HELD TUESDAY EVENING, SEPTEMBER 21st, 1937
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present. Absent: None.
MINUTES:
The minutes of the regular meeting of September 7th, 1937, and the special meeting
of September 20th, 1937, were approved as transcribed.
WRITTEN COMYUNICATIONS:
/1. From the International City Managers' Association, extending an invitation to
attend the 24th Annual Conference of the International City Managers' Association to
be held at the Roosevelt Hotel in New Orleans, October 18 to 21 inclusive. The communi-
cation was ordered filed.
2. An application from Eugene. Eldridge, a World War Veteran, for a gratuitous license
to sell Christmas cards. The City Manager informed the Council he had investigated the
applicant, and recommended the granting of the license. On motion of Councilman Maurer,
seconded by Councilman Morris, the license was granted for the period ending December
31st,1937.
3. An application from-Elmer C. Himmelrick, a World War Veteran, for a gratuitous
license to peddle blankets. The application was referred to the City Manager.
REPORTS OF COMMITTEES, ETC:
4. From Jordan & Ticoulet, Accountants, informing the Council that,in accordance with
Sec. 12-4 of the Charter, examination had been made of the records and accounts of the
Bureau of Electricity for the month of July 1937, and that same had disclosed the report
of the Bureau dated July 31, 1937,and submitted to the Council, is in agreement with
the books of account of the Bureau and that the books had been kept according to the
regulations prepared by the California Railroad Commission. The communication was order-
ed filed.
/5. From F. J. Cron, Auditor and. Assessor, requesting authorization to attend, with the
Deputy Assessor, Ben Jost, the Assessors' Convention at Stockton, on October 6, 7 and 8,
and also requesting an appropriation to cover the expenses of the trip. Councilman Morris
moved that authorization to attend the convention be granted and an amount not to exceed
$60.00 be allowed from the Contingent Fund to cover expenses, seconded by Councilman
Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey
Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
/6. Report of the City Manager, submitting a summary of the activities of the City of
Alameda for the month of August 1937, was ordered filed after Councilman Morris had
requested that a copy of the monthly financial statement submitted by the Special Account-
ants, Jordan & Ticoulet, be furnished to each member of the Council.
i7• From the City Planning Board, submitting a recommendation that a temporary revocable
permit be granted to Hoppert & Bergesen to use the property located at the northeast
corner of Eagle Avenue and Park Street for a used car lot, with the provision that the
lot be conditioned within a reasonable length of time, properly fenced and the necessary
signs erected and that said work be done to the satisfaction and approval of the City
Manager. On motion of Councilman Godfrey, the recommendation was approved and the permit
granted, the motion being seconded by Councilman Carrington and on roll call carried
by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
eichhart, (5). Noes: None. Absent: None.
A report was received from the City Planning Board, recommending the denial of the
petition for the reclassification of the southwest corner of Central Avenue and High
Street, from Residential District, Class 1, to Business District, Class III, for the
purpose of constructing and maintaining a grocery store and meat market, for the reason
that the property in question is properly in residential territory. Councilman Maurer
moved that the recommendation be approved, and the petition be denied, seconded by
Councilman Carrington and on roll call carried by the following vote: Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None.
/9. From the City Manager, informing the Council that he and the City Engineer had
made a thorough investigation of the conditions of Webster Street from the Segregation
Line to Alameda portal of Posey Tube, and that it is their opinion it would not be
advisable to spend any money on Webster Street until a definite decision is reached
regarding the proposed lateral connection to the Bay Bridge and until the Gas Tax
money is available for this purpose. The communication was ordered filed.
v10. From the Civil Service Board, recommending the engagement of the Public Administra
tion Service to assist the Board in drafting proper ordinance regulating the establish-
ment of a civil service system rot the City. The communication was referred to the
Committee of the Whole in order that it meet with the Civil Service Board on the evening
of September 29th, 1937, to discuss the recommendation.
V11. From the City Manager, recommending that the City Clerk be authorized to advertise
for bids covering the purchase of a truck for the Park Department. The communication
was referred to "Resolutions".
RESOLUTIONS:
12. Aresolution was presented fixing the salaries of the officers and members of
various City departments. Councilman Morris moved that the reading of the resolution be
dispensed with, seconded by Councilman Carrington and on roll call carried by the follow-
ing vote: Ayes; Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart,(5).
Noes: None. Absent: None. Thereupon Councilman Godfrey introduced and moved the adoption
of
"Resolution No. 2197
Fixing the Salaries of the Officers and Members of the
Following Departments: Administrative, Auditor and Assessor,
Building Inspector, City Attorney, City Clerk, Fire, Police,
Health, Pound, Social Service, Treasurer and Tax Collector,
Street, Parks and Recreation and Golf Course of the City
of Alameda",
seconded by Councilman Morris and on roll call carried by the following vote: Aye*:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.

13. Councilman Morris introduced and moved the adoption of
"Resolution No. 2198
Adopting Specifications for Furnishing One Cab Steel Body
Dump Truck to the City of Alameda, Calling for Bids and
Pirecting the City Clerk to Advertise for Same",
seconded by Councilman Godfrey, and on roll call carried by the following vote: Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Naas: None:
Absent: None.

14. Financial Statement, Jordan & Ticoulet, as of August 31st,1937.
BILLS:
15. An itemized list of claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General De-
partments, $3794.73; Police Department, 4408.19; Pound Department, 49.34; Fire Department,
396.06; Street Department, 4136.62; Health Department, 4212.47; Park Department, 4570.02;
Golf Course Department, $965.45; Store Department, 487.37; Social Service Department,
$120.48; Initiative Relief Fund, $110.00;, Street Improvement Fund, $129.81 and Gas Tax
Fund #1, $13445.69.
Councilman Morris moved, seconded by Councilman Carrington, that the claims and bills
against the City in the amounts as listed and itemized in the List of Claims filed with
the City Clerk on September 21st,1937, and presented to the Council at this meeting be
allowed and ,paid. On roll call this motion carried by the following vote: Ayes: Council-
;Ien Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent:
None.
16. There being no further business to transact, the Council adjourned to meet in regular
session on Tuesday evening, October 5th 1937, at 8 o'clock P.M.
