented to the Council at this meeting be allowed
and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Calcutt,
Maurer, Weichhart and President Eschen, (4). Noes: None. Absent: None.
14. There being no further business to transact, the Council adjourned to meet in regular
session on Tuesday evening, February 16th, 1937, at '8 o'clock P.M. '
