1925-06-16 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF AUMEDA,
TUESDAY EVZNING, JUNE 16TH, 1925.
The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Latham, Neiss, Noble, Probst and President
Otis, (5) were noted present. Absent: None.
The minutes of the regular meeting of June 2nd, 1925 were read and approved.
The minutes of the special meeting of June 6th, 1925 were read and approved.
No minutes were read covering the regular adjourned meeting of June 9th, 1925,
on account of no meeting beirig held.
The following papers were offered for filing:-
Bonds of Wm. J. Locke, Wm. E. Varcoe and F. J. Croll, as Commissioners
under Resolution of Intention No. 78, N. S. re opening Eagle Avenue.
Oath of office of L. Johanson and F. W. Lorentzen as special police
officers )Encinal Terminals).
3./ Affidavit of publication, Notice of hearing on zoning south and east shore
tidelands.
4./ Copy of Agreement between the City of Oakland and the City of Alameda, re
construction of dike on Government Island.

Mr. Probst introduced and moved the adoption of:
"Resolution No. 906.
Granting a Permit for a License to Sell
Soft Drinks.'
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Probst introduced and moved the adoption of
"Resolution No. 907.
Approving Participation in the Statewide
Beauty Pageant."
Mr. Neiss seconded the motion to adopt the Resolutions and on roll call it was adopted
and passed unanimously.
9./ Mr. Neiss introduced and moved the adoption of
"Resolution No. 908.
Re Purchase of Twitchell Property."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The following communications were received:-
10.t/ From City Attorney Locke re purchase of additional land from Alfred S. Twitchell
for purposes of opening Bay Island Avenue. Ordered filed.
11.V From the Oakland Chamber of Commerce, re establishment of pierhead lines on
Government Island. Mr. Neiss moved that the communication be referred to the Special
Harbor Committee, seconded by Mr. Latham and carried.
12.V/ From the San Francisco Harbor Line Board, re establishment of .); head lines
on Government Island. Mr. Neiss moved that the communication be referred to the special
Harbor Committee, seconded by Mr. Latham and carried.
13.V Prom City Clerk, W. E. Varcoe, requesting one week's vacation beginning July
6th, 1925. Mr. Latham moved that the request be granted, seconded by Mr. Probst and
carried.

Mr. Latham moved that the communication be referred to the City Manager, seconded by
Mr. Neiss and carried.

Pro0 the Alameda Improvement Club, re south end of Mound Street. Mr. Latham
moved that the communication be filed without reading, seconded by Mr. Neiss and
carried.
16. From the Alameda Improvement Club, re west end streets. Mr. Probst moved
that the communication be filed without reading, seconded by Mr. Neiss and carried.
18. From Alameda Veterans' Council, thnnking the council for assistance given at Bay
Station Memorial Day services. Ordered filed.
19.1 From Walter H. Cramer, re audit.of books. Mr. Latham moved that W. H.
Cramer be re- employed as general auditor and accountant for the City of Alameda,
from July 1, 1925 to June 30, 1926, at a monthly, remuneration of $75.00 per month,
this also to include audit of books and accounts of the Municipal Electric Light
Plant. The motion was seconded by Mr. Probst and on roll call carried unanimously.
20. Copy of letter from Charles A. Wilhelm to General Manager of the Southern
Pacific Company re whistling signals of trains at Briggs Avenue and Fernside
Boulevard. Ordered filed.
21.1 From Peat, Marwick, Mitchell and Company, re audit of books for the City
of Alameda. The cornrnu.nication was ordered filed and the City Clerk instructed
to advise this firm as to the action taken by the council in the re- employment of
Walter H. Cramer.

From City Attorney Locke, re reclassification of 1414 Pearl Street, Mr.
Latham moved that the communication be filed and that the City Council take no
action in the matter, inasmuch as no plans or specifications were submitted
at the time of the circulating of the petition, ift' ;consequence of which the
council has no jurisdiction in the matter. The motion was seconded by Mr. Probst
and carried unanimously.
23. Mr. Latham stated that he wished to be placed on record at this time,
that he was unalterably opposed to the establishment of factories in residential
districts.
24. From Lochiel M. King, to Frank. Otis, Mayor, resigning as a member of
the City Planning Commission. Ordered filed.
25. The Clerk stated that the time had arrived for the final hearing in the
matter of the zoning of the south and east shore tidelands. Mr. Clarence Traver,
President of the Chamber of Commerce was present and addressed the council,
stating that he believed the tidelands from 4th Street west to Pacific Avenue
should remain in a residential District, Class I. After discussion, Mr. Latham
moved that the matter be referred back to the City Planning Commission for a
further hearing, seconded by Mr. Neiss and carried.
26.1 Mr. R. M. Toalson, representing the Veterans of Foerign Wars, addressed the
Council requesting permission to drill holes in sidewalks for holding flag - staffs for
decorative purposes. These holes are to be approximately 10 inches deep and to be
capped when not in use. After discussion, Mr., Latham moved that the request be
granted, subject to the approval of the City Manager and City Engineer, seconded by
Mr. Neiss and carried.

President Otis stated that it would be necessary for the City Attorney to
prepare a brief in the hearing at present pending before the inter -State Commerce
Commission, re Belt Line Railroad. Mr. Latham moved that the City Attorney be
instru ^.ted to prepare such a brief, seconded by Mr. Probst and carried.
Messrs. Carl Strom and F. Norman addressed the Council requesting that an
amount of approximately $2,000.00 be sot aside in the 1925 -26 budget for advertising
purposes. After discussion, the matter was taken under advisement for consideration at
a meeting of the Committee of the Whole in the preparation of the budget.
29.1 Mr. Clarence Traver and Mrs. Cohen addressed the Council, re the advisability of
purchasing the property so as to extend Lincoln Park through to the Bay. This matter
was also taken under consideration in the preparation of next year's budget.
30. Councilman Probst called the attention of the Council to the unsanitary conditinn
of the premises situated on the south side of Buena Vista Avenue, 101 feet east of
Stanton Street, owned by Mrs. Harriet Louis, and after discussion, Mr. Probst moved that
the City Attorney and the Health Officer of the City take such steps as are necessary to
have the premises put in a sanitary condition, seconded by Mr. Neiss and carried.
31. Mr. Latham moved that the City Attorney be instructed to investigate the title
of certain holdings of E. C. Sessions on Government Island, seconded by Mr. Neiss and
carried.
Claims against the General Department amounting to 2925.62; Police Department,
176.30; Fire Department, 066.57; Street Department $2940.48; Health Department,
86.97; Recreation Department, $566.22; Store Department, 167.98; Council Relief,
178.29; Health Center, $618.28; Electric Light Fund, $21,380.44;,School Construction
Fund, $1,264.654. Initiative Relief Fund, $194.00 and Compensation Insurance Fund,
$10.00 having been approved and audited by the proper officials were listed by the
Clerk as follows:
