Councilmen Calcutt, Maurer, Weichhart and President Eschen, (4)
None.
1. The minutes of the regular meeting held February 2nd, 1937, were approved as written
and the minutes of the special meeting held February 15th, 1937, were approved as read.
2. On motion of Councilman Maurer, seconded by Councilman Weichhart, the regular order
of business was suspended to proceed under "Resolutions". The motion carried unanimously,
RESOLUTIONS:
/3. Councilman Weichhart introduced and moved the adoption of
"Resolution No. 2137
Appointing Bert W. Morris on City Council to fill Unexpired
Term,"
Councilman Calcutt seconded the motion and on roll call carried by the following vote:
Ayes: Councilmen Calcutt, Maurer, Weichhart and President Eschen, (4). Noes: None. Absent,
None.
Councilman Morris executed his oath of office and assumed his seat on the Council
3. Councilman Maurer moved that when the Council adjourn it do so to meet in adjourned
regular session on Tuesday evening, February 23rd, 1937, at 8 o'clock p.m., seconded by ,
Councilman Weichhart and carried unanimously.
4. , Councilman Weichhart moved that the Council return to the regular order of business,
seconded by Councilman Morris and unanimously carried.
WRITTEN COMMUNICATIONS:
/5. A communication was presented from the Fernside Home Owners Association, Objecting
to the sewage disposal in the estuary. After it had been pointed out that the sewage
depositdby the City of Alameda constitutes but ten per cent of such disposal as compared
to other cities, the communication was referred to the City Manager for a reply.
4. From the Alameda County Highway 'League, extending an invitation to the Council to
attend a'dinner at Hayward on the evening of February 25th in honor of Mr. Henry P.
Meehan, Chairman of the Roads & Highway Committee in the State Legislature, and request
ing information concerning proposed high level bridge to eonnect with the San Francisc-
Oakland Bay Bridge. The communication was referred to the City Manager who notified
the Council of his intention to attend the dinner.
N17• From the Alameda Charter Committee recommending the employment of an expert to study.
the problem of determining the amount of reserves the Board of Public Utilities should
maintain to meet future contingencies. Councilman Weichhart moved that the recommendation
be adopted and a competent expert be employed at a cost not to exceed $500.00, seconded
by Councilman Morris and on roll call carried by the following vote:Ayes: Councilmen
Calcutt, Maurer, Morris, Weichhart and President Eschen, (5). Noes: None. Absent: None.
78. From the City Manager, recommending that the sum of $500.00 be transferred from
the General Fund to the Initiative Relief Fund No. 64, until such time as the amount
apportioned to this Fund in the budget should become available from the second instal-
lment of taxes. The communication was ordered filed.
9. From the City Planning Commission, recommending the reclassification of a portion
of the property at the southwest corner of Grand Street and Central Avenue, 100 feet
facing on Central Avenue and 100 feet facing on Grand Street, from a Residential
District, Class I, to a Residential District, Class II. On motion of Councilman Calcutt
seconded by Councilman Maurer and unanimously carried, the recommendation was adopted.
,110. From the City Planning Commission, recommending to the Council the reclassifica-
tion of property known as 874 Walnut Street from Residential District, Class I, to
Residential District, Class 1 3/4, On motion of Councilman Maurer, seconded by Council-
man Weichhart and unanimously carried, the recommendation was adopted.
11. From the City Planning Commission in reference to reclassification of northwest
corner of Central Avenue and High Street, from Residential District, Class I, to Bus-
ihess District, Class 111, to permit the construction of retail stores. The City
Planning Commission had previously recommended this reclassification to the Council
which, at its regular meeting of February 2nd, had referred the matter back to the
Planning Commission for a rehearing. The Council was informed that at the meeting of
the City Planning Commission held on February 10th, 1937, a motion prevailed that the
original recommendation of the Commission, on January 27th, 1937, that this property be
reclassified, be affirmed. In view of the fact that a petition for a rehearing by
the Planning Commission at its next regular meeting has been filed, oh motion of Council-
man Morris, seconded by Councilman Weichhart and unanimously carried, action of the
Council on the City Planning Commission's recommendation was continued until the next
regular meeting of the Council.

