1937-10-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF A HELD TUESDAY EVENING, OCTOBER. 19th 1937 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Godfrey, Morris and President Weichhart, (3), were noted present. Absent: Councilmen Carrington and Maurer, (2). INUTES : The minutes of the regular meeting of October 5th, 1937, were approved. The minutes of the adjourned regular meeting of October 15th, 1937, were proved as transcribed, p- 1. Councilman Godfrey moved, seconded by Councilman Morris, that when the Council ad- journ it do so to meet in Adjourned Regular Session at 7 o'clock P.M. on Monday Octo- ber 25th, 1937., and on roll call carried by the following vote: Ayes: Councilmen Godfrey, Morris and President Weichhart, (3). Noes: None. Absent: Councilmen Carrington and Maurer, (2). WRITTEN C'IUNICATIONS: 2. From the California State Department of Public Health, enclosing a resolution con- cerning the deposit of sewerage on the mud flats along the Western Waterfront east of the San Francisco- Oakland Bay Bridge and in the Oakland Estuary. Communication was referred to the Committee of the Whole. From the Alameda High School Dad's Club commending the City for the work being done in McKinley Park. Communication was ordered filed. /4. From W. J. McCracken, Mayor of the City of Oakland, Manager, City Council and the City Engineer to a meeting 1937, at 8 o'clock P.M. for considering the solution for Communication was referred to the Committee of the Whole. inviting the Mayor, City to be held November 3rd, proper sewerage disposal. ,,5. From F. H. Hawkins of 3018 Bayo Vista Avenue, Alameda, California, referring to newspaper articles concerning sewerage disposal and complaining of the odors result- ing from such disposal. Communication was referred to the Committee of the Whole. f'6. From the League of California Municipalities offering assistance in establish- ing a Civil Service and Retirement system. Communication was referred to the Civil Service Board. 17. From Agnew & Boekel enclosing communication signed by the Santa Cruz Oil Corpora- tion, the Oakland Title Insurance and Guaranty Company, and Kate G. Pedersen, Execu- trix of the Last Will and Testament of Lars A, Pedersen, deceased, requesting the closing of Willow Street from the northern line of Clement Avenue to the seggregation line. From the City Manager submitting a summary of the activities of the City of Alameda for the month of September, 1937. The communication was ordered filed. 13. From the City Planning Board recommending that a petition for the reclassificat on of the southeast corner of Central Avenue and Oak Street from a Business District Class III to a Business District Class V, for the purpose of constructing a Service Station be not allowed. In view of the fact that request had been filed asking the Planning Board for a rehearing on this petition, Councilman Godfrey moved, seconded by Councilman Morris, that consideration of the recommendation be postponed until the first meeting in November, and on roll call carried by the following vote: Ayes: Councilmen Godfrey, Morris and President Weichhart, (3). Noes: None. Absent: Councilmen Carrington and Maurer, (2). i14. The City Manager, City Engineer and City Attorney reported on the bids for the construction of a tennis court at Haight Avenue and Linden Street, recommending that 11. Councilman Morris moved, seconded by Councilman Godfrey, that the recommendation be ad- opted and that the checks be returned to the unsuccessful bidders, and on roll call car- ried by the following vote: Ayes: Councilmen Godfrey, Morris and President Weichhart, (3). Noes: None. Absent: Councilmen Carrington and Maurer, (2). ORDINANCES INTRODUCED: 15. The following ordinances were introduced and laid over, under provision of the Charter "Ordinance No. New Series AUTHORIZING THE EXECUTION OF AN AGREEMENT OF COMPROMISE SETTLING ALL DISPUTES NOW AND HERE - TOFORE EXISTING BETWEEN THE CITY OF ALAMEDA AND ALAMEDA AIRPORT, INC. UNDER CERTAIN LEASES" "Ordinance No. New Series AUTHORIZING THE EXECUTION OF A DEED OF GRANT CONVEYING TO THE UNITED STATES OF AMERICA CERTAIN TIDE AND SU TERGED LANDS IN THE CITY OF ALAMEDA" RESOLUTI ONS : 16. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2202 EXTENDING THE TIME FOR PAYMENT OF MONEY REN- TALS PAYABLE BY ALAMEDA AIRPORT, INC . UNDER CONTRACTS OF LEASE DATED RESPECTIVELY AUGUST 7, 1928 and DECEMBER 3, 1929" Councilman Morris seconded the motion, and on roll call carried by the following vote: Ayes: Councilmen Godfrey, Morris and President Weichhart, (3). Noes: None. Absent: Councilmen Carrington and Maurer, (2). ORDINANCE PASSED: 17. "Ordinance No. New Series RECLASSIFYING PROPERTY (Northeast Corner Clinton Avenue and Lafayette Street)" Councilman Morris-moved that the ordinance as read be adopted, seconded by Councilman Godfrey, and on roll call carried by the following vote: Ayes: Councilmen Godfrey, Morris and President Weichhart, (3). Noes: None. Absent: Councilmen Carrington and Maurer, (2). FILING: 18. Notice of hearing before the Railroad Commission of the State of California on Ferry Rates charged by Southern Pacific Golden Gate Ferries, Ltd. 19. Financial Statement of, the City of Alameda, as of September 30, 1937, Jordan & Ticoulet BILLS: 20.
