1925-09-15 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, SEPTEMBER 15TH, 1925. The meeting convened at 8 o'clock with Council-president Otis presiding. The roll was called and Councilmen Neiss, Noble, Probst and. President Otis, (4) were noted present. Absent: Councilman Latham, (1). The minutes of the regular meeting of September 1st, 1925 were approved as read. Mr. Probst introduced and moved the adoption of "Resolution No. 935. Transferring $5,000.00 from the General Fund to the Library Fund." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopt- ed and passed unanimously. 2,V Mr. Neiss introduced and moved the adoption of "Resolution No. 936. Resolution Determining that Public Interest and Convenience Require the Improvement of Calhoun and. Clay Streets between Regent and Broadway." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was a- dopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 937. Determining the Rate and Levying the Tax 1925-26." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was a- dopted and passed by the following vote:- Ayes: Councilmen Neiss, Noble and Probst, (3). Noes: Council-president Otis, (1). Absent: Councilman Latham, (1). 4./ Mr. Otis offered for filing a statement as to his reasons for voting "No" upon the adoption of the Resolution, which was read by the Clerk and ordered filed. Mr. Neiss explained his reasons for voting "Aye". 8.%/ Mr. Noble introduced and moved the adoption of "Resolution No. 938. Fixing the Salaries of the Officers and Members of the Police and Fire Departments of the City of Alameda." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was a- dopted and passed by the following vote:- Ayes: Councilmen Neiss, Noble and Probst, (3). Excused from voting: Council-president Otis, (1),. Noes: None. Absent: Councilman Latham, (1). Mr. Probst introduced and moved the adoption of "Resolution No. 939. Fixing Salaries of the Following Officers and Employees of the City of Alameda, to wit: Deputy Auditor, Deputy Assessor, Field Deputy Assessor, Building Inspector, City Attorney, Gity Clerk, Janitor of the City Hall, Superin- tendent of Recreation and. Parks, Head. Play- Director and Superintendent of Streets and City Engineer." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote:- Ayes: Councilmen Neiss, Noble and. Probst, (3). Excused from voting: Council-president Otis, (1). Noes: None. Absent: Councilman Latham, (1). The following papors were ordered filed: Various communications previously referred to the Committee of the Whole for budget consideration. Approved budget for 1925-1926. Report of the East Bay Municipal Utility District as of September 1st 925. 10./ Oath of office of Georgette Szoke, as play-director and police woman, Recreation Department. 111 Affidavit of rublication, Milk Scores, month of August, 1925. 12.J Affidavit of publication, Notice to Bidders on heating system. September 15th, 1925. 14./ 15.17 16. 18. 19. 20- The following communications were received: From the Floral Parade Committee of the Dons of Peralta, thanking the council for their participation in the floral parade. Mr. Probst moved that the city clerk be instructed to write a letter to the donors of the truck which carried the float, seconded by Mr. Neiss and carried. From Howard K. James, re removal of eucalyptus trees on Versailles Avenue. Ordered filed. From Howard K. James, re various matters. Ordered filed. An application for a permit to sell soft drinks, presented by Mabel and May Holum, was presented to the council with the recommendation that the request be denied, signed-bythe Chief of Police and the Superintendent of Schools. Mr. Probst moved that the application be denied, seconded by Mr. Noble and carried. A Bill entitled For "A Bill Ordinance No. vo New Series. Reclassifying Property. (Church) came up for passage and was read by the Clerk. Mr. Probst moved that the Ordiname be adopted, seconded by Mr. Noble and on roll call it was adopted and passed ,unanimously. A Bill entitled For "A Bill Ordinance No. c\72 New Series. Reclassify ng Property. (Restaurant) came up for passage and was read by the Clerk. Mr. Probst moved that the ordinance be adopted, seconded by Mr. Neiss and on roll call it was adopted and passed ) unanimously. In the matter of the hearing of the opening of west end streets, Messrs. Hynes and Dutton were present and presented to the council an offer to rededicate the streets providing no street work would be commenced 'Until October 1st, 1925. After a considerable discussion, Mr. Neiss moved that the city attorney be in- structed to draw up the necessary resolution in acceptance of the rededication and submit same to the council when 'the balance of signatures representing Mr. Dutton's clients are obtained. The motion was seconded by Mr. Probst and carried unanimously. The city manager stated that heating bids had been opened and that W. K. Nottingham was the low bidder for the installation of the heating plant. Mr. Probst moved that a contract be prepared by the city attorney and executed by the Mayor, seconded by Mr. Noble and carried. Claims against the General Department amounting to $2,619.27; Police Department, $68.83; Fire Department $95.68; Street Department $2,515.47; Health Department, $142.24; Recreatioh Department $392.58; Store Department, $52.35; Council Relief Fund $102.87; Health Center, $167.92; Electric Light Fund 8043.90; School Construction Fund $5,428.35 and the Initiative Relief Fund 53.55 having been approved and audited by the proper officials were listed by the Clerk as follows: Labor Alameda Chamber of Commerce Alameda Steam Laundry Assn. Mr. Probst moved that when the council adjourn it does so to meet in regular adjourned session Tuesday evening, September 22nd, 1925, at 8 o'clock, seconded by Mr. Neiss and carried.