UNFINISHED BUSINESS:
/14.. Councilman Calcutt addressed the Council in reference to leasing acreage owned
by the City on Government Island, and the City Manager reported that a W.P.A. project
was contemplated to grade the acreage referred to, following which investigation would
be made of possible tenants. Councilman Caloutt also suggested that a map be made of
the property in question.
115. Councilman Calcutt again called attention to the San Jose Avenue bus service after
7 o'clock in the evening, and the City Manager reported that he had beeneorresponding
with Mr. St. Sure of the East Bay Street Railways, Ltd., and had an appointment with
him for Thursday afternoon, next, at 2 o'clock, following which a report would be made,
116. Councilman Calcutt called attention to the lighting in Lincoln Park, and suggested
that it should be improved and similar lights provided as those in other City parks.
The City Manager informed the Council that he did not believe this was the proper time
to install lighting standards, as extensive improvements in the parks are now under
consideration and should be definitely decided on before any lights were installed.
Y17. Councilman Calcutt also brought up the question of garbage disposal, and stated
he believed the City Code as being violated by reason of individuis hauling garbage
to the City dumps for disposal, while the Code provides that such disposal should only
be handled by an authorized scavenger,
/18. Councilman Calcutt spoke in reference to individuals employed by the City as rat
catchers, and believed that their work would be more effective if they were employed
to make inspections throughout the City to ascertain where the rodents are located.
The City Manager informed the Council that these men, with one exception, are employ-
ed for the purpose of catching rats under a W.P.A. project, and that they are paid
by the Government.
NEW BUSINESS:
v19. Mayor Eschen informed the Council that for the present the Interurban Transporta-
tion Committee provided for in Resolution No. 2136, passed at the special meeting of
the Council on February 15th, 1937, will consist of those who have been serving on
the Joint Transportation Committee of the City Council and the Board of Public Util-
ities, including the City Manager and the City Engineer, more to be added later.
20. Councilman Calcutt presented a sample of eucalyptus branch which had apparently
been killed by frost, and recommended that the question of replacing ',trees be referred
to the City Planning Commission.
/21. Councilman Calcutt asked to be informed if any representative of the City had been
in attendance at a meeting held in Sacramento to discuss the operation of buses over
the Bay Bridge, and was informed that the City had not been represented.

Councilman Weichhart seconded the motion, and on roll call carried by the following vote:

24, Councilman Maurer introduced and moved the adoption of
"Resolution No. 2140
Cancelling City Taxes on Property Acquired by City of
Alameda for Park and Playground Purposes",
Councilman Morris seconded the motion, and on roll call carried by the following vote:

thereof in the total amounts as follows, was presented to the City Council: General De-
partments, $5194.55; Police Department, $157.36; Pound Department, $16.32; Fire Depart-
ment, $637.16; Street Department, $235.96; Health Department, $285.13; Park Department,
$248.00; Golf Course Department, $425,86; Store Department, $36,12; Social Service
Department, $178.80; Initiative Pellet Fund, $214.00 and Street Improvement Fund,$40.96.
Councilman Calcutt moved, seconded by Councilman Morris, that the claims and,bills against
the CitTin the amounts as listed and itemized in the List of Claims filed with the City
Clerk on February 16th, 1937, and presented to the Council at this meeting be allowed and
paid. On roll call this motion carried by the following vote: Ayes: Councilmen Calcutt,
Maurer, Morris, Weichhart and President Eschen, (5). Noes: None. Absent: None.
29. There being no further business to transact, the Council adjourned to meet in ad-
journed regular session on Tuesday evening, February 23rd, 1937, at 8 o'clock P.M.
