1937-06-15 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JUNE 15th . . • • 1937 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and Pres- ident Weichhart, (5), were noted present. Absent: None. MINTJTES: The minutes of the regular meeting of June lst, 1937, were approved as transcribed. WRITTEN CONNUNICATIONS: 1. A communication was presented from Dr. Alice B. Burke, withdrawing her request presented at the regular meeting of June 1st, for an extension of the reclassification of her property adjoining 1915 Santa Clara Avenue The communication was ordered filed.' 2. From the Railroad Commission of the State of California, containing notice of a hearing to be held June 22nd, 1937, for consideration of the matter of grade crossing protection. The communication was referred to the City Manager. / 3. From the Railroad Commission of the State of California, containing notice of a hearing on various applications of the Southern.Pacific Golden Gate Ferries; Ltd., in reference to transportation. The communication was referred to the City Manager. i4. From Ford E. Samuel, Postmaster, informing the'Council that the Post Office Department had been unable to secure a satisfactory 'lease for a branch Post Office in the western portion of the City, and for that reason the establishment of such a branch at this time had been abandoned. The communication was ordered filed. ORAL CO qICATIONS: 15. Councilman Morris moved, seconded by Councilman Godfrey that the Mayor be requested to write to the Board of Police and Fire Commissioners, expressing the thanks and appre- ciation of the Council for the splendid service the Commission had rendered to the City. The motion was carried on roll call by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. REPORTS OF COMMITTEES ETC. A report was received from the Building Inspector, E. H. Rogers, including Affidavit Posting Notices of Expenses, Notice of Hearing to Confirm Expenses and Verified Statement of Expenses in connection with removal of building at 858 Cedar Street. The communication was ordered filed. 7. From the City Planning Commission, recommending the reclassification of property known as 2020 Alameda Avenue from Residential District, Class I, to Residential District, Class 1 3/4, for the purpose of permitting remodeling into flats. On motion of Council- man Maurer, seconded by Councilman Carrington, the recommendation was adopted on roll call by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morrisend President Weichhart, (5). Noes: None. Absent: None. ORDINANCES INTRODUCED 8. The following ordinance was introduced and laid over under provision of the Charter: "Ordinance No. New Series RECLASSIFYING PROPERTY (Property Known as 2020 Alameda Avenue. NEV BUSINESS: 9 Councilman Morris presented a letter from the League of California. Municipalities in reference to payment of interest on public funds deposited in banks, informing the Council that it was the intention to send a delegate to Washington D.C., in an endeavor to have Congress permit the continuance of the payment of such interest by banks which are members of the Federal Reserve System and covered by Government insurance. Council- man Morris moved, seconded by Councilman Godfrey, that the sum of 00.00 be donated to the League to help defray the expenses of the representative to Washington. On roll call the motion was carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. i 10. The City Manager called the Council's attention to a number of bills which have been passed by the Legislature, and Which are awaiting signature by the Governor and passage of which is sponsored by the League of California Municipalities. On motion of Councilman Morris, seconded by Councilman Maurer, the City Manager was authorized to write to the Governor requesting him to act favorably on the bills referred to and the motion was, on roll call, carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. The bills referred to are known as Senate Bilis 425, 539, 633 and 1151; also Assembly Bilis Nos. 1209, 2028 and 2392. RESOLUTIONS: 11. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2167 Demanding Performance of Certain Covenants Contained in Leases to Chadwick Thompson and to Alameda Airport, Inc.", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 12. Councilman Maurer introduced and moved the adoption of "Resolution No. 2168 Calling for Bids for Legal Advertising", Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5). Noes: None. Absent: None. 13. Councilman Morris introduced and moved the adoption of "Resolution No. 2169 Fixing the Salary of the City Manager", Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 14. Councilman Carrington introduced and moved the adoption of "Resolution No. 2170 Confirming Statement of Expenses", Councilman Maurer seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 15. Councilman Maure int reduced and moved the adoption of "Resolution No. 2171 Ordering the Closing of that Portion of Harrison Avenue Lying Between the Easterly Line of Pearl Street and the Westerly Line of Versailles Avenue in the City of Alameda", Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 16. Councilman Morris introduced and moved the adoption of Counc Ayes: None. "Resolution No. 2172 Directing the City Clerk to for Concession Privileges", ilman Maurer seconded the motion, and on Councilmen Carrington, Godfrey, Maurer, Absent: None. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts,as follows, was presented to the City Council: General De- partments, $7622.02; Police Department, $202.57; Pound Department, $17.06; Fire Depart- ment, 41298.95; Street Department, $1124.39; Health Department, $262.87; Park Department $655.35; Golf Course Department, $500.14; Store Department, $229.01; Social Service Department, 143,25; Initiative Relief Fund, $66.00; Street Improvement Fund, '1288.84; Gas Tax Fund #1, 4163.37 and Gas Tax Fund #2, $3072.68. Councilman Morris moved, seconded by Councilman Carrington, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on June 15th, 1937, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Council men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).Noes:None. Absent: None. 19. On motion of Councilman to meet in adjourned regular p.m., and the motion on roll Maurer, seconded by Councilman.
