1925-08-18 Regular CC MinutesREGULAR lEETING OF THE COUNCIL OF THE CITY OF THE CITY OF ALAMEDA, TUESDAY EVENING, AUGUST 18, 1925. The meeting convened at 8 O'clock P. M. with Council-president Otis presiding. The roll was called and. Councilmen Latham, Neiss, Noble, Probst and President Otis, (5) were noted present. The minutes of the regular meeting of August 4th, 1925 were approved as read. The minutes of the adjourned regular meeting of August 11, 1925 were approved as read. The following papers were ordered filed: 1.1 Various applications for a permit to sell soft drinks. 2. Report of the Municipal Electric Light Plant for the month of June, Communication from J. G. Little Co. re construction of High School previously referred to the Committee of the Whole. 4.1/ Communication from Hon. James Rolph, re Diamond Jubilee celebration, referred to the Committee of the Whole. 5.1/ City Manager's estimated budget 1925-26. 6.i Affidavit of posting, Notice of the Piling of Assessment and Time of under Resolution of Intention No, 74, N. S. 71 Affidavit of posting, Notice of the Filing of Assessment and Time of under Resolution of Intention No. 76, N. S. 8. Affidavit of publication of Notice of Filing Report of Commissioners tending Eagle Avenue. 9. Mr. Latham introduced and moved the adoption of "Resolution No. 925. Granting a Permit for a License to Sell Soft Drinks." 1925. Building previously Hearing Hearing re ex— Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 10., Mr. Probst introduced and moved the adoptioneof Mr. and "Resolution No. 926. Resolution Releasing Grant of Easement, to Thomas P. Bolber." Neiss seconded the motion to adopt the Resolution and on roll passed unanimously. 11.V/ filed. The following communications were received: call it was adopted From Postmaster H. M. Hammond, re carrier service in the west end. Ordered 12:i From Alameda Association of Insurance Agents, protesting disoon inuance of mail carrier service in the west end. Ordered filed. 13. From Pacific Coast Association of Fire Chiefs re Fire Chiefs' Convention at Seattle. Mr. Latham moved that the communication be filed and that Fire Chief Steinmetz be allowed a sum not to exceed $190.00 to attend the Convention. The motion was seconded by Mr. Neiss and on roll call carried by the following vote:- Ayes: Councilmen Latham, Neiss, Noble and Probst. Noes: Council-president Otis. 14.Ne 15.V filed. 16.V From Walter Ordered filed. From Hon. A. E. Carter, re Alameda Harbor Survey. Ordered filed. From the Alameda Improvement Club, re traffic conditions in the west end. Ordered H. Orarnor, re closing entries for the year ending une 30, From the Railroad Commission re hearing on application of the Southern Pacific Company for increased fares. Ordered filed. 18,V From the Railroad Commission, re hearing on application of the Key System Transit Company, for increased fares. Ordered filed. 19.1/ Mr. W. R. Calcutt presented a petition signed by numerous citizens requesting the Council to give serious consideration to the need of a playground and swimming beach on the south shore of Alameda, between Park Street and High Street, and addressed the Council in support of the petition, as did Hon. E. K. Taylor. Mr. Latham moved that the petition be referred to a meeting of the Committee of the Whole seconded by Mr. Probst and carried. 20.y/ The Clerk stated that the time had arrived for the hearing of protests against assess- ments made under Resolution of Intention No. 74, N. S. (Bay Island Avenue) and that no protests had been filed in the matter. Thereupon Mr. Latham introduced and moved the adoption of "Resolution No. 927. Confirming Assessment on Appeal." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 21.V The Clerk stated that the time had arrived for the hearing of protests against assessments made under Resolution of Intention No. 76, N. S. (Calhoun Street) and that no protests had been filed in the matter. Thereupon Mr. Neiss introduced and moved the adoption of "Resolution No. 928. Confirming Assessment on Appeal." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated that the time had arrived for the hearing of protests on the adoption of the report of Commissioners under Resolution of Intention No. 78, N. S. re extending Eagle Avenue and that a petition of protest had been filed. Thereupon Mr. Latham introduced and moved the adoption of "Resolution No. 929. Fixing Time for Hearing Objections." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopt- ed and passed unanimously. ( re Mr. Latham moved that when the Council adjourn it do so to meet in adjourned regular session, Tuesday evening, August 25th, at 8 o'clock P. M., seconded by Mr. Probst and carried. 24. A Bill entitled 25. For "A Bill Ordinance No. •q New Series. Reclassifying property. (Church) came up for passage and was read by the Clerk. Mr. Probst moved that the ordinance as read be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously. A Bill entitled For "A Bill Ordinance No. en„: New Series. Reclassifying Proper y." (Fernside) came up for passage and was read by the Clerk. Mr. Latham moved that the Ordinance as read be adopted, seconded by Mr. Neiss and on roll call it was adopted and passed unanimously. 26 A Bill entitled "A Bill For Ordnance No. ave. New Series. Reclassifying Property Northeast corner Central Avenue and. Sherman. Street." up came/for passage and was read by the Clerk. Messrs, E. K. Taylor, C. W. Neal, Eckstein and Fitting addressed the Council in protest and L. R. Weinmarn addressed the Council for the petitioner. After discussion, Mr. Neiss moved that the Ordinance be adopted, seconded by Mr. Probst and on roll call it was adopted and passed by the /following vote, to wit: Ayes: Councilmen Neiss, Noble and Probst, (3). Noes: Council- 1 men Latham and Council-president Otis, (2). Absent: None. 27.q A Bill entitled "A Bill For Ordinance No. New Series. Amending Section 242 of Ordinance Number One, New Series, Known as the "Municipal Code of the City of Alameda"." came up for passage and was read by the Clerk. Mr. Lathat moved that the Ordinance as read be adopted, seconded by Mr. Probst and on roll call it was adopted and passed lenanimously. 281 A Bill entitled 2 carne as r lunan "A Bill For Ordinance No. „m Net Series. Naming the New Hightay on Bay Farm Island, and Prohibiting the Driving of Trucks Thereon." up for passage and was read by the Clerk. Mr. Latham mowed that the Ordinanae ad be adopted, seconded by Mr. Probst and on roll call it was adopted and passed mously. In the matter of the opening of streats in the West End of Alameda, Woodstock Tract, the Council was addressed by Mr. W. H. L. Hynes and City Attorney Locke. After discussion, Mr. Latham moved,at the request of Mr Hynes, that a hearing be held on Tuesday evening, Septernbar 15, 1925, seconded by Mr. Probst and carried unanimously. Pacific Tel. & Tel. Co. City Manager Hickok called the attention of the Council to the request of the Loop Lumber Company for additional water mains for fire protection; also a six inch main to connect with the Baxter Lumber Company. After discussion, Mr. Latham moved that the City Manager be instructed to have these mains installed, seconded by Mr. Probst and on roll call carried unanimously. 320/ City Manager Hickok called attention of the Council to dredger holes in Neptune Beach Park. After discussion, Mr. Probst moved that the City Manager be instructed to confer with the owners of the Park in order to have proper signs erected showing tee location of the holes referred to. The motion was seconded by Mr. Latham and carried. 33. In the matter of the installation of the sea or retaining wall at the foot of Willow Street, adjoining the new Alameda Sanatarium. After discussion, Mt. Probst moved that the matter be referred to the City Manager with the understanding that the City of Alameda pay its share of such installation at a cost not to exceed $500.00. The motion was seconded by Mr. Neiss and on roll call carried unanimously. Noes: Council-presidant Otis, (1). Mr. Otis explained his reason for voting No, saying that he considered the claim of the Alameda Title Insurance Co. an exhorbitant charge.
