1925-06-02 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, JUNE 2ND, 1925.
The meeting convened at 8 o'clock P. M. with Council-President Otis presiding.
The roll was called and Councilmen Latham, Neiss, Noble, Probst and President
Otis, (5), were noted present. Absent: None.
The minutes of the regular meeting of May 19th were approved as read.
The following papers were ordered filed:
Continuation Certificates on the bonds of E. J. Simon and James 8. Price,
L. P. Employees.

2./ Oath of Office of Gladys M. Dunn, as police-woman and Play Director
Recreation Department.
The following communications were received:
Prom the Alameda Park Company, extending the council an invitation to be
present at a public reception to be given to "Miss California of 1924". Mr. Latham
moved that the Mayor be authorized to represent the City of Alameda at this reception,.
seconded by Mr. Probst and carried.
4.v/ From W. G. Tibbitts, re Government Island dredging. Ordered filed.
5. V From A. C. Keane, re Versailles Avenue opening. Ordered filed.
6.1 From the City Planning Commission recommending the reclassification of the
rear or easterly 25 feet for its entire width of the lot upon which stands the premises
known as 1414 Pearl Street. City Attorney Locke called attention of the council to
the fact that a recent decision had been handed down, which prohibits the reclassification
of a portion of a lot from one class to another. The Clerk stated that he was in receipt
of a petition of protest filed by Mx. Nankervis. After discussion, Mr. Latham moved that
the entire matter be referred to the City Attorney for a legal opinion, to be reported
back at the next regular meeting of the council, seconded by Mr. Probst and carried.
7. From the City Planning Commission recommending the denial of the petition for
the reclassification of the lot situated on the north side of Lincoln Avenue, 113 feet
west of Morton Street, thence westerly 47 feet, from a Class 1 District, to a Class
III District. Mr. Probst moved that the report of the Planning Com:Mission be approved,
seconded by Mr. Neiss and carried unanimously.
. From Hutchinson Company, requesting permission to grade, curb, gutter and
macadamize Bishop Street, from San Jose Avenue southwesterly under private contract.
Mr. Probst moved that the request be granted, seconded by Mr. Latham and carried
unanitously.
. 1 From Hutchinson Company, requesting permission to grade, curb, gutter and
macadamize Adams Stredt, from the western line of Mound Street and the western termination
thereof. Mr. Latham moved that the request be granted, seconded by Mx. Noise and carried
unanimously.
From the City Attorney, rendering legal opinion as to right of the council to
grant the Ku Klux Klan Permission to use Lincoln Park for a ceremonial. The communication
was ordered filed.
11." Mr. Probst introduced and moved the adoption of
"Resolution No. 900.
Transferring 02,733.45 from the Electric Light Fund
to the General Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and
passed unanimously.
12.V/ Mr. Latham introduced and moved the adoption of
"Resolution No. 901.
Resolution Directing Executi77—of an Agreement
With the City of Oakland in the Matter of Con-
Structing a Dike in the Brooklyn Channel and
Authorizing the Mayor and City Clerk to Execute
and Attest the Same."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and
passed unanimously.
13.V Mr. Neiss introduced and moved the adoption of

Agreement with Magnus Hollested."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and
passed unanimously.
Mr. Noble introduced and moved the adoption of
"RAsolution No. 903.
Resolutioh Ordering the Opening of Eagle Avenue."

Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Latham introduced and moved the adoption of
"Resolution No. 904.
Contracting for the Removal =Certain Buildings
on Government Island."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
16./ The Clerk stated that the final report of the City Planning Commission on
zoning tidelands had been received. Mr. Neiss moved that the final report be
received and that 'Zane 16th at 8 o'clock P. M. be fixed as the time of public
hearing before the COuncil. The motion was seconded by Mr. Probst and carried.
17. A communication was received from the Oakland Bank,accompanied by maps
entitled "FernSide, Alameda, California.", requesting the approval of the Council.
Mr. Latham moved that the maps be referred to the City Planning Commission, second-
ed by Mr. Probst and carried.

City Manager Hickok recommended that sacommittee of Harbor Engineers
consisting of three members be appointed for the purpose of making a survey and
report to the Council of the outer harbor; this committee to consist of the
following: Capt. Henry S. Pond, Lochiel M. King and Burnett Hamilton; and that
a Sum of 3750.00 be allowed for the defraying of expenses incidental to such
survey, and that 3750.00 be allowed Mr. Lochiel M. King at the time of the,
filing of the report, for services rendered; this report to be filed with the
Council during November, 1925. City Engineer, Burnett Hamilton and Capt.
Henry S. Pond are to act in an advisory capacity receiving no remunerationthere-
for. Mr. Latham moved that the recommendation of the City Manager be adopted,
seconded by Mr. Probst and on roll call carried unanimously.
Mr. Latham moved that Mayor Frank Otis and City Attorney Locke be
appointed to represent the City of Alameda at a meeting to be held before the
Railroad Commission on June 15, re Alameda Belt Line. The motion was seconded
by Mr. Probst and carried.
The City Manager stated that a verbal request had been made by the
Encinal Terminals for additional fire mains for adequate fire protection. He
stated it would require 750 feet of eight inch pipe to comply with the request,
and suggested that the East Bay Water Company be requested to install the pipe
in accordance with previous installations that have been made. Mr. Latham
moved that the East Bay Water Company be instructed to install the additional
mains referred to, seconded by Ur. Reiss and carried unanimously.
mr. Latham moved that the Council resolve itself into a Commiteee of the
Vihole, seconded by Mr. Reiss and carried.
The Council reconvened and all were noted present.
The Clerk stated that he was in receipt of a Resolution from the City
Planning Commission approving the map submitted by the Oakland Bank, entitled
"Fernside, Alameda, California.", filed with the council of even date. Mr.
Latham moved that the Resolution be accepted and filed, seconded by Mr. Probst
and carried. Mr. Neiss moved that approval by the Council of said map be
deferred awaiting report from the City Attorney. The motion was seconded by
Mr. 4tham and carried.
Mr. Latham moved that when the council adjourn, it does so to ,meet in
regular adjourned session on Tuesday evening, June 9, 1925, at 8 o'clock,
seconded by Mr. Probst and carried.
Mr. Neiss moved that the City Planning Commission, Mr. Fred T. Wood and.
E. C. Prather be invited to attend the next meeting of the Council to be held
June 9th, seconded by Mx. Latham and carried.
Mr. Probst called the attention of the City Manager to the condition of
sidewalks on Webster Street, between Central and Lincoln Avenues. After
discussion, Mr. Probst moved that the matter be referred to the City Engineer
to investigate and report back to the Council, seconded by Mr. Neiss and
carried.
Claims against the General Departments amounting to 3407.79; Police
Department 4198.46; Fire Department 4726.47; Street Department $1756.90; Health
Department 4187.64; Recreation Department :391.51; Council Relief $91.25;
Health Center, 3436.48; Electric Light Fund •2110.19; School Construction Fund,
41280.70; Pension Fund, '860.83 and East Bay Water Company Payments Fund amount-
ing to :2229.91 having been approved and audited by the proper officials were
listed by the Clerk as follows:
