1937-07-20 Regular CC MinutesREGULAR MEETING. OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JULY 20th 1937 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and Pres- ident Weichhart, (5), were noted present. Absent: None. MINUTES: The minutes of the regular meeting of July 6th, 1937, were approved as transcribed.- WRITTEN COMMUNICATIONS: 1. From the Alameda Dahlia Society, requesting a grant of $250.00 to assist in the advertising and expense of staging the Annual Dahlia Show, to be held August 22nd and 23rd. Councilman Godfrey moved that a grant of $200.00 be allowed to help defray the expenses of the shoY as an advertising medium for the City, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. v 2. From the State Board of Equalization, requesting the City to designate use of a suitable room for hearings under the Alcoholic Beverage Control Act. The City Clerk was requested to notify the Board that the Council Chambers be designated for the purpose. ,REPORTS OF COMMITTEES, ETC: /3. From F. J. Cron, Auditor and Assessor, submitting assessment figures for the year 1937, the total of real estate, personal property and State Board (utilities) rolls being $29,386,950.00, an increase of $381,982.00 over the 1936 assessment and 3 per cent of which is to be deducted for tax delinquencies. The communication was ordered filed. 4. From the City Planning Board, recommending that a temporary revocable permit be granted to use property at 1433 Morton Street for a boarding house. Councilman Maurer moved that the recommendation be adopted and the permit be issued, seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. /5. From the City Planning Board recommending the granting of a temporary revocable permit to conduct a sales agency for Motor Glides and to operate a rental track in connection therewith on the property under lease to the San Francisco Bay Airdromes Ltd, on Webster Street, on condition that a fence be placed around the property to be occupied under the permit. Councilman Godfrey moved that the recommendation be adopted and the permit be granted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 6. From the City Planning Board, submitting to the Council a letter from J. J. Cambridge, Jr., in which he recommended the placing of a tablet or marker on the eucalyptus tree at the intersection of Central and Park Avenues. The communication was referred back to the City Planning Board for further investigation. , 7. From the Chief of Police, submitting a list of lost, stolen and unclaimed property in possession of the Police Department on July 1st, 1937, in accordance with paragraph 16-413, Article I, Chapter 4 of the Alameda Municipal Code. The communica- tion was ordered filed. 8. From the City Manager submitting a Notice from the War Department, San Francisco Harbor Line Board, of a Public Hearing to be held on,August 17th, 1937, for considera- tion of an application of the Board of Port Commissioners of Port of Oakland for a change in the Pierhead Line, The notice was referred to the City Manager. y9. From the City Manager, submitting a summary of activities of the City of Alameda for the month of June, 1937. After the Council had expressed its appreciation of the receipt of the information contained in the report, it was ordered filed. RESOLUTIONS: 10. Councilman Morris introduced and moved the adoption of "Resolution No. 2183 Transferring $5000 to the Library Fund", Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: Non. 11. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2184 Establishing a Special Fund of the City of Alameda to be Known as the In Lieu. Tax Fund", Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, orris and President Weichhart, (5). Noes: None. Absent: None. 12, Councilman Maurer introduced and moved the adoption of "Resolution No. 2185 Transferring 6500 to the Police Secret Fund", Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None, 13. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2186 Transferring $500 to the Emergency Revolving Fund", Councilman Carrington seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES FOR PASSAGE: 14. "Ordinance No. New Series RECLASSIFYING PROPERTY • (Property Known as 2454 San lose Avenue)", Counoi1man Maurer moved that the ordinance as read be adopted, seconded by Councilman Morris, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrqr Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 15. "Ordinance No. New Series RECLASSIFYING PROPERTY (Property Known as 1801 Lafayette Street)", Councilman Carrington moved that the ordinance as read be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, God- frey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 16. Affidavit of Posting and Mailing Resolution Declaring Building at 1439 Morton Street, Alameda, California, a Public Nuisance. 17, Affidavit of Publication - Notice of Right to Appeal from Act of Street Superintendent re Removing Weeds, etc. 18. Financial Statement of the City of Alameda for fiscal year 1936-1937 - Jordan & Tic- oulet. BILLS: 19. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $3627.73; Police Department, $211.94; Pound Department, $.77; Fire Department $316.90; Street Department, $355.45; Health Department, $104.50; Park Department, $526.83; Golf Course Department $8.44; Social Service Department, $67.63; Initiative Relief Fund, $175.00; Gas Tax Fund 1, $100.00 and Gas Tax Fund #2, $96.00, Councilman Morris moved, seconded by Councilman Carrington, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on July 20th, 1937, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 20.
