HELD TUESDAY EVENING, AUGUST 17th 1937
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The roll was called, and Councilmen Carrington, Godfrey, Morris and President Welch-
hart, (4), were noted present. Absent: Councilman Maurer, (1).
MINUTES:
The minutes of the regular meeting of August 3rd, 1937, were approved as transcribed.
WRITTEN COMMUNICATIONS:
1. A communication was presented from the Alameda Woman's Improvement Club, commending
the Council for its efforts to bring about the establishment of the Naval Base in Alameda.
The communication was ordered filed,
2. From the Alameda Improvement Club, complaining of the use of sidewalks by persons
riding bicycles. The communication was referred to the City Manager.
3. From the California State Veterans' Welfare Board, requesting cancellation of certain
taxes now appearing as a lien against property owned by that Board in this City. The
communication was referred to the City Attorney.
4. From the Alameda Chamber of Commerce, recommending that the Council give serious con-
sideration to the proposed change of name of either Park Street or Park Avenue.
15. Communications dated August 5th and August 17th from Ford E. Samuel, Postmaster, sub-
mitting affidavit and report from Clyde H. Calvin listing the number of misdirected letters
to addresses on Park Street and Park Avenue.
16. From Mrs. L. E. Ritchie, protesting the change of name of Park Avenue.
7. From Josephine L. Elliot, protesting the change of name of Park Avenue.
)8. Two petitions containing a total of seventy-six names protesting the change of name'
of Park Avenue.
After several citizens had protested the change of name of Park Avenue, Councilman
Godfrey made a motion that, in view of the fact that no one appeared favoring the proposed
change, the matter be tabled, seconded by Councilman Carrington and on roll call
carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President
Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1).
ORAL COMMUNICATIONS:
9, Councilman Morris addressed the Council in reference to the Public Utilities Depart-
ment's statement prepared by Jordan & Ticoulet, Accountants, of amount3charged to Capital
Account for the fiscal year 1936-1937, and expressed the wish for a more detailed state-
ment.
10. Councilman Morris addressed the Council in reference to the letter of Secretary of
Public Utilities Board in reference to the fi res of the amount of electric energy used
for operation of ranges, and the estimate of 12,000. per year earned by the Department
from this source.
11. Mr. Frank Gottstein addressed the Council in reference to raising the height of
Webster Street roadway, and recommended that more stringent regulations of traffic on the
Alameda side of Posey Tube be adopted.
REPORTS OF COMMITTEES, ETC:
' 12, From the Department of Public Utilities, enclosing copy of a resolution changing
the Public Utilities Board's budget increasing the dividend appropriation to the City
by $33,567., $18,067 being intended for the ,installation of a fire alarm system as a
W.P.A. project; $1250. to increase the City's appropriation to the schools to cover
expenses of wiring and installing electric ranges for experimental purposes, and $14,250.
to be transferred direct to the General Fund to apply on taxes. Councilman Godfrey
moved that the dividend be accepted as outlined by the Public Utilities Board and that
the City Manager be requested to proceed with the fire alarm installation, seconded by
Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent: Councilman
Maurer, (1).
/ 13. From the City Manager, stating that Heafey-Moore Co'., has completed the contract
covering the improvement of Otis Drive in accordance with the plans and specifications
on file and recommending that the work performed by the contractors be accepted. Council-
man Morris moved that the work be accepted as recommended by the City Manager, seconded
by Councilman Carrington and on roll call carried by the following vote: Ayes: Council-
men Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Maurer, (1).
14. From the City Manager, stating that the Independent Construction Company has completed
the contract covering the improvement of High Street in accordance with the plans and
specifications on file and recomuending that the work performed by the contractors be
accepted. Councilman Morris moved that the work be accepted as recommended by the City
Manager, seconded by Councilman Carrington and on roll call carried by the following
vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart (4). Noes:
None. Absent: Councilman Maurer, (1).
'15. From the City Planning Board, recommending that a temporary permit be granted the
Board of Education to use for school purposes the building at 1532 St. Charles Street,
this property being recently acquired by the Board of Education to be made a permanent
part of Mastick School yard. Councilman Morris moved that the recommendation be
adopted, and the temporary permit be granted, seconded by Councilman Godfrey and on
roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Morris
and President Weichhart, (4). Noes: None. Absent: Councilman Maurer, (1).
/16. From the City Planning Board, referring to a letter from J. J. Cambridge, Jr.,
of July 12th, 1937, suggesting that a tablet or maker be placed on the large eucalyptus
tree on the southeast corner of Central and Park Avenues, and recommending to the Council
that permission be granted to Mr. Cambridge and his associates and any other interested
parties to place a suitable tablet or marker on the tree, the work to be done under
the supervision of the City Manager. Councilman Godfrey moved that the Council
approve the recommendation of the City Planning Board and that Mr. Cambridge be inform-
ed of this action, seconded by Councilman Carrington and on roll call carried by the
following vote: Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart,
(4). Noes: None. Absent: Councilman Maurer, (1).
/17. A report of the City Manager, submitting a summary of the activities of the City
of Alameda for the month of July 1937. After the report had been commended for its
completeness, it was ordered filed.

18. Councilman Morris introduced and moved the adoption of
"Resolution No. 2188

Councilman Carrington' seconded the motion, and on roll call carried by the following vote:

19. Councilman Morris introduced and moved the adoption of
"Resolution No. 2189
Providing for the Amount per Diem for the Officers and Employees
of the City of Alameda for Traveling Expenses",
Councilman Godfrey seconded the motion, and on roll call carried by the following vote:
Ayes: Councilman Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Maurer, (1).
20. Councilman Godfrey introduced and moved the adoption of
"Resolution No. 2190.
Authorizing Execution of Contract with the Alameda Chamber of
Commerce for Advertising for the Fiscal Year Ending June 30,1938",
Councilman Carrington seconded the motion, and on roll call carried by the following
vote: Ayes: Councilman Carrington, Godfrey, Morris and President Weichhart, (4). Noes:
None. Absent: Councilman. Maurer, (1).

Councilman Carrington moved that the ordinance as read be adopted, seconded by Council-

23. Financial Statement of the City of Alameda,* as of July 31st, 1937, Jordan & Ticoulet.
24. Report of examination of books and records of the City of Alameda for the fiscal
year ended June 30, 1937 - Jordan & Ticoulet.
BILLS:
25. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments: $2921.24; Police Department, $259.54; Fire Department, $362.73; Street
Department, $826.26; Health Department, $146.08; Park Department, $1096.82; Golf Course
Department, $681.51; Store Department, $141.44; Social Service Department, $118.06;
Initiative Relief Fund, I143.50; Street Improvement Fund, $384.07; Gas Tax Fund #1,
$80.00 and Gas Tax Fund 2, $533.20.
Councilman Godfrey moved, seconded by Councilman Morris, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on August 17th, 1937, and presented to the Council at this meeting be
allowed and paid. On roll call this motion carried by the following vote: Ayes: Counci
went Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent:
Councilman Maurer, (1).
26. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, September 7th, 1937, at 8 o'clock P.M.
